EXECUTIVE SUMMARY
Recommendation to provide an after-the-fact approval for Amendment No.1 to Emergency
Watershed Protection Program Agreement #NR184209XXXXC028, between Collier County and
the US Department of Agriculture, Natural Resources Conservation Se rvices increasing total
funding to address storm related debris in Collier County waterways and to maintain an
appropriate conveyance system for an adequate flood protection level of service (LOS); and
authorize any necessary budget amendments.
OBJECTIVE: To receive after-the-fact approval from the Board of County Commissioners to amend
the Emergency Watershed Protection Program Agreement with the US Department of Agriculture,
Natural Resources Conservation Services to address the existence of storm related debris in Collier
County waterways and to maintain an appropriate conveyance system for an adequate flood protection
level of service (LOS). Collier County CMA 5330 Grant Coordination requires that the Board of
County Commissioners approve all grant applications.
CONSIDERATIONS: The Emergency Watershed Protection Program allows communities to address
serious and long-lasting damages with the flexibility to act quickly to help local communities cope with
adverse impacts resulting from natural disasters.
On April 6, 2018, Collier County Capital Project Planning, Impact Fees and Program Management was
notified that funds have become available through the US Department of Agriculture, Natural
Resources Conservation Service, with a very limited time frame to provide all necessary
documentation.
On May 2, 2018, Collier County Capital Project Planning, Impact Fees and Program Management
submitted a formal application to the U.S. Department of Agriculture, Natural Resources Conservation
Services for Emergency Watershed Protection (EWP) Program.
On May 22, 2018, the Board of County Commissioners authorized an after-the-fact submission of an
Emergency Watershed Protection Program grant application to the US Department of Agriculture,
Natural Resources Conservation Services to address the existence of storm related debris in Collier
County waterways and to maintain an appropriate conveyance system for an adequate flood protection
level of service (LOS).
On January 18, 2019, Collier County Capital Project Planning, Impact Fees and Program Management
Division, was notified that additional funds became available through the US Department of
Agriculture, Natural Resources Conservation Service, with a very limited time frame to provide all
necessary documentation. The Grantor mandated a time certain execution of the Amendment, of
February 1, 2019. Thus, the County Manager approved the Amendment with the intent of having the
Board of County Commissioners review/consider this item in accordance with CMA 5330.
Collier County CMA 5330 authorizes the County Manager to approve the submittal of grant
applications with subsequent Board of County Commissioners action at the next available Board
meeting to ratify the approval as “after-the-fact.”
FISCAL IMPACT: The total budget increased by $3,478,673.12. This increase includes additional
federal funding of $2,669,679.37 and a local match of $808,993.75. This amendment increases the total
budget to $11,917,981.05, of which federal funding would equate to $9,146,357.55 and a required local
match of $2,771,623.50. Budget amendments will be required to appropriate federal funding into GMD

Grant Fund 711, and GMD local match in Grant Fund 712. Funds for the local match are available in
the Stormwater Capital Fund 325 supported by ad valorem.
GROWTH MANAGEMENT IMPACT: The proposed construction projects are in accordance with
the goals, objectives, and policies of all applicable sections of the Stormwater Management and the
Conservation and Coastal Management elements of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board action. - JAB
RECOMMENDATION: To receive after-the-fact approval from the Board of County Commissioners
to amend the Emergency Watershed Protection Program Agreement with the US Department of
Agriculture, Natural Resources Conservation Services to address the existence of storm related debris in
Collier County waterways and to maintain an appropriate conveyance system for an ad equate flood
protection level of service (LOS). Authorize any necessary budget amendments.
