EXECUTIVE SUMMARY
Recommendation to approve a resolution, pursuant to section 197.3632(3)(a), Florida Statutes, to
preserve the right to utilize the uniform method of collecting non-ad valorem special assessments,
as part of and in consideration of a Stormwater Utility within the unincorporated area of the
County.
OBJECTIVE: To obtain approval on a resolution, pursuant to section 197.3632, to preserve the right to
utilize the uniform method of collection as part of the consideration for the operation, ma intenance, and
capital needs of the countywide stormwater system; and to provide proper flood control, water quality,
and rehydration of aquifers in a manner that protects property values, the environment, and the safety of
Collier County citizens and businesses.
CONSIDERATION: Over almost a four-year period, Collier County (County) has worked on the
development and implementation of a Stormwater Utility to address the capital and maintenance needs of
the County’s expansive Storm Water Management System. A Stormwater Utility creates a dedicated and
restricted funding source that would support the stormwater program without the competing demands and
funding fluctuations associated with a program primarily funded by ad valorem taxes.
On November 13, 2018, Staff provided an update on the Storm Water Utility initiative. The Board
authorized the County Manager to move forward with the required legal advertising (four legal
advertisements over a four-week period) to preserve the right to utilize the Uniform Method of Collection,
which is the property tax bill and notify the Property Appraiser and Tax Collector of the County’s intent.
This action is required by Statute and must be completed by March 1, 2019. However, the action is non-
binding and simply preserves the County’s right to utilize this form of billing.
FISCAL IMPACT: This item will have no fiscal impact.
LEGAL CONSIDERATIONS:
GROWTH MANAGEMENT IMPACT: This item is consistent with the goals, objectives, and policies
of all applicable sections of the Storm Water Management and the Conservation and Coastal Management
elements of the Growth Management Plan.
RECOMMENDATION: To approve a resolution, pursuant to section 197.3632, to preserve the right to
utilize the uniform method of collection.

COLLIER COUNTY, FLORIDA (THE “COUNTY”) HEREBY PROVIDES NOTICE, PURSUANT TO SECTION 197.3632(3)(A), FLORIDA STATUTES, OF ITS INTENT TO USE THE UNIFORM METHOD OF COLLECTING NON-AD VALOREM SPECIAL ASSESSMENTS TO BE LEVIED WITHIN THE COUNTY FOR THE COST OF PROVIDING STORMWATER SERVICES, FACILITIES AND PROGRAMS WITHIN THE UNINCORPORATED AREA OF THE COUNTY COMMENCING FOR THE FISCAL YEAR BEGINNING ON OCTOBER 1, 2019.
