Approval of previous meeting minutes from August 8, 2018 Mr. Vasey moved to approve the minutes of the August 8, 2018 meeting as presented. Second by Mr. Miller. Carried unanimously 8—0. 2. Floodplain Management Plan Action Annual Progress Report Ms. Cilek presented the Executive Summary"Recommendation to receive and approve the Collier County Floodplain Management Plan 2017 Progress Report and Proposed Action Plan for 2018 and 2019. In addition to provide an update regarding the rate of sea level rise adopted in the Floodplain Management Plan"dated for consideration. She noted the report to the Board of County Commissioners includes updates on calculating the rate of sea level rise for the County, City of Naples and City of Marco Island. During Committee discussion a concern was raised the proposed amendments submitted to FEMA by the County have not addressed for a substantial amount of time and the issue may pose a risk to owners in the County. 3. VOTE REQUIRED Mr. Zyvoloski arrived at 9:07am Mr. Lang arrived at 9:10am Mr. Vasey moved to recommend the Board of County Commissioners approve the Collier County Floodplain Management Plan 2017 Progress Report and Proposed Action Plan for 2018 and 2019 as proposed by Staff including the update for the rate of sea level rise. Second by Mr. Chrzanowski. Carried unanimously 10—0. 4. Flood Damage Prevention Ordinance Ms. Cilek reported the Board of County Commissioners will be reviewing the proposed Ordinance over the next two months and there or no major changes to the current document since the review was completed by the Committee. 5. Articles for Daily News and Flood Newsletter Ms. Cilek reported the County has instituted new property identification placards to be utilized as necessary after storm events. The new color codes include Red for"Unsafe" - Enter at your own risk (previously termed"Condemned"), Yellow for"Restricted Use" - enter with caution and Blue "Evidence of Flooding." The public will be made aware of the new placards through various publications including the Naples Daily News. 6. Sea Level Rise Update Ms. Patterson presented the PowerPoint "Sea Level Rise Planning Activities Update October 23, 2018" highlighting: She and Dr. Savarese of FGCU provided an update to the Board of County Commissioner's. • They are reviewing the rate of rise projections to determine any modifications that may be required. • An RFP will be issued in the late spring of 2019 to engage a consultant to assist in the planning. 2 November 14, 2018 • A NOAA Grant was issued to FGCU and others for modeling sea level rise and storm surge and year 1 of the project has been completed and the year 2 work is underway. • The findings of the Grant study will be used in the planning process. • Congressional support on the issue continues to be sought. • County Staff from public Utilities, Transportation Planning, Coastal Zone Management, Stormwater Planning, etc. are all involved in the process. • The projected rate of rise has been altered from 1.6 feet in 2060 to 1.5 feet. • Workshops are being held with stakeholders including the real estate community, hotel industry, health, education, agri-tourism etc. to garner input on the issue. • The work includes a vulnerability assessment and adaptive planning to assist in comprehensive planning, Land Development Code Amendments, Law and Ordinance changes, infrastructure planning and financial and economic modeling. • Discussions are also ongoing to determine the feasibility of developing a coastal regional compact with the various jurisdictions on the west coast of Florida. • The County is also working on a coastal resiliency plan to increase the height and widen the beaches and enhance the dune planting areas. 7. Rebuild Florida Program Ms. Cilek reported funds have been allocated by Congress post Hurricane Irma to assist in rebuilding or replacing homes damaged by the storm. Those low income individuals located in the floodplain area are eligible for the program. 8. CRS Update Ms. Cilek reported the County passed the second audit with a score of 100 percent. 9. Review Development from Last Quarter Ms. Cilek submitted the "Building Plan Review Statistics for October 2018" for information purposes. 10. FPMC 2019 Meeting Calendar Ms. Cilek provided the meeting calendar noting the quarterly meetings will continue on the 2nd Wednesday of a month at 9:00am. 11. Other Items/Committee Correspondence Trinity Powell was introduced as a new Staff Member for the Department. There being no further business for the good of the County, the meeting was adjourned by the order of the Chair at 9:33AM.
