MINUTES OF THE COLLIER COUNTY
FLOODPLAIN MANAGEMENT PLANNING COMMITTEE MEETING
Naples, Florida, February 13, 2019
LET IT BE REMEMBERED, the Collier County Floodplain Management Planning
Committee in and for the County of Collier, having conducted business herein, met on
this date at 9:00 A.M. in REGULAR SESSION at the Collier County Growth Management
Division Building, Conference Room #609/610, 2800 N. Horseshoe Drive, Naples, Florida,
with the following members present:

Chairman Kurtz called the meeting to order at 9:00 a.m.
1. Approval of previous meeting minutes from November 14, 2018
Mr. Vasey moved to approve the minutes of the November 14, 2018 meeting as presented. Second by
Mr. Lang. Carried unanimously 9— 0.
2. Floodplain Management Ordinance 2019-01 acceptance update
Ms. Cilek reported the Board of County Commissioners adopted the revised Floodplain Management
Ordinance on January 8, 2019 and it is now effective.
3. Review of Non-Conversion Agreement documentation
Ms. Cilek reported the "Non-Conversion Agreement" is now in effect in the County which requires an
owner of a new home or a substantially improved residence to certify area in the building below flood
elevation will not be used for occupancy.
4. SCORE Floodplain Management CAV meetings update
Ms. Cilek reported the County is participating in the State of Florida's new Community Rating System
Community Assistance Visit (CRS CAV) pilot program and Staff attended 2 day meeting on the subject.
A joint workshop may be held with the City of Marco Island and Naples on the program. The program
assists localities in improving their floodplain management best practices and increasing their
Community Rating Scores.
5. Utilization of SIRE as a repository for elevation certificates
Ms. Cilek reported the County will begin utilizing a digital review process for evaluating elevation
certificates and the data will be stored electronically into perpetuity. The information will be stored
through the Growth Management Division which also has a link to view all certificates by mapped area
in the County.
6. 2018 CRS Verification & 2019 CRS Recertification update
Mr. Mason reported the County is awaiting the final determination on the 2018 CRS rating but
indications are it will remain a Class V. The 2019 update is in process with addressing the elevation
certificates a major portion of the information required.
7. Floodplain Management Plan Mitigation Action update
The Committee reviewed the "FMP Progress Report for 2018 Action Items P' Quarterly Meeting 2019
—February 13, 2019" for informational purposes and Staff reported;
• The Floodplain Management Plan is slated for its 5 year update in 2020.
• Staff will be soliciting an RFP to assist in the update and the Committee may provide input as
well which may include any issues to be addressed under sea level rise such as the new rate
calculations.
• There are no changes to the planned capital projects and education continues to be a key with an
FGCU class available in March of 2019 on mapping and a Best Management Practices workshop
to be held in North Fort Myers in March.
• The Bubble Map has been updated and the area in South Golden Gate Estates subject to
restoration has been removed from the map.
• Mr. Lang will provide staff with the information on an Emergency Management Course to be
held in June of 2019 so those interested may attend.

The Committee requested an update on the mitigation strategies from the Emergency Management
Division.
Ms. DeFedericis reported the effort is underway and there have been workshops recently held with the
next quarterly meeting on the matter to be held in April.
8. Review Development from last quarter
Ms. Cilek provided the County's development review statistics from the previous quarter and the
building activity remains at a high level.
9. FPMC Public Member Vacancy
Mr. Mason reported there are vacant seats on the Committee and the County has advertised the position
and those interested are encouraged to apply.
10. Other Items/Committee Correspondence
Mr. Chrzanowski commented on a recent new article whereby residents of an island off the coast of
Louisiana are being relocated inland due to the rising waters. The cost is approximately $1M per
resident.
Staff noted one factor in the relocation was the area is served by a federally maintained roadway which
has suffered severe damage repeatedly and been rebuilt.
The Committee recognized Ms. Cilek's exemplary service to the County, as she has accepted a new
employment in Oregon.
