Ramsey; Mark Minor Subject:Re[2]: GAC Land Trust Advisory Board - Information Provided Michael, Unsure what Barry is thinking and why that document, P+R's own inventory (effectively removing this site), is not cited in the ES. That's been "out there," for years, and I've cited that document, on the record, whether it's made our Committee notes or not, over the same period. I'm still under the impression the Max Haase project (expansion) was over what we committed. That was at least confirmed with Karen Acquard's reaction, at the time. And that happened several years ago. How can two Committee members truly misunderstand, then find out the notes reference double the contribution? Trust me. I'm getting calls, as well. This doesn't seem to have been handled very well, politically. It's appearing to be a "ram-roded deal." I get NIMS and "it's not done," which is "code" for 'we'll be doing something, regardless.' I don't get "highest-and-best use" (Planning term) for this parcel, pivotal community location, intense traffic loading onto Immokalee, and that, particular use, adjacent to residential use...and I've seen a slightly different ES (at least plan attachment) that takes this plan way-North of here (i.e., piece of a greater-whole) forwarded by Estates Civic. I believe there are better sites for horse trading with the School District, and "this ain't it." Personally, I think the Committee should be disbanded. There is absolutely no input that is truly considered from the GAC LT, when it reaches the BOCC, in my humble opinion. We've done the reserved parcels' "release." It's the County's money, and I grow tired of being a puppet after 14 years of time and energy expended. To date, we've done good things for the Community (Fire learning trailer, Boundless playground, Weather stations) for the Estates per the Avatar agreement with funds. This is now becoming 'sour' with the advent of new CAT shelters (that don't identify with, nor to me, belong "out here," visually) that we funded (3 of them) that are being torn down. Now this deal on the 47 Ac. which we've always treated as "sacred," due to its "gateway" location, Eastward. I find it funny that we were told the County couldn't "rezone" the property; however, that's exactly what's being done, if you truly think about it, from Park/passive to Industrial/intense. I would be flabbergasted, if I lived along 4th ST NE. I cannot and will not forward, per the Sunshine Law. But, if you wouldn't mind (albeit, I'm not President any more, to consider this request) forwarding, as an attachment to our January Agenda items, I would certainly appreciate it. Also, please keep in mind that there will be Neighborhood Information Meetings (NIMS), as stated in the Executive Summary, for residents to provide input. Please note, I was told that Barry Williams (Parks and Rec Director) just learned of this Executive Summary today and had not been made aware of this and considers the 47 acre parcel still in Parks and Rec’s inventory.I am certain that there will be discussions on his level to upper management about this as well. If recommendations in the Executive Summary are approved by the Board, this is just step one, and NIMS will follow for community input, if it proceeds as planned, there will be months of land use / zoning meetings and hearings regarding the potential use of the property. There has been some discussion about the Committee petitioning the Board about the intentions on this property and we can discuss at our meeting in January. I just wanted you to be aware of this –this all came about recently. Please respond to me individually, please do not ‘respond to all.’ Thank you, Michael EXECUTIVE SUMMARY Recommendation to authorize the County Manager to prepare a Memorandum of Understanding with the Collier County Public School District outlining the terms of a potential land swap and joint development project on a County-owned parcel located between Immokalee Road & 4th Avenue Northeast; work with the adjacent private property owner for potential partnering to obtain access to the existing traffic signal; conduct Neighborhood Information Meetings for input from residents and bring back options for potential uses for the property at a future Board meeting. OBJECTIVE:To provide a short history of the Randall curve property and its potential uses for government services. CONSIDERATIONS:The County-owned parcel, known as the 47-acre parcel or the Randall curve property, originally consisted of 56.69-acres +/-per Plat Book 7, Page 84. However, in 2002 the Transportation Division purchased 9.1-acres +/-for stormwater retention, resulting in a remainder of 47.57-acres +/-. On August 17, 2004, County and School District representatives met to discuss the possibility of the School District exchanging 25-acres +/-property located at Palmetto Ridge High School (School Parcel) shown on the attached Exhibit B, for a similar size portion of the County-owned 47.57-acre +/-parcel (County Parcel) located between Immokalee Road and 4th Street Northeast shown on the attached Exhibit A. The School District intended to utilize the County Parcel to construct and operate a bus garage, maintenance facility,and warehouse to include parking, maintaining, fueling, washing, and administering school buses, trucks, and other vehicles that service eastern Collier County.The County intended to utilize the School Parcel to increase the foot-print of the proposed regional park to the North. The remaining 22.57-acres +/-of the County Parcel was intended to be utilized by Collier County Road & Bridge and Collier County Fleet Management to construct and operate a maintenance and repair facility, equipment storage area, office buildings, stockpile area, parking, and related operations. 20.A.4 Packet Pg. 386 Attachment: Jeff Curl's Email to Staff 12-5-18 (7903 : GAC Land Trust Advisory Board - January 28, 2019) 4 In March 2006, Q. Grady Minor prepared a site development plan for the proposed School District and County Transportation improvements on the County-owned property.See attached Exhibit C.During the next several months, Q. Grady Minor began preparation of the Conditional Use Permit Application as the County Parcel is zoned Estates and the two intended uses are permitted, but as Conditional Uses.An independent appraisal was obtained, and an Interlocal Agreement between the School District and the County was drafted.The Conditional Use and the Interlocal Agreement were not finalized. In 2006, one of the challenges was access onto Immokalee Road at the existing traffic signal.Access at this location might be feasible by exploring a potential partnership with an adjacent private property owner as shown on Exhibit F. On May 15, 2007, the proposed land swap project became inactive due to the recession, Parks & Recreation’s inability to obtain suitable access from Oil Well Road, and water and sewer services not being immediately available at the County Parcel. The County and the School District are interested in revitalizing the land swap that would provide the District with acreage for a School Bus Garage and related facilities (Exhibit B). In exchange, the District would provide the County with acreage to increase pickleball parking at the East Naples Community Park (Exhibit D) as well as acreage at Palmetto Ridge High School (Exhibit E). The latter acreage would be utilized to increase the foot-print of the regional park to the North and facilitate the interconnect between the future Northeast utility facilities and the former Orangetree utility facilities, which are now owned and operated by the Collier County Water-Sewer District.Once the School District’s foot-print is agreed upon, offsetting acreage will be provided to the County by the District at the locations mentioned above.The parcels involved will be transferred in fee. FISCAL IMPACT:No fiscal impact. GROWTH MANAGEMENT IMPACT:There is no impact to the Growth Management Plan.
