The Chair, Steve Hruby, called the meeting to order at 8:35 am, read the procedures to be
observed during the meeting and led the group in the Pledge of Allegiance.

3. APPROVAL OF AGENDA AND MINUTES
a.Motion to approve the agenda was made by Mary Waller, seconded by Carlos Portu and
carried by a vote of 6-0.
b.Motion to approve the minutes from the meeting of September 10, 2018 was made by
Mary Waller, seconded by Carlos Portu and carried by a vote of 6-0.
4.INFORMATIONAL ITEMS
a. Cormac reviewed the upcoming housing related public hearing items.
i.Regal Acres: Approved by CCPC 9/6 – going to the BCC 10/23. Habitat is asking for a
density bonus and a rezone to add 20 acres and an additional 160 units to the
development.
5.PUBLIC COMMENT
There were no public speakers for this meeting.
6.DISCUSSION ITEMS AND PRESENTATIONS
a.Cormac reviewed the Sub-committee Report from September 27th about the Manatee and
Bembridge properties. The findings of the feasibility study were that there are no significant
issues preventing development of either site.
There were no objections for making affordable housing at the Bembridge property. Sheryl
Soukup motioned to fully support building on the Bembridge property and Mary Waller
seconded. The group voted 6-0 in support.
The sub-committee asked for a split for the Manatee property with acres remaining park land and acres
being made available for housing. Joe Schmitt stated his concern regarding the shallowness of the
report in regard to environmental impacts and costs. Sheryl Soukup said there will be environmental
costs no matter what will be built (park or housing). Carlos Portu said that he feels there is enough
affordable housing in this area and suggested the land be sold and look for a property somewhere else.
Christina Apostolidis said that since Manatee has a lot of issues maybe it’s not the right time now. Mary
Waller said since the park is at least 10 years away from getting funding for the build, maybe it will
include affordable housing at that time. The opinion of the memebrs regarding the Manatee site was
as follows:

Cormac said he would forward the results to the BCC and ask for a time certain for the item on the
upcoming November 13, 2018 meeting.

b.Cormac reviewed the Triennial Report with the group. He talked about all of the existing
incentives that the county is currently using - expedited permitting, impact fee waivers,
density flexibility, parking and setbacks, flexible lot configurations, street requirements,
ongoing oversight, land bank inventory and proximity. Joe Schmitt motioned to accept the
report and forward to the BCC, Carlos Portu seconded, and the group voted 6-0 in support.
c.The group discussed filling the vacant positions on the committee. Each application was
reviewed and discussed. Sheryl Soukup motioned to appoint Barbara Melvin into the banking
position and Mary Waller seconded. The group voted 6-0 in favor. Carlos Portu motioned to
keep Joe Schmitt in the Planning Commission spot and Sheryl Soukup seconded. The group
voted 6-0 in favor. The group agreed that no other applicant had the qualifications to fill the
remaining open positions and Sheryl Soukup motioned to continue to advertise the open
positions – Carlos seconded and there was a vote of 6-0 to approve.
7.ADJOURN
a.There being no further business for the good of the County, the meeting was motioned to
adjourn by Carlos Portu, seconded by Mary Waller and with a vote of 6-0, the meeting was
adjourned at 10:07 a.m.

4. INFORMATIONAL ITEMS
a. Kristi Sonntag reviewed the upcoming grant cycle timeline which will open in January
2019. There will be over $4m available – including approximately $700,000 in SHIP
funds, $2m in CDBG funding, $1.3M in HOME (this includes last year carryover) and
$190,000 in ESG.
b. Cormac recapped the BCC meeting held on 11/13/18 regarding the Bembridge and
Manatee properties. There were many speakers on this subject on both sides of the
issue. The BCC decided by a vote of 5-0 to move forward with an ITN process for the
Bembridge site to be released in January. Presentations will be made to the BBC in
March. By a vote of 2-3 the BCC decided not to move forward with an ITN on the
Manatee site.
c. Jason Rummer presented the updated apartment survey. There is a 95.3% occupancy
rate almost exclusively due to the recent grand-opening of Inspira Apartments with 214
available units. However, the units start at $1,527 for a one bedroom. Occupancy rates
are expected to return to near 100% as the Inspira units are absorbed by the market.
5. PUBLIC COMMENT
There were no public speakers for this meeting.
6. DISCUSSION ITEMS AND PRESENTATIONS
a. Hilary Halford spoke to the group about the possibility of hiring a Community Standards
Liaison. Through discussions and feedback from the Community Housing Plan, community
members asked what could be done with existing housing stock. Code enforcement works
based on someone reporting a problem (reactive). A more pro-active plan was proposed for
a pre-determined neighborhood as a test site to identify and solve current issues. This would
be an effort to show the community that housing affordability in not only about building new
units, but to also preserve and maintain existing affordable units.
b. Cormac stated that applications for new members to fill vacant seats were in the agenda,
however no action could be take due to lack of quorum.
c. Cormac told the group he would be calling every member to find out if there would be a better
date or time for the meetings to try to avoid as many absences as possible.

a. There being no further business for the good of the County, the meeting was adjourned at

INTRODUCTION
As requested by the Community & Human Services Division (hereinafter, the “Division or Department”), the Collier County Board
of County Commissioners Procurement Services Division (hereinafter, “County”) has issued this Invitation to Negotiate (hereinafter,
“ITN”) with the intent of obtaining proposals from interested and qualified vendors in accordance with the terms, conditions and
specifications stated or attached. The vendor, at a minimum, must achieve the requirements of the Specifications or Scope of Work
stated.
It is the desire of the Board of County Commissioners (Board) to seek proposals for the development of a 5-acre tract of County
owned property located on Santa Barbra Avenue Naples, FL. The parcel is more commonly described as the Bembridge PUD (Folio
0040024646). The parcel is depicted in Attachment A – Location Map.
On November 13, 2018 the Board of County Commissioners approved, in a 5-0 vote, to proceed with an Invitation to Negotiate (ITN)
process. This process provides an official invitation for developers interested in producing housing, which will be affordable, on
County owned property known as the Bembridge PUD. The purpose of the ITN is to obtain proposals from developers which meet
the BCC’s guidelines and to begin a dialogue as to the appropriate use for the Bembridge property.
Proposers are encouraged to be creative and to develop the property in a way that is aesthetically pleasing and of high architectural
quality. In addition, developers must produce a product that will be affordable to households earning between 30-140% of Area
median income.
BACKGROUND
On December 12, 2017, following BCC direction, staff initiated a Request for Information(RFI) process to determine if there was
any market interest in the Bembridge site.
In March 2018, 10 responses to the RFI were received from interested developers. The responses varied on the level of detail and
approaches.
At the November 13, 2018 BCC meeting, the joint committee recommendations were presented to the BCC. During the meeting the
BCC directed staff to initiate this Invitation to Negotiate (ITN) process for the development of housing that is affordable on the
County-owned Bembridge property, as the property was found suitable for the development of housing that is affordable in
accordance with the Community Housing Plan.

TERM OF CONTRACT
[County reserves the right to modify this scope during negotiations for budgetary reasons.
The contract term, if an award is made, will commence on the date of the Notice to Proceed and end upon acceptance and approval
of the final payment.
Surcharges will not be accepted in conjunction with this contract, and such charges should be incorporated into the pricing structure.
DETAILED SCOPE OF WORK
Proposals may be viewed favorably if each of the minimum development requirements listed below is included in the offer resulting
from this ITN. For example, those proposals offering a mixed income development containing all the uses listed may rate higher than
a proposal with only some of the uses. Additionally, proposers may also pledge to achieve performance outcomes beyond the
minimum. The minimum affordable requirements include:
• Workforce housing for households earning between 30-140% of area median income
• Variety of housing prices/sizes/types to include multi- and/or single-family homes, and rental and/or
owner-occupied units.
• A design that reflects a moderate to high density of 54-78 units total
• Provide a minimum of 10-25% of units identified for seniors, veterans and/or special needs populations.
Proposal Submittal
All proposals should address, at a minimum, responses to Sections 1 through 9 below. The proposal should thoroughly explain the
proposed project. The proposal and backup material shall describe in detail the requested terms of land acquisition and identify size
and scale of the completed project. Include any unique features or functions to be constructed, any anticipated obstacles in
development, and outline generally how the project will benefit the community.
The following guidelines should be used to clarify the viability and nature of each proposal:
1. Project Scope
The proposal should provide a written description of the project, accompanied by a conceptual site plan showing proposed building(s),
parking areas and how the development will interface with the surrounding areas. In addition, proposed unit type (single family,
multi-family, rental or for purchase) and dwelling size (1, 2, 3, or more bedrooms) should be provided along with any planned
amenities.
2. Community Impact
The proposal must describe how the proposed project fits with the adjacent parcels, meets the intent of the Board of County
Commissioners expectations, as detailed in this ITN, and would generally benefit the community, surrounding areas and the County
as a whole. Include as many conceptual visuals as possible such as site plans, renderings, and elevations, as applicable. In addition,
please provide a description of how the proposed project meets the housing affordability needs per the Collier County Community
Housing Plan.
3. Zoning
The proposal must identify if the applicant will utilize the existing Bembridge PUD zoning or a specific rezoning will be required to
assist in the development of the proposal. If applicable, identify if the rezoning will require a comprehensive plan amendment or
other special zoning relief. Be as specific as possible and provide documentation as needed to substantiate the request. Identify timing
of zoning and if property should be zoned prior to project.
4. Financing
The proposal must provide a general financing plan. The proposal must identify if the project will be a straight purchase (if so, what
is the purchase price?), a request for the property to be donated, require financing (if so, is the expectation that the County defer the
purchase price until the completion of construction and/or contribute to the financing package?), or any other potential financing
configuration needed for the project . In addition, the Financing information provided should include at the minimum the following:
• Per unit construction costs
• Proformas for rental and proposed rates (if applicable)

• Per unit market costs and sales price (if applicable)
• Detailed soft funding incentives required from the County
• Proposed funding sources with contingencies
• Address any potential Land Trust contribution (if applicable)
• Detailed affordability restrictions
The proposer should submit a financing plan that demonstrates the proposer’s financial ability to successfully purchase and complete
the development of the parcel. A limited pro-forma would be acceptable based on the conceptual plan submitted for review.
5. Total Project Value
Include an approximate construction value and ending taxable value. Please state if your entity holds tax exempt status or if the
project is eligible for tax exemption.
Also, include a detailed description of how the project is committed long term to addressing housing affordability in Collier County.
6. Timeline
The proposal must clearly identify approximate milestones that will be included in the land acquisition and development agreement
such as the due diligence period, zoning process, if required, site development, building permits, construction and through to the

7. Team Experience
The proposal must include a description of the firm/team, including locations of offices, the person responsible for contracting
services, and the location of the contracting authority. Include a list of the qualified professional team members and qualifications of
associates proposed to perform and/or assist with the work to oversee the project. Identify the names and provide resumes of proposed
management members that will supervise the project, including an organizational flow chart, if available, showing the working
relationship of the management structure. The proposal shall submit a portfolio of projects of similar size and scope completed and
or managed by the firm or team.
8. Site Specific Criteria
Upon approval of moving forward with this ITN the Board of County Commissioners agreed the following criteria should be
mandated in the development of the Bembridge PUD. In preparation of this proposal it is important the following criteria is included
for consideration:
• Quantify desired density. The BCC is seeking proposals which will provide a moderate to high density of 54-78 units.
• Identify all dwelling types and if more than one type is proposed provide unit type ratios. (i.e. 90% (54) rental multifamily
units and 10% (6) owner occupied units).
• Define project set-asides of 10-25% for seniors, veterans, and/or special needs populations.
• Define the targeted income mix proposed and how it correlates with the Community Housing Plan.
• Up to one acre of the onsite preserves may need to be mitigated off-site for the accommodation of a Master Mump Station.
9. Any Additional Information
Include other relevant information about the project that has not been addressed in the previous questions that the proposer would
like the present to the Board in support of the proposal.
The intent of this phase of the screening process is to identify a project that a majority of the Board can support moving forward to a
detailed purchase and development agreement. Should your proposal be selected, the purchase and development agreement will
incorporate specific milestones in the development process. The Board’s acceptance of a proposal shall not constitute approval of
future zoning, if needed for the project to be developed.
INVITATION TO NEGOTIATE (ITN) PROCESS
1.1 The Proposers will submit proposal which will be scored based on the criteria in Grading Criteria for Development of
Shortlist, which will be the basis for short-listing the vendors.
The Proposers will need to meet the minimum requirements outlined herein in order for their proposal to be evaluated and
scored by the COUNTY. The COUNTY will then grade and rank to at least the top three short-listed vendors and enter into
negotiations with the top ranked vendor or multiple vendors to establish cost for the services needed. The COUNTY reserves
the right to issue an invitation for oral presentations to obtain additional information after grading and before the final
ranking. With successful negotiations, a contract will be developed with the selected firm, based on the negotiated price
and/or scope of services and submitted for approval by the Board of County Commissioners.
1.2 The COUNTY will use a Selection Committee in the ITN selection process.
1.3 The intent of the scoring of the proposal is for respondents to indicate their interest, relevant experience, financial capability,

staffing and organizational structure.
1.4 The intent of the oral presentations, if deemed necessary, is to provide the vendors with a venue where they can conduct
discussions with the Selection Committee to clarify questions and concerns before providing a final rank.
1.5 Based upon a review of the proposals, the COUNTY will rank the Proposers based on the discussion and clarifying questions
on their approach and related criteria, and then negotiate with one or more vendors as authorized in Section 11, Paragraph 7
of County Procurement Ordinance Number 2017-08.
1.6 The COUNTY reserves the right to negotiate any element of the proposals in the best interest of the COUNTY.
GRADING CRITERIA FOR RANKING PROPOSALS:
1.7 For the development of a shortlist, this evaluation criterion will be utilized by the COUNTY’S Selection Committee to score
each proposal. Proposers are encouraged to keep their submittals concise and to include a minimum of marketing
materials. Proposals must address the following criteria:

Tie Breaker: In the event of a tie at final ranking, award shall be made to the proposer with the lower volume of work
previously awarded. Volume of work shall be calculated based upon total dollars paid to the proposer in the twenty-four
(24) months prior to the RFP submittal deadline. Payment information will be retrieved from the County’s financial system
of record. The tie breaking procedure is only applied in the final ranking step of the selection process and is invoked by the
Procurement Services Division Director or designee. In the event a tie still exists, selection will be determined based on
random selection by the Procurement Services Director before at least three (3) witnesses.

The County requires that the vendor submits no fewer than three (3) and no more than ten (10) completed reference
forms from clients (during which period of time, eg. 5 years) whose projects are of a similar nature to this solicitation
as a part of their proposal. Provide information on the projects completed by the vendor that best represent projects of
similar size, scope and complexity of this project using form provided in Attachment B – Form 8. Vendors may include two
(2) additional pages for each project to illustrate aspects of the completed project that provides the information to assess the

EXECUTIVE SUMMARY
Recommendation to accept or reject bids received for County-owned surplus lands advertised
pursuant to the provisions of Section 125.379, Florida Statutes and direct staff to take appropriate
actions based on Board direction.
OBJECTIVE: The Board of County Commissioners (Board) to accept or reject bids received for
County-owned surplus lands.
CONSIDERATIONS: On June 27, 2017, Agenda Item #16D12, the Board approved Resolution
2017-112, that reaffirmed the designation of five (5) County-owned real properties as surplus lands in
accordance with Section 125.379, Florida Statutes. Section 125.379 (2) states as follows:
The properties identified as appropriate for use as affordable housing on the inventory
list adopted by the county may be offered for sale and the proceeds used to purchase land
for the development of affordable housing or to increase the local government fund
earmarked for affordable housing, or may be sold with a restriction that requires the
development of the property as permanent affordable housing, or may be donated to a
nonprofit housing organization for the construction of permanent affordable housing.
Alternatively, the county may otherwise make the property available for use for the
production and preservation of permanent affordable housing.
Pursuant to Section 125.35(c), Florida Statutes, no sale of any real property shall be made unless notice
thereof is published once a week for at least two (2) weeks in some newspaper of general circulation
published in the County. The legal notice was published on July 30, 2018 and August 6, 2018 and a copy
of the Affidavit of Publication is attached for reference. The notice solicited for bids under three (3)
scenarios:
(1) For sale at the minimum listed price or higher, which allows the County to utilize the
proceeds to purchase land for affordable housing;
(2) For sale at a lesser sales price with a restriction that requires the development of the property
as permanent affordable housing; or
(3) Donation to a non-profit housing organization for the construction of permanent affordable
housing.
A total of eleven (11) sealed bids were received; 1 bid was received for Scenario #1 and 10 bids were
received for Scenario #2 as outlined below.
One bid was received utilizing Scenario #1 (1200 Mingo Dr.- $140,000) that provides for the unrestricted
sale at a minimum or higher sales price, which allows the County to utilize any excess proceeds for
affordable housing. The appraised value of the Mingo Drive site was $95,000. Property shown on
Exhibit A.
Ten (10) bids were received utilizing Scenario #2 that provides for the sale at a lesser sales price with a
restriction that requires the development of the property as permanent affordable housing. Nine (9) of
these were later withdrawn at the bidder’s request, leaving one (1) bid (Livingston Woods- $152,000).
The appraised value of the Livingston Woods site was $300,000. Property shown on Exhibit B.
A copy of the bid tabulation is attached as Exhibit C, which includes property address, acreage, zoning,
minimum sales price, bid amount, bidder names and under what scenario.

FISCAL IMPACT: If the surplus lands are sold, appropriate County departments would be reimbursed,
and any remaining funds will reside in the Affordable Housing Trust Fund, Fund (116), Cost Center
138711, Program 50137.
GROWTH MANAGEMENT IMPACT: Use of County-owned parcels, or excess revenue generated
from the sale of them, for the development of housing that is affordable furthers the Goals, Objectives,
and Policies of the Growth Management Plan and specifically the Housing Element.
LEGAL CONSIDERATIONS: Section 125.379, F.S., provides flexibility in analyzing the best deal for
the County as it relates to providing affordable housing. The County is under no obligation to accept any
bids. If a bid is accepted here under Scenario #2, a purchase agreement with restrictions will be brought
back to the Board for final approval. This item is approved as to form and legality and requires majority
vote for Board action. - ERP
RECOMMENDATION: To either accept or reject one or more bids received and, if any are accepted,
authorize the Chairman to execute a standard Purchase Agreement for Sale and Purchase and Statutory
Deed once prepared and approved by the County Attorney’s Office for any bids accepted under Scenario
#1, deposit funds received from the sales in the appropriate accounts, direct the County Manager or his
designee to follow all appropriate closing procedures, and record the Statutory Deed in the Collier County
Public Records; and/or direct staff to prepare, negotiate, and bring back a Purchase Agreement with
restrictions for any bids accepted under Scenario #2.

Community Standards Liaison Proposal
Background Over the past several months Community and Human Services staff have brought numerous items from the
Collier County Community Housing Plan to the BCC requesting their full implementation to transform the Plan’s concepts into action through the ratification of ordinances and other direction. As the BCC has vetted various topics regarding housing affordability, and as the public has provided comments and feedback, two types of housing have become differentiated. The first, is the obvious “to be developed” group. Most of the recommendations in the Community Housing Plan focus on the future, new construction, and actions needed to insure there is an adequate housing stock in Collier County for all income levels due to impending growth. However, the Plan says Collier County must also address the existing housing stock areas considered troubled and in need of attention.
Issue Throughout discussions, constituents have expressed concern for neighborhoods with older housing stock that are becoming neglected. Many citizens believe these struggling neighborhoods can be improved by reporting the situation to the county Code Enforcement office. Code Enforcement Staff was contacted to inquire about how their process works and to hear their initial thoughts on the need for a Community Standards liaison. According to Code Enforcement Division staff, unless a situation directly affects the health and safety of residents Code Enforcement issues are complaint driven, meaning for an issue to be investigated a concerned citizen must contact the Code Enforcement office and give their name and other information for the complaint to be investigated. Therefore, many issues go unreported. A complaint driven system, rather than a pro-active system as proposed below, may only fosters mistrust and hostility. To further discourage reporting of any code violation, if a complaint does result in a citation with a subsequent fine, rarely are the penalties fully or even partially dispensed. During the discussion, Code Enforcement staff verified that often fines are greatly reduced, if not completely forgiven, if a property is eventually brought up to standard. Regardless of how long or how much an owner may be fined in total. Many may see reporting a violation as a waste of time, because nothing is ever corrected and/or consequences ever felt. Although Code Enforcement on occasion has neighborhood cleanup projects or some other group activity, these projects are infrequent. Code Enforcement has other tasks at hand and having time to be proactive regarding housing standards is not necessarily the departments direct responsibility.
Proposed Solution To address issues that arise with older housing stock it is suggested that a more pro-active, yet conservative approach be taken. Therefore, we are seeking to develop a pilot program, focused on a small and well-defined area, in collaboration with Code Enforcement staff. The pilot program would initially require one part-time staff person under the direction of the Code Enforcement Department and funded by the CDBG Program. This Community Standards Liaison would be charged with documenting potential standards violations, communicating violations to the property owner, working with the resident(s) to remedy the violations, and coordinating with community resources (i.e. churches, non-profits) to provide services to identified households in need. The initial discussion with Code Enforcement staff regarding the proposed program was well received. Starting small provides the opportunity to evolve through success, allowing the program to be refined as it grows; to quickly identify potential problems and address them more efficiently; to analyze the program and determine if it works before a large investment of staff and funding are allocated; and Community Development Block Grant (CDBG) could be a source of funding if a specific area is identified with 51% low/mod income. CDBG will not allow funding for this program county wide. Therefore, it is suggested the pilot project be structured for a predetermined period in a specific area in coordination with Code Enforcement input and collaboration. At the end of the pilot project’s first iteration an assessment will be completed to determine the pilot project’s effectiveness and sustainability. It will be necessary to have a strong collaboration with Code Enforcement as the person in the position coordinating the efforts of the program will not only have to work one-on-one with the community, collaborate with funding sources in Community and Human Services, but also work with Code Enforcement when issues that cannot be proactively addressed arise.

motioned to appoint Barbara Melvin into the banking position and Mary Waller seconded.
The group voted 6-0 in favor. Carlos Portu motioned to keep Joe Schmitt in the Planning
Commission spot and Sheryl Soukup seconded. The group voted 6-0 in favor. The group
agreed that no other applicant had the qualifications to fill the remaining open positions
(For-Profit Housing Provider and Representative of Labor Engaged in Home Building).
Sheryl Soukup motioned to continue to advertise these open positions – Carlos seconded
and there was a vote of 6-0 to approve. The remaining vacant position will continue to be
advertised.
The next AHAC meeting is set for December 3rd.
Two of the AHAC positions are still currently open and available for application. The
AHAC will again review any applications received and make recommendations for
appointment or not.
The AHAC members must evaluate prospective members based on descriptions provided in
each of their applications. If there is supplemental information you would like me to include
with your application to demonstrate to the AHAC members how you feel you qualify to fill
one of the vacant seats I would be happy to forward that to them for consideration at their
next meeting.

I am writing to inquire the status of the Affordable Housing Advisory Board seat for an
individual involved in building low-income housing. My firm, the United group of
Companies, develops and manages low-income/income-restricted properties. I qualify for
the role per the ordinance governing the AHAC.
I had applied months ago and have not hear from the board or staff as they continue to post
and search for a person to fill the seat. I believe this is a gross waste of taxpayer dollars in
the time being spent and ask for a decision to be rendered one way or another to appoint
someone to the board who has applied.

The Chair, Steve Hruby, called the meeting to order at 8:35 am, read the procedures to be
observed during the meeting and led the group in the Pledge of Allegiance.

4. INFORMATIONAL ITEMS
a. Cormac reviewed the upcoming housing related public hearing items.
i. Regal Acres: Approved by CCPC 9/6 – going to the BCC 10/23. Habitat is asking for a
density bonus and a rezone to add 20 acres and an additional 160 units to the
development.
5. PUBLIC COMMENT
There were no public speakers for this meeting.
6. DISCUSSION ITEMS AND PRESENTATIONS
a. Cormac reviewed the Sub-committee Report from September 27th about the Manatee and
Bembridge properties. The findings of the feasibility study were that there are no significant
issues preventing development of either site.
There were no objections for making affordable housing at the Bembridge property. Sheryl
Soukup motioned to fully support building on the Bembridge property and Mary Waller
seconded. The group voted 6-0 in support.
The sub-committee asked for a split for the Manatee property with acres remaining park land and acres
being made available for housing. Joe Schmitt stated his concern regarding the shallowness of the
report. He wants to know who will pay. He said the panther habitat would cost between ½ and ¾
million, plus the bonneted bat and the red woodpecker could be involved as well. It could take 18-24
months with permitting on a federal process and could be 4-5 years before anything could be built on
the land. Sheryl Soukup said there will be environmental costs no matter what will be built. Carlos
Portu said that he feels there is enough affordable housing in this area and suggested the land be sold
and look for a property somewhere else. Christina Apostolidis said that since Manatee has a lot of
issues maybe it’s not the right time now. Mary Waller said since the park is at least 10 years away from
getting funding for the build, maybe it will include affordable housing then. Sheryl Soukup stated that
every time we do a new development the developer looks at it. We need affordable housing. We’ve

Cormac said he would forward the results to the BCC and ask for a time certain for the item on the
upcoming November 13, 2018 meeting.
b. Cormac reviewed the Triennial Report with the group. He talked about all of the existing
incentives that the county is currently using - expedited permitting, impact fee waivers,
density flexibility, parking and setbacks, flexible lot configurations, street requirements,
ongoing oversight, land bank inventory and proximity. Joe Schmitt motioned to accept the
report and take it the BCC, Carlos Portu seconded and the group voted 6-0 in support.
c. The group discussed filling the vacant [positions on the committee. Each application was
reviewed and discussed. Sheryl Soukup motioned to appoint Barbara Melvin into the banking
position and Mary Waller seconded. The group voted 6-0 in favor. Carlos Portu motioned to
keep Joe Schmitt in the Planning Commission spot and Sheryl Soukup seconded. The group
voted 6-0 in favor. The group agreed that no other applicant had the qualifications to fill the
open positions and Sheryl Soukup motioned to continue to advertise the open positions –
Carlos seconded and there was a vote of 6-0 to approve.
7. ADJOURN
a. There being no further business for the good of the County, the meeting was motioned to
adjourn by Carlos Portu, seconded by Mary Waller and with a vote of 6-0, the meeting was
adjourned at 10:07 a.m.
