No doubt you have heard from several concerned constituents in the nearby developments. I am strongly opposed to changing zoning regulations especially after the area has been developed with single family homes. This area is already quite congested with traffic. The proposed ALLURA development would significantly increase congestion and reduce safety of residential and school traffic. It would also hinder emergency vehicle traffic from the North Naples Fire station. I encourage you to drive on Livingston Road from Veterans Memorial to Bonita Beach Road at 5:00 PM. It currently takes approximately 30 minutes to travel that 2 mile stretch. I've attached a photo facing north from that intersection. The back up continued to the south to the fire station. In addition to the traffic issues, I am concerned about negative influence on nearby property values. I agree with the following bullet points you have no doubt seen by now: 1 • The proposed apartment complex zone changes, if approved would be an example of'spot zoning',an example of bad development.Almost every property within two miles of the proposed apartments is a single-family home. • The proposed apartment complex will have no standards or controls such as the developments near the site have that control the operation, maintenance and behavior of the owners and controlled by a board of directors. • The developer, Stock,will have no control of over what this proposed apartment complex will look like in 10 years and beyond.They will most likely sell the project to any investor who could then do anything they desired. During a downturn in the real estate rental market,the owner could forgo maintenance work, hence reducing the'luxury' apartment to something much less than "luxurious." • The incompatibility of the apartment architecture,given the architecture of the surrounding single-family homes in neighboring developments, is of a density that requires 3 to 4 levels.This will do doubt negatively affect property values of adjoining real estate. • Buyers looking to purchase a single-family home in the area may be negatively influenced by an apartment complex in the middle of a single-family home area.This could negatively affect single family home values in a very significant way. • Zone changes or variances are generally granted due to a hardship on the part of the property owner. However,this does not seem to be the case in this instance.The land in question has been zoned for a long period of time.All the surrounding property has been developed in compliance with the current zoning. The folks who purchased in the surrounding single-family home developments did so relying on the fact that neighboring projects would be of a like kind. To be brief, I would like to highlight a few of the most important issues. Traffic issues As pointed out by members of the Commission, the traffic study is inadequate. My request would be for the Commission to require that Stock have a traffic study performed including actual counts and projections for the Livingston Rd/Veterans Parkway intersection. As a 15 year resident of this area, I would note that the post 2008 recession housing boom has had a significant noticeable traffic impact in Naples in the last few years including the following anecdotal observations: 1. Before I-75 was widened to 6 lanes around 2013, accidents clogged the interstate daily during morning and afternoon rush hours. After I-75 was widened, accidents dropped dramatically and there were very few occurrences of backups. Today, I 75 has seen such an increase in traffic that it is back to bumper to bumper traffic with daily accidents during morning and afternoon rush hours. 2. In the last 2 years, traffic has increased so dramatically that Livingston Rd routinely sees backups for traffic heading north during the afternoon rush hour. This traffic backup begins at Bonita Beach Road and often reaches the Mediterra entrance and occasionally reaches the intersection at Veterans Parkway. 3. Immokalee Rd has immense traffic issues as the Commission seems aware of. 4. The Strand as approximately 1,070 doors. The main entrance & exit to the Strand is off Immokalee Rd. There are substantial delays to those using that exit & entrance. Thankfully, The Strand has a rear exit & entrance off Veterans Parkway which is far easier to use. I live a Trophy Club in The Strand and never use the exit/entrance off Immokalee Rd. The addition of hundreds of cars from the Allura project onto Veterans Parkway will certainly reduce the efficiency of this means of access to The Strand and may ultimately affect property values if the 2 means of access get traffic bound. 5. The intersections of Veterans Parkway/Livingston Rd and Livingston Rd/Learning Ln have signalization which only fully operates during school arrival and exit hours. Otherwise it operates on demand for exits from Veterans Parkway, Learning Ln and Ravina Way onto Livingston Rd. With this limited signalization, southbound backups during morning rush hour on Livingston Rd are normal these days. Any additional traffic will certainly make it worse. Page 1 6. The future of the intersections of Livingston Rd and Veterans Parkway, Learning Ln &Ravina Way does not look good. The addition of the announced High School in this area will certainly cause the full time operation of the traffic lights at these intersections. Stock's Allura project with its 500 to 600 potential vehicles will exacerbate traffic at the Livingston Rd/Veteran's Parkway intersection. 7. We have noticed these traffic changes in the last 2 years and they occur whether the snowbirds are here or not. 8. The traffic study presented by Stock at the first hearing does not accurately depict what we see every day on the highways near the Allura Project. Spot Zoning As stated by a few speakers and the Commission Board during the first hearing, The Allura development is a classic example of spot zoning. That Allura is a residential project does not make it compatible with the single-family developments that surround this property for greater than a mile. Attached is a chart that demonstrates how incompatible The Allura project is with the existing single family developments. Earning Additional density At the last Commission meeting, it was explained that Stock is allowed 4 units per acre, can add 3 units per acre at the Boards discretion and can earn additional units per acre by contributing to better the community, satisfying master plan goals or mitigating traffic. My thoughts are: 1. There is no hardship travelling with the land that would warrant relief from the granted 4 unit base. 2. Stock was granted additional units on the Della Rossa parcel in 2008 and has not utilized them. 3. Any additional development in the Livingston Rd/Veterans parkway area will make traffic worse. 4. The Allura project may add to the Collier County tax base but the loss of value in the adjoining single family home projects will partially or completely offset those gains. 5. The bus enclosure and interconnection with adjoining land are insignificant contributions and not worthy of discretionary additional units. 6. Allura would contribute to master plan goals at the expense of being completely incompatible with the surroundings. If fact, it could be argued that the commercial use at the corner of Livingston Rd & Veteran's Parkway if done in 2 stories and sufficiently buffered is more compatible to single family homes that 3 and 4 story apartment buildings. 7. The Allura project renderings show almost complete lot coverage with buildings, garages, sidewalks, and paving. There was very little area dedicated to landscaping- an indication that the unit density is too high. Della Rossa Development The Developer received site plan approval a decade ago. One can only guess,but it would seem the Commission approved the plans to encourage apartments in the area to satisfy a need and follow the master plan goals. Stock chose not to proceed with approved plans while other developers constructed Milano, Verona Point, Barrington Cove and Talis Park and the school district constructed an Elementary and Middle School. These developments changed the character of the area making it almost completely single family homes and making an apartment development completely out of place. I can't help but think that had Stock constructed the Della Rossa project, the discussion now would be different. Stock still has the right to construct the Della Rossa project and there was mention at the meeting that they might proceed. They have that right. The surrounding neighbors are best protected(fewer will suffer) if the Board acts to minimize any incompatible development like apartments on the Della Rossa project. Page 2 Additionally, Stock has a good reputation in Collier County. I've not heard anything bad about them. To protect that reputation, Stock should not build a project like Della Rossa in spite. Miscellaneous 1. While Stock presented details on sight lines of folks in Barrington Cove viewing Allura buildings, one should consider the view people on the top floor of the Allura Buildings peeking into the homes in Barrington. During the last meeting's testimony, The Commission expressed an interest in the credentials of those submitting written or oral opinions. I have a masters degree in engineering and was a partner in a real estate development firm in upstate New York who constructed, owned and managed commercial real estate. Additionally, my experience includes 12 years on the Dewitt,NY Planning Board and 12 years on the Board of Trophy Club at the Strand Condominium Association where I live. In summary, I think the Commission should reject this application. The negative impacts on the area far outweigh any minimal benefit building apartments will accomplish. My wife and I are year-round residents residing at 16453 Celebrita Court, a single-family home we purchased in 2009 inside the Mediterra reserve. We will be directly impacted by this project due to our proximity to the corner of Veterans and Livingston, a distance of less than 200 feet. If this project is approved, it will negatively impact the appeal of the area. Development in the form of single-family homes and small apartment complexes limited in height was expected, not three-or-four story gigantic apartment buildings. A proposed project with this high of unit concentration will change the neighborhood aesthetically. This project would be the largest and tallest, residential project between Immokalee Road and Bonita Beach Road in the Livingston corridor. Beyond the contour of the area being dramatically impacted, the "parking area" for what will possibly be over 600 cars will be forever changed. In addition, the amount of impervious surface that will added to this land between building and parking lot will create demand on our already stretched draining system. In season, traffic on Livingston already backs up from Bonita Beach Road to Veterans at 5 o'clock, making it virtually impossible to leave either Mediterra gate on Livingston and difficult for first responders to address emergencies during this time of day. The majority of traffic in this proposed project will primarily use the intersection at Veterans for ingress and egress, creating more congestion and more noise. East bound on Veterans will forever be impossible due to Interstate 75. I could continue on the downsides of this project, but the largest impacts will be on our quality of life and home valuations. This is not what the current area residents signed up for when they invested in this section of Collier County. When I look for what the primary motivation for the developers to pursue this project I can only come up with greed, maximizing future income for the property with no regard for what the neighborhood has already created. There is plenty of space in other parts of Collier County to build a project of this size to meet demand without leveraging the investments of current homeowners. It's obvious the landowner has "limitations" on how much of this land he can develop, so his answer is to spread the land costs over more units, more prospective renters by seeking to become a "skyscraper" in a single- family area. Let's learn how to select the right LED bulbs by using lumens. It's not so hard. Step 1. Understand Watts: Watts are a measure of energy consumption.When we pay our electric bill,we pay for the number of watts we use.A 60-watt bulb consumes 60 watts of energy.Since we've used 60-watt bulbs for so many years,we associate a certain level of brightness with 60 watts.We can't do that anymore since we have new light sources that give us more light with fewer watts. Instead,we need a measurement for visible light energy-lumens. Step 2. Understand Lumens: A lumen is a measure of visible light energy.More lumens equals a brighter light.All lighting manufacturers are starting to tell us how many lumens are produced for each of their lighting products.We see these lumen numbers on the new Lighting Facts labels found on all new LED bulb packages.It will take awhile for us to get used to using lumens instead of watts,but if we want to make the best lighting choices,we need to search for and compare these lumens. Step 3. Understand Efficacy(Lumens/Watt). Now that we understand watts and lumens,we can use both terms to come up with efficacy or lumens/watt. Sometimes the term"luminous efficacy"is used.This is a measure of how well a light source converts energy (watts)into light(lumens).The old technology of tungsten incandescent bulbs only had an efficacy of about 15 lumens/watt;LED technology can produce about 60 lumens per watt.In other words,LEDs are about 4 times more efficient at producing light than incandescent bulbs.This 4-1 ratio is a rough guide of how to calculate what LED bulb to use when replacing an incandescent bulb. For example,if you need to replace a 60 watt incandescent bulb with an LED bulb,then divide 60 watts by 4 to get 15 watts-that will be a good guess. But we should note that efficacy varies wildly from manufacturer to manufacturer so you should check the Lighting Facts label and try to match lumens.Also,a label will sometimes tell you that an LED bulb has an equivalent brightness,but sometimes it doesn't.
