EXECUTIVE SUMMARY
Recommendation to authorize the necessary Budget Amendment to Parks Boater Improvement Capital,
Bayview Park expansion project 80311 in the amount of $53,000 to include on street parallel parking.
OBJECTIVE: To improve the Hamilton Avenue corridor to accommodate boat trailer overflow parking at
Bayview Boat Park.
CONSIDERATION: The 6.27-acre Bayview Boat Park, located at Danford Street in East Naples, is one of six (6)
boat parks/marinas managed by the Parks and Recreation Division and has the second (2nd) highest visitor usage.
Bayview currently has twelve (12) car parking, two (2) car handicapped parking, forty -six (46) boat trailer, two (2)
boat trailer handicapped, one (1) law enforcement parking, and nine (9) overflow parking. Demand for parking
spaces at Bayview has outpaced the available spaces for over fourteen (14) years due to the proximity of reaching
the Gulf of Mexico and Keewaydin Island.
Concurrent with the Bayshore Beautification Municipal Service Taxing Unit (MSTU) beautification project along
Thomasson Drive and Hamilton Avenue, the Parks and Recreation Division has been investigating the demand for
boat parking at Bayview Park due to congestion as well as illegal and/or unsafe parking in the right-of-way,
roadways, and mangrove areas located along Hamilton Avenue. The Bayshore Gateway Triangle Community
Redevelopment Area (BGTCRA) recently conducted surveys related to the revisions of the BGTCRA
Redevelopment Plan and one area of concern noted was the lack of parking related to Bayview Park.
The Parks and Recreation Division, working through Facilities Management, conducted a feasibility study to
improve the Hamilton Avenue corridor to accommodate boat trailer parking overflow. The redesign will include
approximately thirty-five (35) boat trailer overflow parking. The plan was presented to the BGTCRA Advisory
Board and Bayshore Beautification MSTU at their December meeting. The Bayshore Beautification MSTU
Advisory Board voted unanimously to support revising the H amilton Avenue design to incorporate boat trailer
parking and enhanced pedestrian improvements. The Bayshore Beautification MSTU Advisory Board is supportive
of phasing the Thomasson Drive project to allow the Parks Department to bid, permit, design, and c onstruct the
improvements along Hamilton Avenue to reflect the improvements outlined in the concept plan provided by RWA,
Inc. The Budget Amendment is needed to issue a Work Order to RWA, Inc., who designed the original project, is
the best suited to modify the plans for phasing and begin design work for additional boat trailer parking on Hamilton
Avenue. RWA will provide an estimated cost for these improvements as part of this work.
FISCAL IMPACT: A budget amendment in the amount of $53,000 is needed to fund the Bayview Park Parking
Expansion Project 80311 improvements from the Florida Boating Improvement Fund 303, reserves. The source of
funding is boater registration fees. Construction cost are estimated to be between $800,000 - $1,000,000 and
sources of funding will be from Parks Capital Maintenance and Florida Boater Improvement Funds.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan from this action.
LEGAL CONSIDERATIONS: This Item has been reviewed by the County Attorney, raises no legal issues, and
requires majority vote for approval. -JAK
