02/12/2019 EXECUTIVE SUMMARY Recommendation to approve the purchase of an H135T3H helicopter from Airbus Helicopters, Inc. (“Airbus”), along with HCare Service coverage, and equipped with a medical interior installed by Metro Aviation, Inc. (“Metro Aviation”), in the amount of $7,911,299 to replace the current, less capable 1999 Airbus EC 135T1 helicopter, and authorize the Chairman to execute the required purchase and service agreements, and to approve a budget amendment in the amount of $435,700. OBJECTIVE: To enable the EMS Med Flight helicopter program to continue accomplishing its assigned missions with quick and efficient transport of patients to definitive specialty care, provide additional work space in the cabin of the patient compartment, and meet current recommended safety standards. CONSIDERATIONS: The Collier County EMS MedFlight program began in 1975 and currently uses a 1999 Eurocopter EC135T1 twin-engine turbine helicopter to provide airborne EMS services, covering 2,000 square miles. This service is nationally accredited and is integrated with the ground-based ambulance service operated by the Collier County Emergency Medical Services. This year, the Collier County Med Flight helicopter EMS program is projected to carry at least 350 residents and visitors from the site of medical emergencies to the nearest trauma receiving facilities, which are located in Lee and Miami-Dade counties. Collier County does not have a trauma receiving facility and the availability of air ambulance transport is critical for improved patient outcome following injury. The number of patients transported by air is growing by 15 to 20 per year and the population for Collier County is projected to increase by 1.75% per year. At its May 22, 2018 meeting, the Board approved single source waivers with Airbus and Metro Aviation and authorized EMS staff to negotiate a purchase contract with Airbus for the purchase of an H135T3H helicopter up to 10 million dollars. Staff negotiated Purchase and Service Agreements with Airbus in the amount of $7,911.299 and a service support agreement for approximately $80,000.00 per year to avoid any disruption in service. The cost of the service agreement is included in budgeted maintenance operating funds. As part of its due diligence, staff evaluated other alternatives to emergency air ambulance delivery services and concluded the current model best addresses the needs of the County’s citizens and visitors. The existing helicopter provides quality service to the County, but as it approaches 20 ye ars old, repairs are needed more frequently, decreasing availability, along with significant engine maintenance, which is both costly and time consuming. The new aircraft provides increased capabilities and safety features and will cover the County’s needs for the next 20 years. A few highlighted differences are: • Increased maximum gross weight for extra cargo and fuel capacity for longer flights. • Modern FADEC (engine control system) for fully redundant failover safety. • Modern engines for better safety and performance. o Increased single engine performance in case of one engine failure. o 9% more power allows for all HAA (Helicopter Air Ambulance) mission profiles. o 8% more one-engine inoperative power allows pilots to conduct safe landing. o More economical fuel usage • Helionix cockpit display significantly reduces pilot workload o Autopilot controls all phases of instrument approach, ending in an auto-hover for increased safety when unexpected weather is encountered o Eliminates need for pilot to conduct Helicopter Flight Data Monitoring • State-of-art Health Usage Monitoring System (HUMS) monitors aircraft component health and enables predictive rather than reactive maintenance 11.D Packet Pg. 335 02/12/2019 FISCAL IMPACT: The negotiated purchase price of the new helicopter is $7,911,299. Airbus typically requires a 20% down payment upon placing an order; however, three (3) milestone payments were negotiated in lieu of a down payment to meet the 20% requirement (attached). The total milestone payment amounts will total $1,582,260 with the remaining balance of $6,329,040 due upon final acceptance of the helicopter. After setting aside the first $2 million in FY 2015, a total of $7,475,600 is currently appropriated to acquire the new helicopter. A budget amendment from General Fund (001) reserves in the amount of $435,700 will be required to achieve the full purchase amount and proceed with the acquisition. Once the order is placed, the estimated delivery of the aircraft is expected no later than the first quarter of 2020. The projected life of this asset is 15 to 20 years. The current EC 135 is expected to remain in service up to one year after the delivery of the new aircraft. At the end of this period, the current EC 135 will be sold. The estimated value is approximately $1 million. Once sold, General Fund (001) reserves will be replenished. The HCare Service agreement spend is anticipated to be approximately $80,000 per year. GROWTH MANAGEMENT IMPACT: There are no Growth Management Impacts associated with this action. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. -SRT RECOMMENDATION: To approve the purchase of an H135T3H helicopter with HCare Service from Airbus Helicopters, Inc. in the amount of $7,911,299, authorize the negotiated milestone payments, authorize the Chairman to execute the necessary agreements and budget amendment, and authorize the County Manager or his designee to execute any forms, checklists, etc., required to take acceptance of the aircraft.
