Agenda 02/12/2019 Item # 5C02/12/2019
EXECUTIVE SUMMARY
Recommendation to recognize Nosbel Perez, Supervisor-Laboratory, Growth Management
Department as the Supervisor of the Year 2018.
OBJECTIVE: To recognize the efforts and accomplishments of an employee who has made significant
contributions to the organization or to our community.
CONSIDERATIONS: As part of the County’s formal recognition program, each year the Human
Resources Division solicits nominations from staff to highlight the accomplishments of one special
supervisor who exemplifies the characteristics of great leadership in either one special project or
continually throughout the year. This year, 34 nominations were received and considered by the
Employee of the Month Committee. Nosbel Perez, Pollution Control Lab Supervisor, has been with the
County since 2005 and has been selected as the Supervisor of the Year for 2018.
Nosbel is a kind, caring and compassionate Supervisor of the Pollution Control Lab. He truly cares about
his people and provides them whatever opportunities he can find for professional growth. Every year he
invests in cutting-edge technology and techniques to continually improve lab processes. He also promotes
the County’s message of responsible stewardship of the environment to the citizens of Collier Count y.
Nosbel encourages staff to cross-train and switch duties annually to help keep them fresh and engaged
and allow them to learn and grow as chemists. He encourages attendance at training events and county
sponsored engagement events. Nosbel fosters a friendly and pleasant work environment. He works to
maintain a well-balanced and compatible team. He encourages his staff to look for new ways to do things
that are more effective, more accurate, more environmentally friendly, and cost efficient.
The lab typically does 2-3 tours a year for young people, whether it’s Youth Leadership Collier, STRIDE,
or at-risk youth, and Nosbel is the point of contact for these groups, helping to facilitate these
opportunities. With water quality on the forefront of everyone’s minds these days, he continues to be a
knowledgeable, reliable source of information to the public.
Nosbel is not only a gifted chemist in his own right, but a wonderful supervisor with a great attitude and
drive to do great things. He cares about his team, the lab and public awareness of their mission, and is
very deserving of the Supervisor of the Year recognition.
FISCAL IMPACT: The selected “Supervisor of the Year” receives a $250.00 cash award. Funds for this
are available in the Human Resources Budget for this program.
GROWTH MANAGEMENT IMPACT: There are no Growth Management Impacts associated with
this Executive Summary.
RECOMMENDATION: To approve the recognition of Nosbel Perez as Supervisor of the Year for
2018.
