BAYSHORE BEAUTIFICATION MSTU MINUTES OF THE JANUARY 9, 2019 MEETING
The meeting of the Bayshore Beautification MSTU Advisory Committee was called to order by Chairman
Maurice Gutierrez at 5:00 p.m. at the CRA Office, 3750 Bayshore Drive, Unit 102, Naples, FL 34112.
I. Roll Call: Advisory Board Members Present: Chairman Maurice Gutierrez, Robert Messmer,
Sandra Arafet, James Bixler, George Douglas, Sheila Dimarco. Excused absence, Susan Crum.
MSTU Staff Present: Sean Callahan, Executive Director of Corporate Business Operations; Debrah
Forester, CRA Director; Tami Scott, Senior Project Mgr; Shirley Garcia, Operations Coordinator;
Megi Roko, Executive Secretary.
II. Pledge of Allegiance: Led by Chairman Maurice Gutierrez.
III. Adoption of Agenda: Sandra Arafet made a motion to accept the Agenda. Second by George
Douglas. Passed Unanimously.
IV. Election of Officers -Chair and Vice-Chair- Sandra Arafet made a motion to keep Maurice
Gutierrez as Chairman, Bob Messmer second the motion. Passed unanimously. Maurice made the
motion to keep Sheila Dimarco as Vice Chair, Bob Messmer second, passed unanimously.
V. Adoption of Minutes: Sandra Arafet made a motion to pass the Minutes as written. Second by Sheila
Dimarco. Passed Unanimously.
VI. Community/ Business Presentations:
A. Update on Landscaping—Aaron Gross, Ground Zero Landscaping— Mr. Gross with an
update on the irrigation system, the pump on south end was not working and it was patched
together just to get water on the plants until the new motor was ordered and put in. There was a
half a case of heads that was replaced, plants were trimmed back on South Bayshore off the
sidewalk and on the light poles. The holdiay banners will be taken down and replaced with the
Creativity in Bloom banners. He asked if we wanted mulch to be put down in the medians but not
on the sides of the sidewalks. The committee agreed to put mulch in the medians only. Jim Bixler
recommended not to use red mulch just to replace all the plantings with ground cover in the future,
he felt it would be less maintenance and improve the overall appearance.
VII. Other Agencies:
A. Stormwater Dept. – Richard Orth, Collier County Stormwater made himself available for any
questions or concerns. Maurice Gutierrez asked if the Board was still looking into the stormwater
tax, and Richard replied they are still looking into the fee as directed by the Board of County
Commissioners. Maurice Gutierrez was concerned about being double taxed for the areas that

already pay into a stormwater drainage like all the property owners that live on Haldeman Creek
which act as a stormwater drainage creek. Everyone that pays into the Haldeman Creek MSTU
in essence pay into a stormwater drain basin. Richard Orth stated he would bring the committee’s
concerns back to his Director. The Director of the division will be attending the next CRA
meeting and hopefully can provide an update on the fee.
B. Collier County Sheriff’s Office: Cpl Gibson attended and provided the updates on some of the
citizen’s concerns raised regarding Celebration Park. She has been working with the General
Manager to address the parking, noise and boat traffic. She updated the Board on the graffiti issue,
stating that some of the spraying on the bridge was from the public utilities department and the
other graffiti was repainted over by Road Maintenance. Debrah Forester asked the question about
the transients and homeless camping on properties and if the signed trespass notices could be
enforced and Cpl Gibson said that they no longer were able to use them. The State Attorney does
not want to use a pre-signed trespass warrant and they have requested that the property owner
must see the person at the time of the trespassing in order for them to be removed. She encourages
the Community to call the non- emergency number for the Sheriff’s Office 252-9300 to address
any concerns.
VIII. Old Business:
A. Bayview Park: Debrah Forester, briefly reviewed the status of Bayview Park parking item and
introduced Barry Williams, Parks and Recreation Division Director, to further discuss the
updates. Mr. Williams discussed the project at Bayview Park on Hamilton Avenue and that they
plan on bringing forward an item to the Board of County Commissioners Agenda on February
12th to get approval to move forward on the design of the alternative parking plans for Hamilton
Ave. Dwight Oakley asked if they public could view the project with the parking schematics
because he wanted to see some landscaping somewhere in the parking spots. Staff will put the
concept plan previously presented on the CRA agenda and include it in the packet. Another
concern is a community member wanted to get the agenda packets with the concept plan before
the meeting, so she can review it and be informed for any questions. Ms. Forester noted that they
would post the concept plan on the CRA website.
IX. New Business:
A. February 19, 2019-Joint Workshop- Debrah Forester had asked if everyone would be able to
attend the February 19 at 5pm, this will be a CRA/MSTU’s joint workshop for goals and priorities
for next year, since we are all working together to stay within the same vision as we go through
the redevelopment plan process. Board members will confirm their attendance.
X. Staff Reports:
A. Project Manager Report: Tami Scott, Senior Project Manager, highlighted several projects.
Fire Suppression Phase II we have received 100% drawings and is probably going to start in
June. The office space for the CRA has received the revised plan layout and will be going
through the permitting process. There is a master pump station pump project that will start at
Thomasson Dr and Thomasson Lane and wanted to let everyone know it is a county project and
there is a contact information if anyone needed it. The CEI services will be going on the Board

of County Commissioners Agenda on January 22, to get approval to start negotiating with the
contractor. Race Trac was approved, permitting should begin soon. Sara Bay Marina will be
coming in the February CRA meeting. Food Truck parking lot has submitted their second round
of revisions including the crosswalk and other revisions. Debrah Forester wanted to remind
everyone about the neighborhood informational meeting that will be held soon, the neighboring
properties will all be notified. The CRA parking lot has hired Trebilcock Solutions to do the
Site plan for the lot and see what existing trees they can leave on the lot. Courthouse Shadows
has submitted plans to redevelop that plaza into residential. Compass Pointe has a new contract
on the property and keep the existing site plans already approved in the County.
B. Financials: The financial report was provided for review.
C. Maintenance report: The maintenance report was provided for review. Debrah Forester noted
there was paver repairs done in the tune of $7,000 and that is something we need to revisit to
see if ongoing maintenance was worth keeping pavers. The other issues Ms. Forester noted was
the continuing lighting fixture repairs that are not updated. We no longer can get replacement
parts for the lighting fixtures and there are always issues.
D. Code Enforcement November Report: The Code Enforcement Report was provided to review.

XII. Public Comments: Trish Dawson had brought up some concerns about the traffic light on US41 and
Bayshore Dr. noting there have been a number of vehicles running the red light because there is so
much more traffic and the light does not adhere to the amount of traffic that is actually on the roads.
Richard Orth volunteered to mention the issue to Traffic Operations to look into.
Dwight Oakley congratulated the Committee on the number of projects that they are doing. He brought
the improvements completed on South Bayshore several years ago and noted that today the area is not
in very good shape. He requested that the Committee consider revisiting the area and consider some
improvements. His concerns include the appearance of the palms and asked if some of them have
been removed and not replaced. He also mentioned the markings on the street and noted several of
the reflectors are all gone and he is not sure if it was vandalism or theft. He asked if Committee knew
that the Minto Group was developing a construction access on South Bayshore and stated they are
bringing heavy trucks down south Bayshore from Thomasson. He requested staff to reach out and let
them know they were not allowed to drive construction vehicles down Bayshore Drive for access.
Tami Scott will follow up on both. She will reach out to Mike McGee and ask him to develop a
proposal on what the current situation is and what could be completed to enhance the appearance of
South Bayshore Drive. She will also reach out to Minto and get more information on their project.

A community member mentioned the Blue Zone concept and if the CRA was doing anything with that
concept because she loved it. Debrah Forester stated that many of the concepts are include in the
redevelopment plan update.
XIII. Staff Comments: Debrah Forester reviewed the Sabal Shores Neighborhood Focus initiative that staff
and other agencies are holding on January 26th, topics include street lighting and waste management
and neighborhood watch. She noted that everyone is welcome to attend and since there is no parking,
staff is encouraging everyone to walk or bike ride to the event. Real Macaw is allowing the public to
park at her restaurant if anyone drives to the event.

Ms. Scott:
As requested, McGee & Associates is providing the following proposal of services for your review and
approval.
McGee & Associates (M & A) agrees to provide the following “Scope of Services” related to the final
design and contract administration services for the proposed streetscape renovation improvement project.
The project plans will be phased based upon the following generally defined areas as follows:
Streetscape Landscape, Hardscape and Irrigation Improvements:
Area 1: The roadway right-of-way areas of Bayshore Drive (from US 41 to Lakeview Drive, .6
miles) and all the medians (from US 41 to Thomasson Dr., 1.4 miles).
Area 2: The roadway right-of-way areas of Bayshore Drive (from Lakeview Drive to Moorhead
Manor, .4 miles)
Area 3: The roadway right-of-way areas of Bayshore Drive (from Moorhead Manor to Thomasson
Dr., .4 miles)
Roadway Lighting Improvements:
Area 1: The roadway right-of-way areas and medians of Bayshore Drive (from US 41 to
Thomasson Dr., 1.4 miles).
Proposed plans will coordinate with proposed Thomasson Drive roadway improvement plans.
MSTU /CRA meeting attendance during design service and services during construction phases are
included.

Scope of Services
25. LANDSCAPE ARCHITECTURE PLANS (30%) - TASK I
The Consultant shall analyze and document Landscape Architecture Tasks in accordance with all
applicable ordinances, manuals, master plans, area design studies, guidelines, standards,
handbooks, procedures and current design criteria. Task I will produce documents to a 30%
preliminary stage.
25.1 Data Collection
o Research and data collection to complete initial design analysis.
o Identify related design criteria documents (i.e., CRA, MSTU, Collier County and
F.D.O.T. ordinances, codes, standards, indexes and or regulations related to
landscape, irrigation and hardscape installations within roadway right-of-way
areas. Streetscape design and installation to generally comply with Collier

25.1.1 On-site mapping to produce existing ground level data and AutoCAD file for base
map informational purposes.
25.1.2 AutoCAD base map development does not include site surveying. Base map
shall be developed from current Collier County aerial photography, on-site
mapping and existing AutoCAD files made available.
25.2 Site Inventory and Analysis
o Provide a limited site information from Collier County Property Appraiser’s aerial
photography and line work files. To show right-of way lines and adjacent
properties corners, tree locations, sizes and type, above or at grade utility
fixtures, traffic signage, street and accent lighting fixtures, pedestrian pavements,
and vehicular and/or pedestrian access points.
o Identify opportunities and constraints based on existing site conditions and
existing design reports.
o Photo document site elements as necessary.
o Review existing paver and concrete sidewalk tree and tree root conflicts.
o Prepare summary of inventory and analysis in graphic and/or written formats.
o Identify potential opportunities of adjacent private properties for “License to Us e
Property for Landscaping” agreements.
o Evaluate street lighting and accent lighting tree canopy conflicts.
25.3 Planting Design (30% or Concept Level Plans)
o Review existing canopy tree and sidewalk conflicts or damage issues and
provide alternative solutions for reducing or removing conflicts or damage.
o Identify planting schemes, types and potential plantings areas.
o Establish plant palette for plants to be use within the roadway medians and right-
of-way areas.
o Establish visibility sight lines and clear zones for vehicular and pedestrian traffic.
o Identify existing utilities potential conflicts with landscape elements.
o Identify existing vegetation within roadway medians, rights-of-way and/or
potential landscaping licensing agreement areas.
o Provide site demolition and preparation plans and notes.
25.4 Irrigation Design (30% or Concept Level Plans)
o Analyze existing system methods, materials, water and power sources.
o Locate existing pump stations, electrical connections, mainlines, lateral zones,
sprinklers types, and control devices.
o Provide recommendations for system improvements.
25.5 Hardscape Design (30% or Concept Level Plans)
o Identify roadway median and right-of-way areas related to potential hardscape
designs based upon the approved 30% stage plans.
o To include review for: Public art sites, sidewalk improvements, hardscape
locations and/or elements, site furnishing, accent lighting, bridge planter
renovations and retaining wall locations related to pedestrian safety.
o Designs to adhere to ADA regulations and guidelines for pedestrian safety.
25.6 Computations and Quantities
o Develop Tabulation of Quantities for plant materials, irrigation components and
hardscape elements.
25.7 Opinion of Probable Costs
o Develop opinion of costs related to the approved 30% stage plans.
o Utilize current CRA, Collier County Purchasing and FDOT bid and/or construction
pricing.
25.8 Meetings and Field Reviews
o Perform necessary on-site project area reviews with CRA staff.
o Coordinate meetings with CRA and County staff.
o Public meetings: Attend three MSTU and/or public meetings to obtain public and
community input and present initial and final concept designs.

The Consultant will produce Design Development Plans to a 60% stage. The plans will be
developed to be implemented in phases.
26.4 Planting Plans (60%)
o Develop a landscape planting design based upon the approved 30% stage plans.
To minimally include items as follows:
a. Planting design and layout.
b. Plant material schedule containing, plant quantities, plant specifications
and installation sizes.
c. Provide planting soil recommendations and/or specifications.
d. Planting installation details.
o Prepared to FDOT “Design Standards” Indices and generally per the FDOT
“Plans Preparation Manual” Volume I & II criteria and processes and in general
compliance to the Collier County Right-of-Way Ordinance 93-64 current editions.
26.6 Irrigation Plans (60%)
o Develop landscape irrigation design improvements based upon the approved
30% stage plans.
To minimally include items as follows:
a. Irrigation water sources, mainline locations and size, controller locations and
types, and electrical power connections locations and requirements.
b. Provide system improvement layouts, schedules and/or notes to identify
types, placement and quantities of irrigation components such as sprinklers,
valves, piping, sleeving and valve wiring.
o Prepared to FDOT “Design Standards” Indices and generally per the FDOT
“Plans Preparation Manual” Volume I & II criteria and processes and in general
compliance to the Collier County Right-of-Way Ordinance 93-64 current editions.
26.8 Hardscape Plans (60%)
o Develop identified roadway median and right-of-way areas related to potential
hardscape designs based upon the approved 30% stage plans.
o To minimally include items as follows:
a. Hardscape elements design and layout.
b. Hardscape material schedules containing elements and quantities
c. Layout and specify landscape area and accent lighting locations for
hardscape elements.
d. Layout and specify landscape/hardscape related retaining walls.

24. ROAWAY LIGHTING PLANS (30%) - TASK IV
The Consultant shall analyze and document Lighting Plan Tasks in accordance with all applicable
FDOT and Collier County ordinances, manuals, master plans, area design studies, guidelines,
standards, handbooks, procedures and current design criteria. Task I will produce documents to a
30% preliminary stage to provide design intent so to receive approval from the CRA/MSTU
Committee, Collier County and Staff.
PROJECT INFORMATION
o This project is in Collier County, Florida along Bayshore Drive from US 41
(Tamiami Tr. East) to Thomasson Drive, approximately 1.4 miles.
o The intent of the project is to replace the existing cobra head fixtures/spun
aluminum pole/arm and decorative post top fixtures with a combination rights-of-
way single light fixtures and centerline median double arm light fixtures. All fixture
poles will be accessed for banner arm installations. Fix ture and pole installations
shall be generally like the proposed Thomasson Drive poles and fixtures.
o Prepare a street lighting plan for the proposed roadway improvements in
accordance with most current FDOT Manual of Uniform Minimum Standards
(MUMS) criteria and FDOT Plans Preparation Manuals related to street lighting.
o The system will be designed to a collector street standard and have an energy
efficient system, (e.g., LED lighting source).
24. ROADWAY LIGHTING PLANS (60%) - TASK IV
The Consultant will produce Design Development Plans to a 60% stage. The plans will be
developed to be implemented in phases.

As requested, McGee & Associates is providing the following proposal of services for your review and
approval.
McGee & Associates (M & A) agrees to provide the following “Scope of Services” related to the final
design and contract administration services for the proposed streetscape renovation improvement project.
The project areas will be defined generally as follows:
Area 1: The roadway right-of-way areas of South Bayshore Drive (from Thomasson Dr. to the
Holly Ave., .78 miles).
See attached “Project Man Hour and Fee Support Calculations”, Sheets for design service hours and
fees.
Scope of Services
25. LANDSCAPE ARCHITECTURE PLANS (30%) - TASK I
The Consultant shall analyze and document Landscape Architecture Tasks in accordance with all
applicable ordinances, manuals, master plans, area design studies, guidelines, standards,
handbooks, procedures and current design criteria. Task I will produce documents to a 30%
preliminary stage.
25.1 Data Collection
o Research and data collection to complete initial design analysis.
o Identify related design criteria documents (i.e., CRA, MSTU, Collier County and
F.D.O.T. ordinances, codes, standards, indexes and or regulations related to
landscape, irrigation and hardscape installations within roadway right-of-way
areas. Streetscape design and installation to generally comply with Collier
County Construction in Public Right-of-way, Ordinance 93-64 Construction
Standards Handbook latest edition).
25.1.1 On-site mapping to produce existing ground level data and AutoCAD file for base
map informational purposes.
25.1.2 AutoCAD base map development does not include site surveying. Base map
shall be developed from current Collier County aerial photography, on-site
mapping and existing autocadd files made available by County/MSTU.
25.2 Site Inventory and Analysis
o Provide a limited site information from Collier County Property Appraiser’s aerial
photography and line work files. To show right-of way lines and adjacent
properties corners, tree locations, sizes and type, above or at grade utility

fixtures, traffic signage, street and accent lighting fixtures, pedestrian pavements,
and vehicular and/or pedestrian access points.
o Identify opportunities and constraints based on existing site conditions and
existing design reports.
o Photo document site elements as necessary.
o Review existing paver and concrete sidewalk tree and tree root conflicts.
o Prepare summary of inventory and analysis in graphic and/or written formats.
o Identify potential opportunities of adjacent private properties for “License to Use
Property for Landscaping” agreements.
o Evaluate street lighting and accent lighting tree canopy conflicts.
25.3 Planting Design (30% or Concept Level Plans)
o Review existing canopy tree and sidewalk conflicts or damage issues and
provide alternative solutions for reducing or removing conflicts or damage.
o Identify planting schemes, types and potential plantings areas.
o Establish plant palette for plants to be use within the roadway right-of-way areas.
o Establish visibility sight lines and clear zones for vehicular and pedestrian traffic.
o Identify existing utilities potential conflicts with landscape elements.
o Identify existing vegetation within roadway rights-of-way and/or potential
landscaping licensing agreement areas.
o Provide site demolition and preparation plans and notes.
25.4 Irrigation Design (30% or Concept Level Plans)
o Analyze existing system methods, materials, water and power sources.
o Locate existing pump stations, electrical connections, mainlines, lateral zones,
sprinklers types, and control devices.
o Provide recommendations for system improvements.
25.5 Hardscape Design (30% or Concept Level Plans)
o Identify roadway right-of-way areas related to potential hardscape designs based
upon the approved 30% stage plans.
o To include review for: Public art sites, sidewalk improvements, hardscape
locations and/or elements, site furnishing, accent lighting, bridge planter
renovations and retaining wall locations related to pedestrian safety.
o Designs to adhere to ADA regulations and guidelines for pedestrian safety.
25.6 Computations and Quantities
o Develop Tabulation of Quantities for plant materials, irrigation components and
hardscape elements.
25.7 Opinion of Costs
o Develop opinion of costs related to the approved 30% stage plans.
o Utilize current CRA, Collier County Purchasing and FDOT bid and/or construction
pricing.
25.8 Meetings and Field Reviews
o Perform necessary on-site project area reviews with CRA staff.
o Coordinate meetings with CRA and County staff.
o Public meetings: Attend three MSTU and/or public meetings to obtain public and
community input and present initial and final concept designs.
o Prepare necessary presentation graphics and documents to convey concepts.
25.9 Quality Assurance/ Quality Control
o Utilize in house QA/QC established procedures.
26. LANDSCAPE ARCHITECTURE PLANS (60%) - TASK II
The Consultant will produce Design Development Plans to a 60% stage. The plans will be
developed to be implemented in phases.

Redevelopment Plan:
Adoption process underway: Tentative date for Planning Commission Hearing is
March 7th and a March 26th BCC and CRA Public Hearing and CRA meeting. TOD is
working on finalizing the Plan based on final comments received by staff.

17 Acre Cultural Arts Village Site:

FGCU proposal being reviewed by staff. Continued discussion anticipated at the April 2 Joint
workshop with CRA and Advisory Boards. Community Input Survey results on the priorities
and vision for the site is available on the Bayshore CRA website: www.bayshorecra.com.

Property has resold and renamed, “Gateway of Naples” new owner has submitted for an
insubstantial change – On August 31, 2018 GMD sent the applicant a letter indicating the
approval letter was sent in error, a list of issues still needed to be resolved. Final
approval is pending.

Project documents have been sent to the Collier County procurement department, CRA
staff is waiting for the Environmental report from Community and Human Services
(CHS ) to proceed.
CRA Office Space:

CRA Staff has worked with the contractor’s design professional to finalize a revised
floor plan. The construction documents were submitted on January 7, 2019 for a
building permit (permit `number PRBD20181268829). As of 1-28-2019 no building
permit has been issued. CRA has requested a second extension on current lease space to
continue to rent until March 31, 2019.

Road Re-Surfacing project on Davis Boulevard:
FDOT is starting a resurfacing project on Davis Boulevard, below are general questions

Airport/Davis Intersection Improvements:
County project - Both north and south will have a right turn added. CRA staff has
requested the project manager attend a future meeting to present the plan. The project is
not expected to start until after season.

Courthouse Shadows: PL20180003659

Courthouse Shadows has resubmitted for a GMPA (Growth Management Plan
Amendment) and a PUDA (planned unit development amendment). The pre-application
meeting is scheduled for Tuesday, January 15, 2019 at 9:00 am.
Proposed small scale amendment to the Growth Management Plan to allow a maximum
of 300 residential dwelling units within the Courthouse shadows CPUD. The existing box
retail buildings will be demolished, the commercial priorities abutting Tamiami Trail East
will remain. No site plans have been submitted to date, (see attached pre-application notes
from the 1-15-19 meeting).

Meridian Landing:

CRA staff met with Mr. Kevin King and Mr. Greg Wardenberg of Headwaters Development
LLLP. The project is in the schematic design phase, the preliminary site plan includes 8
buildings, 4 stories with parking underneath each building. Each building will have 4 units
per floor, 16 units per building for a grand total of 128 units. Approximate square footage is
1,500-2,500. This is a for sale market rate product.

CRA staff confirmed Mattamy homes commitment along Pine Street. The motion made at
the April 4, 20917 meeting was for a sidewalk only. The plans were approved for a 5’-0”
sidewalk only.
BAYSHORE/GATEWAY TRIANGLE COMMUNITY REDEVELOPMENT LOCAL
ADVISORY BOARD MINUTES OF THE APRIL 4, 2017 MEETING
Mattamy Homes – Pine Street sidewalk construction: As part of the developer’s process
for a PUD rezoning, all new developments are required to construct sidewalks, bike
lanes, and pathways. CRA Staff was contacted by the Transportation Planning Section
(TPS) to discuss the construction of the Pine Street sidewalk. Staff wanted to provide an
introduction to the topic. Mike Sawyer was present from the County Transportation Dept.
to answer any questions to address any technical questions from the County’s perspective
and CRA staff will provide the introduction and references to the Land Development
Code. Staff would like the Committee to provide a recommendation to the TPS on whether
to request the developer construct the sidewalk at their expense or accept the payment-in-
lieu provision. The Collier County Planning Commission meeting is May 4th @ 9am. Ron
Kezeske made a motion that the Developer install the sidewalk instead of payment in lieu,
Peter Dvorak Second; Passed unanimously.
