BOARD AUTtlORIZES EMERGENCY PURCtlASE OF 1'\/0 AMBULANCES, BY OBTAININlI
WRITTEN QUOTATIONS, FROM FIRST RESPONSE, NEW SMYRNA BEACtI, FLORIDA
IN !fIE A/oIlUNT OF $37,708 NET, PURSUANT TO STIPULATIONS BY BCC RE
INSPECTION
Pursuant to Board Instructions of January 13, 1981, Purchasing
Director Frank Wilcox Informed the Commissioners that written quota-
tions, through telephone calls. have been obtained for the purchase of'
two ambulances. He said that quotations were received from five out of
the six vendors to whom requests were sent and recommended that the
purchase be awarded to First Response. New Smyrna Beach, Florida, the
low bidder for both ambulances. Mr. Wilcox referred to the tabulation
sheet presented and explained that the 1st Delivery Ambulance has been
bid at $18,754, noting that the vehicle meets the specifications of the
KKK-18llA in the electrical system. Not only does the ambulance meet
"everything we asked for" but, said 'Mr. Wilcox, there Is, In addition, a
500 Watt Inverter "thrown in". He said that the ambulance can be In
operation this date if the purchase is authorized.
Regarding lnd Delivery Ambulance, Mr. Wilcox said that the delivery
dat~ 'NOuld be in approximately three weeks, that It will replace the
modular unit for which an attempt had been made to convert. The low
bidder. said Mr, Wilcox. is also First Response. The difference between
the two ambulances. explained Mr. Wilcox. Is that the lnd Ambulance has
a 1.000 Watt Inverter, has an eight-level cot, and assorted medical
equipment. Th~ cost for the vehicle is $21,954 less the trade-In In the
amount of $3,000. for a net cost of $18.954. he continued, and said that
the expenditures will be charged to the Ameriran Ambulance account which
has $ll,700 appropri~ted for this purpose. He said that it will be
necessary for the Fiscal Officer to present a budget amendment for the
balanca of which $13.700 additional monies have been recovered from the
insurance company for compensation for the burned-out unit. leaving I
balance of approximately $11,000 over and above the planned expenditure.
Ourlng the discussion which followed with regard to the requlreaents
for Inverters, Hr. Wilcox said that It has been detenwlned, by contacting
a representative of the EMS agency In Tallahlssee, that Inverters. If
desired, have to be at least 750 wattsl however, he said that al\)' veMel.

tions. He mentioned that the 500 Watt Inverter on the 1st Delivery
Ambulance was not requested - "It Just happens to be on It". Hr. E.
Earl Meek, Sales Representative for Flrst Response, agreed with Mr.
Wilcox's statements with the additional comment that the subJect date,
noted by Mr. Wilcox as being January 1, 1981 for compliance, has been
"backed off" to July 1, 1981. tie further stated that any vehicle pro-
duced under the existing specifications meet all new specifications
automatically.
In response to Chairman Plstor's inquiry, Public Safety Admin-
Istrator Hafner said that the first ambulance would be ready to go out
on a call as soon as the equipment, such as the drug boxes, and the
like, are placed in It. Mr. Hafner said that hand-held radios will be
used until radios are permanently installed.
Having heard Mr. Ilafner explain that the transfer of equipment
and the like Is bein9 worked out, Commissioner Wimer moved that the
purchase under di~cussion be approved pursuant to staff recommendation.
Commissioner Wenzel seconded the motion for dis,usslon purposes.
Commissioner Wenzel, commenting that he will vote for the motion,
asked that the minutes reflect that he Is opposed to turning the vehicle
over to American Ambulance until Mr. Hafner can work out a better way to

check the maintenance of the vehicles. Commissioner Kruse observed
that she, too, will vote for the motion so that there is no shortage of
ambulances on the road. She asked that the record Indicate her concern
over the shifting of equipment around and her desire that It be known
where the various vehicles are located so that there Is no more "bumping
Into" different mileages, different equipment, and the like. A further
concern was expressed by Commissioner Wenzel who commented that he has
heard rumors that speedometers are being disconnected and that he dots
not Wlnt this to happen on the new vehicles. He said that he wants to
see the actual mileage shown and requested that the matter be Investigated.
There WlS a brief discussion regarding Inspection of the first of
the two vehicles with Commissioner Wenzel aSking that the staff .ate

first-class condition. Mr. lIafner sold that following Inspections by
Dr. Adams, himself, and the company, It has been determined that the
vehicle Is In "good shape".
Upon call for the question, the motion carried 4/0 with Commissioner
Brown not present.
BUDGET AMENDMENT 81-10 TO APPROPRIATE NECESSARY AMOUNT FROM GENERAL FUND
CONTINGENCY FOR PURCHASE OF TWO AMBULANCES - ADOPTED IN THE AMOUNT OF

Pursuant to discussion of the matter during the deliberations on the
purchase of two ambulances for the County's Ambulance Service, Commissioner
Wimer moved, seconded by Commissioner Wenzel and carried 4/0 with Commis-
sioner 8rown not present, that Budget Amendment 81.10 to transfer from
contingencies sufficient funds, which with $12.700 currently budgeted,
will purchase two a~bulances, be adopted In the amount of $25,300. As noted
on the subject Budget Amendment, one ambulance Is to replace a burned unit
for "hlch the County has re..:eived an Insurance check for $13,778.

DISCUSSION RE INSURANCE COVERAGE OF TELEMETRY EQUIPMENT ON 8URNED
AMBULANCE UNIT
Fiscal Officer Harold Hall called the Board's attention to Infor-
mation that Is applicable to the preceding Budget Amendment In that It
is his understanding that the telemetry equipment In the burned ambu-
lance vehicle was not covered by insurance. He said that If this Is the
case It poses a problem because under the terms of the Agreement with
American Ambulance there Is a provision that the firm provide Insurance.
The question which must be addressed, said Mr. Hall, Is who will pay for
the telementry equipment replacement. He said that he would like the
record to reflect that the subject is not addressed at all In the afore-
mentioned Oudget Amendment.
Commissioner Wenzel noted that If Mr. Ilall's information Is correct
there Is a violatioll of the contract and should be investigated and
repnrted nn the follnwing week.
It was pointed out by Public Safety Administrator H^fner that the
County's Risk Manager Robinson has advised that the telemetry equipment
WJS not ~overed by insurance. Mr. Jack 8ridenthal, Manager of American
Ambulance, Inc., said that the information Is correct, adding that the
equipment was not to be covered by insurance until It was t_rned over,
approved, and the like. Mr. Hafner stated that the equipment has been
accepted with Purchasing Director Frank Wilcox informln9 the Board that
the last 51 of the pertinent contract was pa1d "quite awhile ago.. Fol-
lowing Mr. Hafner's statement that the equipment has been in use for
sometime, Commissioner Wenzel said that, if the equipment was legally
supposed to be covered, reimbursement arrangements will have to be
worked out.
COUNTY ATTORNEY REPORTS ON PROPOSEO LEGISLATION SUBMITTED TO LEGISLATIVE
DELEGATION FOR REVIEW
County Attorney Pickworth said that since the Board Is convened In
Special SeSSion he was not asking for official action on the ..ttar of
specIal legiSlation which had to be In Representative HawkIns' offIce
this date, observing that It was not c~loted In tl.. for the Board to
take action on during the last Regul.r Session. He saId that he sub-

mltted three pieces of legislation, which con be discussed at the
moetlng on January 20. 1981. Two of the proposals. said the Attorney,
are to give the Zoning Investigators and the Contractor's Licensing
Compliance Office power to Issue citations. He said that this legis-
lation would be acts enabling the Board to give such authority If
deemed desirable. the ultimate decision still resting with the Board
of County Commissioners. The third piece of proposed legislation, he
continued, Is a repealing bill to take off the books about 27 Acts
which have been superseded by changes, and the like, noting that he
will provide the Board with copies of these Acts.
In response to Commissioner Wimer's inquiry about "bottle ban"
legiSlation, Attorney Pickworth said that would be general legislation
and that there Is no time limit on such legislation. The transportation
matter will also be general legislation, said Attorney Pickworth In
response to Chairman Plstor,
COMMISSIONER WIMER REITEPATES PREVIOUS COMMENTS REGAROING ADMINIS-
TRATIVE HANDLING or AMBULANCE Sl~VICE MATTERS
Commissioner Wimer voiced his displeasure with the types of
"displays" to which the Board hu bt.~n subjected t, In the put with
regard to American Ambulance and the County Staff, stating that he
will no longer tolerAte them, pers~nally, nor does he expect the Board
to be subjected to them, regardless of whether they are on the side of
the ambulance firm or the County's side. He said that everyone has
been instructed that the Public Safety Administrator "Is the man to
administrate the pertinent contract"and that he expects everyone to
work with Hr. Hafner under the authority of the County Manlger. A
letter to this effect Is being distributed, he concluded. and that If
anyone disagrees with it, he (Commissioner Wimer) should be advised.
Chalnaan Plstor voiced his agreement with the Commissioner and ex-
pressed his satIsfaction with regard to Commissioner WI..r'. action.
