EXECUTIVE SUMMARY
Recommendation to: (1) approve substantial amendments to Collier County's U.S Department of
Housing and Urban Development (HUD) Annual Action plans for FY2017-2018 and FY2018-2019,
(2) approve a contract amendment to increase funding and modify the performance period of the
Collier County Housing Authority Tenant Based Rental Assistance (TBRA) Program, and (3)
approve a contract amendment adding clarifying language for an exercise station activity in
Anthony Park with the City of Naples.
OBJECTIVE: To further administer the HUD entitlement funding to enhance affordable housing and
public improvement opportunities in Collier County and meet other defined needs for low- to moderate-
income persons.
CONSIDERATIONS: The U.S. Department of HUD provides Community Development Block Grant
(CDBG), HOME, and Emergency Solutions Grant (ESG) funds to address program-specific needs
throughout the community. The Board of County Commissioners (Board) previously approved the
FY2017-2018 One Year Action Plan on June 27, 2017 - Agenda Item #16D14. The FY2018-2019 One
Year Action Plan was approved on July 10, 2018 - Agenda Item #11F.
Community and Human Services (CHS) staff has identified changes needed to two (2) activities to more
accurately address community needs. These changes require substantial amendments to both the 2017-
2018 and 2018-2019 Annual Action Plans. The Collier County Housing Authority has successfully been
administering the TBRA Program and is able to assist more individuals with an increase in funding and
an extension of the contract period. The City of Naples project in Anthony Park requires additional
language clarification to include the purchase and installation of the exercise equipment to benefit the
residents of this area.
HUD regulations and the Five-Year HUD Consolidated Plan require citizen participation whenever a
substantial amendment is proposed. The required notice was published in the Naples Daily News on
December 20, 2018. The advertisement identified a thirty-day public comment period from December 20,
2018 to January 22, 2019. As of the agenda publication, no comments were received regarding the
substantial amendments.
The following substantial amendment changes are proposed:
FY2017-2018 Action Plan:
Amend Project: Activity Name: Collier County Housing Authority - Tenant Based Rental
Assistance (TBRA) (HOME-IDIS #570) - Add $114,831 in funding
Modify the activity scope as follows: Increase the amount of HOME funding available for Tenant Based
Rental Assistance (TBRA) from $513,949 to $628,780, and modify the performance period.
FY 2018-2019 Action Plan:
Amend Project: Activity Name: City of Naples - Anthony Park Exercise Stations (CDBG -
IDIS#580)
Modify the scope of services to accurately reflect the purchase and ins tallation of outdoor fitness
equipment stations in Anthony Park.
The required subrecipient contract amendment for Collier County Housing Authority to increase funding

for the Tenant Based Rental Assistance (TBRA) program by $114,831 is included for approval along with
a subrecipient contract amendment for the City of Naples exercise station activities located in Anthony
Park.
Approved substantial amendments to the County’s Action Plans, Consolidated Plan, or other HUD
documents are submitted to HUD electronically through the Integrated Disbursement and Information
System (IDIS).
FISCAL IMPACT: The proposed actions described in this executive summary have no new Fiscal
impacts. The funding source for the grant awards are the CDBG and HOME grant. The Collier County
Housing Authority portion is budgeted in the Housing Grant Fund (705), HOME projects 33290, 33365,
33435, 33480, 33535. The City of Naples activity is budgeted in the Housing Grant Fund (705), CDBG
project 33580.
LEGAL CONSIDERATIONS: This Item is approved for form and legality and requires a majority vote
for Board approval. -JAB
GROWTH MANAGEMENT IMPACT: Acceptance and implementation of these amendments and
agreements furthers the Goals, Objectives, and Policies of the Housing Element of the Growth
Management Plan.
RECOMMENDATION: To approve: (1) substantial amendments to Collier County's U.S Department of
HUD Annual Action plan for FY2017-2018 and FY2018-2019, (2) approve a contract amendment to
increase funding to the Collier County Housing Authority for the TBRA Program and modify the
performance period, and (3) approve a contract amendment adding clarifying language for an exercise
station activity in Anthony Park to a contract amendment with the City of Naples.

Citizen Participation Notice
Collier County is proposing to amend the FY 2017-2018 and FY 2018-2019 U.S. Department of Housing and Urban Development
(HUD) Annual Action Plans. The Board of County Commissioners approved the FY 2017-2018 Action Plan on June 27, 2017 and
the FY 2018-2019 Action Plan was approved July 10, 2018 .
The following substantial amendment changes are proposed to the FY 2017-2018 Annual Action Plan (in all areas where the activity
description is referenced):
Amend Project: Activity Name: Collier County Housing Authority – Tenant Based Rental Assistance (TBRA) (HOME-
IDIS #570) - Add $114,831 in funding
Modify the activity scope as follows: Increase the amount of HOME funding available for Tenant Based Rental Assistance (TBRA)
from $513,949 to $628,780.00.
The following amendment change is proposed to the FY2018-2019 Action Plan (in all areas where the activity description is
referenced):
Amend Project: Activity Name: City of Naples – Anthony Park Exercise Stations (CDBG-IDIS #580)
Modify the scope of services to accurately reflect the purchase and installation of outdoor fitness equipment stations in Anthony
Park.
Public Comment Period:
There will be a public comment period from December 20, 2018 thru January 22, 2019 regarding the proposed substantial amendment
for Collier County’s CDBG and HOME funded activities. During this period, citizens may send their comments on this matter to
the Community and Human Services Division, ATTN: Cormac Giblin, 3339 Tamiami Trail East, Suite 211, Naples, FL 34112. The
County will respond to all written comments in writi ng, within 15 days of receipt.

Final Action:
These proposed changes to two activities in the County’s Action Plans will be heard on January 22, 2019 at a regular meeting of the
