EXECUTIVE SUMMARY
TO DISCUSS SECTION 8 OF THE COLLIER COUNTY ETHICS ORDINANCE NO.
2004-5 REGARDING COLLIER COUNTY POST-EMPLOYMENT RESTRICTIONS.
DUE TO THE EXISTING ECONOMIC CLIMATE, CONSIDER EITHER
TEMPORARY SUSPENSION OF SECTION 8 OF THE ORDINANCE FOR A DEFINED
PERIOD OF TIME OR CONSIDER PERMANENT REMOVAL OF SECTION 8.
OBJECTIVE: To discuss Section 8 of the County's Ethics Ordinance (2004-05), regarding the
County's Post-Employmcnt Restrictions. Due to the current economic climate, should the Board
consider suspending the ordinance for a period of time, or consider removing Section 8 of the
ordinance altogether.
CONSIDERA TIONS: To discuss Section 8 of the County's Ethics Ordinance regarding post-
employment restrictions.

LEGAL CONSIDERATIONS: NONE
RECOMMENDA TION: To consider temporarily suspending the County's Post-Employment
Restrictions under Section 8 of Ordinance No. 2004-05 fi)r a period of time, or consider

registT<ltion including an up-la-date list of all lobbyist registrations, lobbyists withdrawals from
the list and a "lobbyist status unknown" list.
(f) A registration form that IS not renewed (along with payment of the $25.00 annual
registnltion fee) by October I of each yeur, shall explre Hnd may not thereafter be relied upon by
the lobbyist for lobbying actIvities.
(g) The validity of any action or determination of the board or of any county personnel, board
or committee, shall not be affected by failure of any lobbyist to comply with the provisions of
this section.
SECTION E]GHT: POST-EMPLOYMENT RESTRICTIONS
(a) No county managerial employee shall personally represent another person or entity for
compensation before the Board of County Commissioners or any of its diVisions, departments,
agencies, or boards for a period of two years following vllcation of office, resignation of
employment, or termination of employment, as u.pplicable, except for the purposes or collective
bargaining.
(b) For a period of two years following vacation of office, resignation of employment, or
termination of employment, as applicable, except for the purposes of collective bargaining, no
county employee shall personally represent another person or entity for compensation before the
Board of County Commissioners or any of its divisions, depllrtments, agencies, or boards on a
matter in which he Dr she had material personal involvement during his or her period of county
employment.
SECTION NINE: SVPPLEMENTAL PROVIS]ONS
This Ordinance sets forth more stringent supplemental st,:mdards of conduct in addition to the
requirements of Chapter J 12, Part fIl, Florid;.) Slatules, entitled "Code of Ethics for Puhlic
Officers and Employees" This Ordinance shall not be construed to authorize or permit any
