Recommendation to approve and authorize the Chairman to sign a Pre-Award Cost Request
Form requesting a pre-award credit of $121,290.99 in staff time and emergency repair
expenditures as an update to the grant application to the Florida Department of Community
Affairs for the Hazard Mitigation Grant Program for up to $320,000 to construct a six-inch High
Density Polyethylene leachate pipe at the Collier County Landfill.
OBJECTIVE: To obtain approval of a Pre-Award Cost Request Form requesting pre-award credit of
$121,290.99 as an update to the grant application to the Florida Department of Community Affairs for
the Hazard Mitigation Grant Program (HMGP) to fund the construction of a six-inch High Density
Polyethylene (HDPE) leachate pipe at the Collier County Landfill, saving rate payer funds through a
grant opportunity.
CONSIDERATIONS: On March 24,2009, (Agenda Item 16C4) the Board of County Commissioners
(BCC) approved submittal of a Hazard Mitigation Grant Program application to the Florida Department
of Community Affairs Jor the construction of a leachate pipe at the Collier County Landfill. On July 28,
2009, (Agenda Item 16C8) the BCC approved submittal ofa Pre-Award Cost Request Fom1 requesting
a pre-award credit of $54,164.80 in staff time and expenditures to the grant application. After
submission of the HMGP Application, and before thc review process was completed, the landfill
leachate pipe had a blockage that thrcatcncd public health and safety.
This Pre-Award Cost Request is for reimbursement for the emergency costs to upgrade the landfill
leachate pipe for Phase I, which is completed. Normally the Federal Emergency Management
Administration (FEMA) will not rcimburse construction costs that have occurred before a fully
executed grant agreement has been signed. The Florida Department of Community Affairs for the
Hazardous Mitigation Grant Program stated they will advocate for reimbursement of this emergency
construction due to the threat to public hcalth and welfare. County staff is applying for this additional
funding opportunity in the amount of $121 ,290.99 and is requesting Board approval.
FISCAL IMPACT: Florida's Emergency Managemcnt Department dirccted Collier County to add
the construction costs of the first segment of the landfill leachate pipe of $67,126.19 to the original
$54,164.80 Pre-Award Cost Requcst Forn1 to total $121,290.99.
GROWTH MANAGEMENT IMPACT: There is no impact on the Growth Management Plan.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Atlomey's
Office and is legally sufficient. - .JBW
