EXECUTIVE SUMMARY
Award of Contract No. 10-5366 to Stevens and Layton Inc., for the Gateway Triangle Area
Drainage Improvements Project Phase 2, Project #51803 in the total amount of $2,694,473
plus a ten (10%) contingency totaling $2,963,920, and approve necessary budget
amendment of $350,000.
OBJECTIVE: Businesses and residents of the Gateway Triangle area have endured severe
flooding over the years since US 41 was improved. The Stormwater Management Section
wishes to have Contract ] 0-5366 awarded to Stevens and Layton so that the Gateway Triangle
Drainage Improvement Project construction can be finished. Phase I of this project was built in
2008 and this 2nd phase will complete the system to upgrade and improve drainage
characteristics of the business and western residential portion of the Gateway Triangle, as well as
add water quality to the storm water runoff discharge.
CONSIDERATIONS: This second construction phase of the Gateway Triangle Drainage
Improvements Project continues the project by building the remainder of the water quality
detention pond, the necessary piping and the pump station to discharge the storm water to two
outfalls. Phase I was built during 2008. Also, this construction completes the county role of
addressing secondary improvements by providing a positive outfall for the basin, and
complements the efforts of the Bayshore CRA/MSTU to address the tertiary improvements
within the basin.
Budgeting for the construction utilizes prior year's as well as current year's adopted budget at a
cost that makes available $1.8M, and eliminates the need for further capital funds programmed in
FY 2011.
The bid was advertised on October 18, 2009, in the Naples Daily News and 194 packages were
requested by various interested parties. On October 29, 2008, a non-mandatory pre-bid meeting
was held to explain the contract specifications and answer any questions that the prospective
bidders may have. On November 20, 2009, seven bids were received. These were reviewed by
the Stormwater Management Section's staff and the Project's Design Professional in conjunction
with the Purchasing Department. The following base bids were received from the named firms:

The Bid tab showing all submitted cost estimates has been attached. The Engineer's project
estimate was $1,863,328 for the piping and other Civil Engineered aspects, and $],972,801.00
for the pump station and all associated appurtenances, l()r a total of$3,836,129.
The proposed work generally consists of excavating an additional 1.5 +/- acre of the Gateway
Triangle detention pond, laying pipe and setting catch basins to drain and convey storm water to
the pond, a pumping station to discharge the water, and stormwater force main piping to route
the discharged water to its outfalls. Construction shall be in accordance with the plans and
specifications provided by HDR Inc, R W A Consulting Inc, and Stanley Consultants Inc.
Staff has reviewed the bids received and recommends awarding the construction contract to
Stevens and Layton Inc., as the lowest, qualified and responsive bidder. Stevens and Layton
Inc.'s base bid was the lowest at $2,694,473.
FISCAL IMPACT: Funds in the amount of $2,619,675 are available in Storn1water Capital
Improvement Fund 325 Project No. 51803, Gateway Triangle Drainage Improvements. The
source of funds is ad valorem taxes. A budget Amendment in the amount of $350,000 is
necessary to transfer funds from Fund 325 LASIP project, (number 5110]) to add sufficient
funds to the Gateway Project in order to have the full base bid plus 10% contingency money
available for construction.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office and is legally sufficient for Board action-SRT.
GROWTH MANAGEMENT IMPACT: Therc is no Grov.1h Management Impact associated
with this Executive Summary.
RECOMMENDA nON:
. To award Bid No. 10-5366 to Stevens and Layton Inc., for the Gateway Triangle
Drainage Improvements Project, Phase 2 for $2,694,473, plus a ten (10%) contingency to
total $2,963,920.
· That the Chair executes the standard Connty Attorney approved agreement after review
for legal sufficiency following execution by the vendor.
· To approve the necessary $350,000 Budget Amendment
