LET IT BE REMEMBERED the Public Safety Coordinating Council in and for the County
of Collier, having conducted business herein, met on this date at 1 :30 P.M. in the County
Manager's Office Conference Room, 2nd Floor of Building "F" of the Collier County
Government Complex, Naples, Florida with the following members present:

I. Introduction
A. Call to Order - Commissioner Bill McDaniel
Commissioner McDaniel called the meeting to order at 1:30 p.m.
The Council recognized retiring State Attorney Stephen Russell for his long tenured public service.
II. Old Business
A. Review and Approval of Meeting Minutes from Augu st 21,2018
Mr. Burgess moved to approve the minutes of the August 21,2018 meeting as presented. Second
by Mr. Russell. Csrried unanimously I - 0.
B. Collier County Probation Department - Statistical Performance Report - Jeff Nichols,
Director, Collier County Probation Department
Mr. Nichols provided the "Collier County Probation Department Statistical Pedormance Report -Fiscal Year 2017-2018 " for information purposes. He provided an overview of the report noting:. The Department supervises approximately 800 misdemeanor offenders a month with the goal
of helping ensure they maintain proper behavior.
o The program has achieved a75 percent success rate while the national average lies in the 50
percentile.
o A major portion of the activity involves counseling the individual and field check are
conducted with assistance from the Sheriff s.Office to ensure the safety of the employee.
The Council requested statistics be obtained on the level of repeat offenders involved in the
program and data on the types of crimes involvedfor those whofail the program to identify any
patterns which may assist in determining any changes necessary.
C. Review of the Jail Occupancy Snapshot taken lztllllS and an Update on the Jail Master plan
- Chief Chris Roberts, Collier County Sheriff s Office - Jail Administrator
Chief Roberts presented the Jail Occupancy Snapshot for 12171/18 and an update on the Jail Master
Plan noting:
' The overall number of inmates is decreasing however there is an increase in the over 70 year
old population, which is a concern.
' The Master Plan was reviewed by the Board of County Commissioners and the focus will beworking with the existing facilities to address the needs of the County.o It was determined this approach will be more cost effective and include investigating optionsto remodel or rebuild facilities.
' The review is being conducted with the help of consultants and anticipated to be 3 - 5 yearsbefore the issues are addressed.
' one area of concern is the existing availability of infifinary space given those with mentalhealth issues are co-mingled withlatients unie.goirg medical treatment for illnesses orinjury.
o He will continue to provide updates as they become available.

Ms. Smith provided the following documents for information purposes:
o Florida Statute 901.41
o "Pre-Arrest Diversion Programs: The Future of Policing" - SheriffBob Gualtieri, Pinellas
County Sheriff's Office
. Sample Memorandum of Understanding - APAD
She reported:
o A Pre-Arrest Diversion Program is a tool to help individuals involved in non-violent
incidents.
. It allows the Officer on site to make an informed judgment whether the party should be
arrested or subject to a diversion program outside the court system.
. 'fhe F-lorida Statute allows the activity, which has proved successful, in other areas of the
State.
o She queried the Council if there is an interest in the program being instituted in Collier
County.
Under Council di5cussion, the foJlowing noted:
. The progritri mhy be beneficial as one concern is any conviction of a young person can
restrict their ability to enter the military, find employment, qualify for low income housing
benefits, etc. due to a potential criminal conviction.
. Any program instituted should still incorporate some consequence for the action of the
individual.
o Proper training of those involrred in the decision is key to the program.
o It would be beneficial to obtain an analysis of the costs to the various agencies involved in
the program to determine the impact on the parties.
o How would the amount of any restitution required be determined and administered under the
program?
o Data sharing or an identification platform (i.e. RAPID-ID) would be critical so the officer on
scene would be able to determine if the offending party has been subject to other offenses,
has a warrant out for arrest, etc. which could ultimately factor into any decision.
o One option may be to transport the party to a processing center for an evaluation before the
final determination is made to ensure an individual being sought is not inadvertently allowed
to remain in public.
The Council requested the vurious parties impacted such a program (Public Defender and States
Attorney OfJice, Clerk of Courts, Sheriff s Department, Probation Department, etc.) further research
the issue and report back to the Council.
IV. Member Comments
Commissioner McDaniel reported the Board of County Commissioners will be holding workshops on
mental health issues in the spring of 2019 and any interested party should attend.
Mr. Burgess noted the increase in sales tax should assist in addressing capital facilities required to
address those in need of treatment especially given there has been an increase in Baker Acts involving
children which places additional demands on the system.
Mr. Paterno noted the Diversion Program would be of assistance to some young offenders given that
potential convictions can greatly hinder lives over the long term.
