01/08/2019 EXECUTIVE SUMMARY Recommendation to approve Participation Agreement #19-001-WV with Cooperative Services of Florida, Inc., as a single source vendor for the purchase of medications and supplies for use by the Emergency Medical Services Division and authorize payments be made to LeeSar, Inc., as the primary distributor and supplier of products purchased under this Agreement. OBJECTIVE: To provide an additional source for medications and expendable supplies so Collier County EMS can respond to calls for public safety response. CONSIDERATIONS: On July 11, 2017 (Agenda Item 16.E.7), the Board awarded Agreement #16 - 6593 for “EMS Expendables” to multiple vendors to provide sources for medical supplies. On September 11, 2018 (Agenda Item 16.E.7), the Board awarded Agreement #18-7330 “Medications for Emergency Medical Services” to Bound Tree Medical, LLC to provide medications. Previously, to assure availability, on February 25, 2014 (Agenda Item 16.E.10), the County approved a Participation Agreement (#13-6060) with Cooperative Services of Florida, Inc. (CSF) providing for a cooperative purchasing program of medications and supplies. This Agreement has since expired and staff recommends Board approval of a new Agreement with CSF to continue to participate in this program, which allows for the purchase of medications and supplies if it results in a financial advantage to the County. CSF uses the power of group purchasing on behalf of its members to negotiate cost -saving contracts with manufacturers and service providers. LeeSar, Inc. (LeeSar) is CSF’s products distributor, providing medications and supplies to Lee and Sarasota County hospitals, EMS and various fire departments in several counties. A significant advantage of LeeSar is that it can repackage dru gs as a compound pharmacy, which assures dosages that are customary and in alignment with medical protocols. In addition, LeeSar can often provide products that may be temporarily unavailable through contracted vendors due to product shortages, etc. County staff will continue to evaluate product pricing provided through the CSF Agreement, compared to the awarded vendors under both the Expendables and Medication bids. If the pricing is in fact lower than our contracted pricing, LeeSar will serve as the County’s primary supplier. The term of the proposed Agreement is for one (1) year, with three (3) additional one (1) year renewal options. Pursuant to Section Eleven, sub-paragraph 11 of the Collier County Procurement Ordinance 2017-08, staff requests that the Board of County Commissioners find that it is in the best interest of the County to waive formal competition and authorize the purchase of pharmaceuticals, medical supplies and related material from Cooperative Services of Florida, Inc., as a single source vendor. FISCAL IMPACT: Funds are available in the EMS department budget cost center 144610. Estimated annual expenditure for medications and supplies is $130,000. GROWTH MANAGEMENT IMPACT: No Growth Management Impact is associated with this action. Collier County Waiver Request Form Artie Bay EMS Medications/Expendable Supplies Cooperative Services of FL (LeeSar) 2018 9/11/18-9/10/22 $130K ✔✔ Medications and expendable supplies to stock ambulances to deliver patient care and replenishment of existing stock that staff is trained to use. To provide Collier County EMS ambulances with medication and expendable supplies required for patient care. LeeSar has long provided medications and expandable supplies to EMS at low cost and often when items are unavailable through other suppliers. LeeSar also has the capability to compound pharmaceuticals when unavailable through other sources. LeeSar distributes medications and supplies commonly used on ambulances. They often offer pricing lower than other vendors and as noted above, have the capability to compound pharmaceuticals when necessary. Obtaining quotes is not feasible in an emergency situation and would be a disruption of services that could pose a potential health risk. EMS has an expendables bid (16-6593) and a med bid (18-7330). There are times when the awarded vendors are unable to provide the product, or the County can realize a significant savings by purchasing through the LeeSar Agreement.
