EXECUTIVE SUMMARY
Recommendation that the Board adopt a Complete Streets policy in furtherance of the goals,
policies and objectives of the Transportation Element of the County’s Comprehensive Plan.
OBJECTIVE: To adopt a Complete Streets policy in furtherance of goals, policies and objectives of the
Transportation Element of the County’s Comprehensive Plan.
CONSIDERATIONS: Complete Streets is a transportation planning approach that takes all users of a
roadway into consideration. The policy is a flexible, context-based design system, meaning that there is
no one-size-fits-all layout. Various Complete Streets elements are applied as appropriate for a particular
area. Roadways designed as “Complete Streets,” for example, enable safe access and use for all users of
all ages and abilities, be they motorists, pedestrians, bicyclists, transit riders.
To date, complete streets policies have been adopted nationwide by more than 1,140 local, regional, and
state agencies. The adoption of a Complete Streets Resolution promotes that future County projects
continue to employ planning and design principles that consider all present and future users of a roadway,
along with the site-specific characteristics of neighborhoods and right-of-way. While the County has yet
to adopt a Complete Streets Policy, it does have a successful record of integrating multi -modal
transportation opportunities into planning documents and projects.
For example, in October 2017, the Board submitted the Immokalee Complete Streets - Growing
Connections to Create Mobility Opportunities for the TIGER IX (FY2017) Grant and the County was
awarded the TIGER grant for the Immokalee Complete Streets project in March 2018 in the amount of
$13,132,691.
By adopting a Complete Streets Policy, the County can demonstrate its commitment and desire for safe,
context sensitive multi-modal transportation opportunities within the public rights-of-way, and increase
awareness and attention for safe multi-modal transportation planning and design to local developers,
boards and committees. This policy will continue to encourage coordination and planning among all
County departments for coordinated projects, when economically feasible.
Finally, adoption of a Complete Streets policy will support BCC Resolution 2017-67 in support of the
Blue Zones Project of Southwest Florida.
FISCAL IMPACT: There is no fiscal impact associated with adoption of the resolution. However, this
policy may have future fiscal impacts on transportation projects that will be analyzed on a ca se-by-case
basis.
GROWTH MANAGEMENT IMPACT: This resolution supports the objectives of the Transportation
Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board action. -SRT
RECOMMENDATION: That the Board of County Commissioners adopts a Complete Streets policy
in furtherance of the goals, policies and objectives of the Transportation Element of the County’s
Comprehensive Plan.
