PVAC Minutes 11/07/2005 R November 7, 2005 TRANSCRIPT OF THE MEETING OF THE COLLIER COUNTY PUBLIC VEHICLE ADVISORY COMMITTEE Naples, Florida, November 7,2005 LET IT BE REMEMBERED, that the Collier County Public Vehicle Advisory Committee in and for the County of Collier, having conducted business herein, met on this date at 9:30 AM in REGULAR SESSION in the Code Enforcement Conference Room of the Development Services Center, 2800 North Horseshoe Drive, Naples, Florida, with the following members present: CHAIRMAN: Tony Marino Russ Berghuis Randall Smith Dale Schultheis Reg Buxton Richard Schmidt - Alternate ALSO PRESENT: John Marsh, Code Enforcement Supervisor Jamie Mackenzie, Admin. Secretary Code Enforcement Michelle Arnold, Code Enforcement Director Robert Zachary, Assistant County Attorney 1 November 7, 2005 I. The meeting was called to order by Russ Berghuis at 9:32 AM. II. Roll call was taken by Jamie Mackenzie and a quorum was established. III. Mr. Buxton moved to approve the agenda. Second by Mr. Schultheis. Carried unanimously 4-0. IV. Mr. Burghuis moved to approve the minutes of the September 6, 2005 Workshop. Second by Mr. Buxton. Carried unanimously 4-0. Mr. Smith moved to approve the minutes of September 12, 2005. Second by Mr. Schultheis. Carried unanimously 4-0. (Tony Marino arrived at 9:50) V. New Business . A YTE Transportation · There was a discussion ofthe A YTE Transportation application, which included credit problems and vehicle repossessions. Questions were posed to and answered by Mr. Paul Grala. · Mr. Schultheis moved to deny the certificate under 142 53 A. Second by Mr. Marino. Carried unanimously 5-0. . JP Morgan Limousine Inc. · Jamie Mackenzie stated that there were some vehicle leases missing. This is a minor issue; the vehicles are all owned by Mr. Morgan.. · Mr. Burghuis moved to approve the application. Second by Mr. Schultheis. Carried unanimously 5-0. . Accent Transportation Services Inc. · A photo that showed the taxi colors was passed around. · Jamie Mackenzie stated that the application was complete except for the Class 9, which is required to issue the CPO. · Mr. Buxton moved to approve the application. Second by Mr. Marino. Carried unanimously 5-0. . Canary Transportation · Jamie Mackenzie stated that the background check is not back and the application cannot be approved without it. · Mr. Schultheis remarked that prices on the rate schedule were too low, not competitive and would be undercutting others. The applicant, Alper Kasap, replied that the prices were not firm. 2 November 7, 2005 · Mr. Schultheis moved to withhold a decision on the application until they have all the required paperwork and new fee schedule. Second by Mr. Marino. Carried unanimously 5-0. VI. Non-Emergency Transportation · There was no representative for Non-Emergency Transportation present. It was decided that the review would take place when they are in attendance. VII. Complaint report · Mr. Marsh explained that there is now a full time investigator in the field. Her report was handed out and explained. A question and answer period followed. VIII. Driver application Denied-Dale Heil · The applicant was convicted of a three year crime and cannot drive before May 21, 2006. · Mr. Marino moved to deny the application with no exemption. Second by Mr. Smith. Carried unanimously 5-0. IX. The next meeting is scheduled for December 5, 2005. ***** There being no further business for the good of the County of Collier the meeting was adjourned by the order of Mr. Burghuis at 10:28 AM.
