Dear Mr. Bullert:
Water Science Associates, Inc. has reviewed the contractor bids for the Lower Tamiami well acidifications
(Collier County RFQ 15-6469-4). Two contractors, Wells and Water Systems and All Webb's Enterprises,
submitted their quotes for the project. The Contractors'cost breakdown for each of the eight wells is provided
in the table below.

As noted in the table, Wells and Water Systems provided the lower of the two quotes received. The Wells
and Water Systems overall total was lower than All Webb's overall total by about$33,000. Both the bidders
are qualified to perform the work elements described in the technical specifications that was part of the
referenced RFQ. Based on their qualifications, past successful work for the county on similar projects, and
apparent low bid, we recommend that the project be awarded to Wells and Water Systems.
Note that the Engineer's Estimate to complete the scope of work was $694,400 for 8 wells, which was a
conservative estimate. The Contractor's bids were within 6% of each other and the low bid was over 20%
below the engineer's estimate suggesting consistent bidding between the contractors and specifications that
were understood and appropriately descriptive of the work.
