EXECUTIVE SUMMARY
Recommendation to approve the submittal of revised FY18-19 Section 5310 grant application pages
to the Florida Department of Transportation (FDOT) for additional equipment to add three (3)
mobile radios, three (3) tablets, and one (1) paratransit vehicle.
OBJECTIVE: To leverage federal and state grant funding to include the purchase of an additional
paratransit vehicle, mobile radios, and tablets.
CONSIDERATIONS: On December 12, 2017, the Board of County Commissioners (Board) approved
an FY18-19 Section 5310 grant application in the amount of $255,848 for the purchase of three (3)
expansion cutaway vehicles and three (3) radios and tablets for those vehicles. On September 28, 2018,
FDOT sent an award document to Public Transit & Neighborhood Enhancement Division (PTNE)for
three paratransit vehicles, but the award included an incorrect quantity for the radios and tablets (the
award only accounted for the purchase of one (1) radio and one (1) tablet instead of three (3) Staff
contacted FDOT to inquire about the steps necessary to revise the award document. During the inquiry
process FDOT advised staff of the availability of additional funding through the 5310 Grant Program. As
a result of the additional funding available, staff was advised by FDOT that an additional vehicle could be
requested in a revised application.
On November 9, 2018, FDOT instructed staff to submit revised application pages showing the request to
purchase an additional vehicle and the corresponding radios and tablets. Upon receipt of the revised
application pages, FDOT will send a revised grant award document reflecting the new award amount
which will be presented to the Board for approval at a later date. Revised application pages are attached to
this item for the Board’s consideration. The revised quantities will result in an increase to the local match
requirement.
The FTA Section 5310 Grant is an 80% federal award with 10% of the funds matched by the state and
requires a 10% local match. The revised award total is $351,728 with $281,382.40 as the federal portion,
$35,172.80 the state portion, and $35,172.80 the local portion. The revised FY18/19 5310 funding
amounts are shown in the table below:

FISCAL IMPACT: The revised application total results in an increase of $95,880. The 5310 Capital
grant application is estimated to be $351,728 for four (4) vehicles, four (4) radios, and four (4) tablets.
This capital grant requires an 80% federal share in the amount of $281,382.40, a 10% State share in the
amount of $35,172.80, and a 10% local match in the amount of $35,172.80. The local share will be
funded by Transportation Disadvantaged Fund (427). Budget Amendments will be brought to the Board
for approval upon receipt of the revised award.

GROWTH MANAGEMENT IMPACT: There is no Growth Management impact.
LEGAL CONSIDERATIONS: This Item is approved for form and legality and requires a majority vote
for Board action. -JAB
