EXECUTIVE SUMMARY
Recommendation to recognize carryforward accrued interest for the period April through
September 2018, on State Aid to library advanced funding received from the Florida Department of
State in the amount of $4,006.76.
OBJECTIVE: To recognize accrued interest earned on advanced library funding received from the
Florida Department of State in order to support library services and equipment for the use of Collier
County residents.
CONSIDERATIONS: Each year the Collier County Public Library (CCPL) is awarded funds through
the State Aid to Library Grants. The most recent grant was approved by the Board of County
Commissioners (Board) on June 12, 2018 (Agenda Item #16D9). These grants require the CCPL to
provide the public with free library services, including loaning library materials and providing reference
and information services.
Funds are advanced and therefore accrue interest. The State allows for the rollover of unexpended funds
until the funds are fully exhausted. Interest earnings may be used at the discretion of the County and are
reinvested back into the County’s Library System. The Board last recognized interest earned on June 12,
2018 (Agenda Item #16D3). Interest earned through September 30, 2018 requires recognition of interest
earnings in the amount of $4,006.76. Staff is seeking Board approval to appropriate this interest earned
towards expenditures in support of library operations and capital improvements.
FISCAL IMPACT: A Budget Amendment is required to recognize a carryforward total of $4,006.76
within Public Services Match Fund (710), Project 33360 for accrued interest.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact.
LEGAL CONSIDERATIONS: This Item has been reviewed by the County Attorney, raises no l egal
issues, and requires majority vote for approval. -JAK
RECOMMENDATION: To authorize the necessary Budget Amendment to appropriate carryforward
interest earnings for the period April through September 2018, on advanced library funding received from
the Florida Department of State to support library services and equipment for the use of Collier County
residents in the amount of $4,006.76.
