EXECUTIVE SUMMARY
Recommendation to policy constrain Orange Blossom Drive from west of Airport Road to
Goodlette-Frank Road to two lanes.
OBJECTIVE: To provide the residents adjacent to Orange Blossom Drive west of Airport Road to
Goodlette-Frank Road assurance that staff is not planning on widening the roadway beyond its existing
two lanes.
CONSIDERATION: At the September 26, 2018, Board meeting, during Item 15 Staff and Commission
General Communications, Commissioner Solis noted that it was unlikely that Orange Blossom Drive west
of Airport Road would be widened. Staff was provided direction to bring back an item to consider policy
constraining Orange Blossom Drive west of Airport Road to two lanes.
Policy 2.1 of the Transportation Element of the Growth Management Plan provides policy to constrain a
roadway for either physical, environmental or policy constraints via action by the Board. Once a roadway
is identified as constrained it shall be subject to growth restrictions such that further le vel of service (LOS)
degradation does not occur once the roadway is determined to be operating below LOS standards. If the
service volume of the roadway is exceeded by 10%, only de minimis growth could be applied to the
roadway segment. Constrained roadways are subject to growth restrictions that only allow for an increase
in annual daily traffic volume of 10% above the service volume at LOS standard
In addition, this segment of Orange Blossom Drive is included in the northwest Transportation
Concurrency Management Area (TCMA). TCMA’s were created to encourage compact urban
development where an integrated and connected network of roads is in place that provide multiple, viable
alternative travel paths or modes for common trips. The performance of the TCM A is measured based on
the percentage of lane miles meeting the LOS standards. If the TCMA as a whole operates at a deficient
level, growth restrictions may be required to maintain accepted LOS conditions. If a development wished
to proceed forward and the TCMA were operating at an acceptable LOS, however the specific roadway
link was not, the applicant would be required to provide congestion mitigation payments.
In the latest adopted 2040 Long Range Transportation Plan, Orange Blossom Drive west of Airport Road
is anticipated to operate at an acceptable LOS even in its existing two lane condition. Furthermore, in the
2018 Annual Update and Inventory Report, the roadway continues and is projected to operate at
acceptable LOS standards. Staff is planning to implement intersection improvements in the immediate
vicinity of Orange Blossom Drive and Airport Road. This may include two through lanes eastbound and
westbound as right-of-way and appropriate transition and merges allow. However, this improvement
would be limited to the area of influence associated with the intersection.
FISCAL IMPACT: There is no fiscal impact associated with this item.
GROWTH MANAGEMENT IMPACT: This item is consistent with Policy 2.1 of the Transportation
Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal
issues at this time, and requires majority vote for approval. -JAK
RECOMMENDATION: That the Board recognize Orange Blossom Drive from west of Airport Road
to Goodlette Frank Road as policy constrained to two lanes.
