EXECUTIVE SUMMARY
Recommendation to approve two Funding Agreements with the South Florida Water Management
District: one to fund the I-75 Canal and Cocohatchee Canal Interconnect and Emergency Pump
Facility Project, in the amount of $500,000; and the other to assist with funding for the Palm River
and Cocohatchee River Conveyance Project, in the amount of $388,000.
OBJECTIVE: To approve funding source documents for the I-75 Canal and Cocohatchee Canal
Interconnect and Emergency Pump Facility Project; and the Palm River and Cocohatchee River
Conveyance Project.
CONSIDERATIONS: The South Florida Water Management District (SFWMD) has allocated funding
in Fiscal Year 2019 to fund the I-75 Canal and Cocohatchee Canal Interconnect and Emergency Pump
Facility Project, both to alleviate flooding in the I-75 Sub-basin and to assist with the funding of the Palm
River and Cocohatchee River Conveyance Project to improve conveyance capacity of downstream
receiving waters.
I-75 Canal and Cocohatchee Canal Interconnect and Emergency Pump Facility Project:
A level of service study prepared for the SFWMD in 2018 identified the northern portion of the I-75 Sub-
basin as flood prone. During heavy rainfall, including rains experienced with Hurricane Irma in 2017,
stages in all reaches of the I-75 Canal remained high, with a recovery period of over nine days. Post-
Irma, the SFWMD deployed temporary pumps at various locations within the Big Cypress Basin (BCB)
system to assist with stormwater conveyance. A subsequent assessment of this strategy revealed the
effectiveness of the auxiliary pumps on drainage conveyance within the BCB canal network. As a result,
the SFWMD is proposing to deploy a temporary pump at the upstream end of the I-75 Canal to be used
during emergency conditions to pump canal drainage to the north into the Cocohatchee Canal when
capacity becomes available in that canal under post-storm conditions.
The proposed stormwater improvement includes the installation of a concrete pad immediately east of the
I-75 Canal and south of Immokalee Road, for the deployment of a temporary emergency pump;
installation of a pump discharge line, by directional bore, under Immokalee Road and the Cocohatchee
Canal (to receive canal flows from the south in the I-75 Canal, under emergency conditions); and,
construction of a discharge structure on the north side of the Cochatchee Canal to orient receiving flows
downstream.
Palm River and Cocohatchee River Conveyance Project:
Silt has built-up in the waterway at the confluence of the Cocohatchee and Palm Rivers and is affecting
downstream conveyance (site is generally located on the north side of Immokalee Road, approximately
0.4 miles east of Goodlette-Frank Road). Dredging of this waterway was previously completed in 2005, a
joint effort by Collier County Stormwater Management and the Big Cypress Basin of the South Florida
Water Management District.
The Big Cypress Basin staff, using their equipment, completed the dredging and pumping of the material
to an upland disposal site. Collier County Stormwater Management staff completed the survey, design,
permitting, water quality monitoring, and disposal site management/restoration (leveling and sodding).
The spoil material, approximately 500 cubic yards total, was allowed to remain on private property
located at 260 Sharwood Drive. Collier County Stormwater Management and the Big Cypress Basin of
the South Florida Water Management District are proposing to partner again to remove the current silt
build-up in the waterway to restore conveyance capacity of the downstream receiving waters. Collier
County Stormwater Management Staff will initiate and manage the project. The Big Cypress Basin of the

South Florida Water Management District will provide partnership funding. All consulta nt and
construction work will be completed by private vendors procured by Collier County staff. Work will
begin with Collier County procuring a consultant to complete a survey, design the necessary dredge area,
determine the silt removal quantity, design the spoil handling and disposal methodology, apply for and
obtain all necessary permits, communicate/coordinate with all affected property owners, and produce and
support all project bid documents.
FISCAL IMPACT: A budget amendment is necessary to appropriate SFWMD funding in the amount of
$500,000 in the Transportation Grant Fund 711 for the design and construction of the I -75 Canal and
Cocohatchee Canal Interconnect and Emergency Pump Facility (Project No. 60222).
The funding agreement with SFWMD for the Palm River and Cocohatchee River Conveyance Project
(Project No. 33606) is $388,000 with a required match of $388,000. Budget amendments are necessary to
appropriate the SFWMD funding into the Transportation Grant Fund 711 and the match within the
Transportation Grant Match Fund 712. The match of $388,000 is available in the Stormwater Capital
Fund 325 within the Cocohatchee Interconnect Project 60222. Stormwater staff will seek additional
funds in budget year FY20 to dredge the waterway and complete all other aspects of the project.
GROWTH MANAGEMENT IMPACT: The proposed projects are consistent with, and further, the
Goals and Objectives of the Stormwater Management Sub-element and the Conservation and Coastal
Management Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires a majority vote for approval. -JAK
RECOMMENDATION: To approve the two attached South Florida Water Management District
Funding Agreements; and, direct the Board Chairman to execute these Agreements and authorize the
necessary budget amendments.
