VI. Approval of CAC Minutes

Mr. Trecker moved to approve the minutes of the September 13, 2018 as submitted. Second by
Mr. Koziar. Carried unanimously 8 – 0.

2. Water Quality Sub-Committee - Discussion/Update
Mr. McAlpin reported:
That the Subcommittee met prior to this meeting and determined it is in the interest of the
CAC to address water quality issues in the County.
A list of topics will be developed at their next meeting for consideration by the CAC and
the BCC.
The County Attorney will determine if the proposals may require changes to the existing
ordinance governing the CAC.
Ms. Kinaszczuk presented the PowerPoint “Collier County Pollution Control Roles &
Responsibilities” noting:
That the Department is responsible for Pollution Control, Water Quality Sampling,
Education and Outreach, Pollution Investigation, Wellfield Protection, Laboratory
Analysis, etc.
The goal is to protect County water sources, ensure a viable economy and enhance the
quality of life of the residents.
The Department programs include stormwater permit compliance, the Fertilizer Ordinance,
Pollution Prevention Ordinance, environmental reviews and enforcement actions, public
outreach and education, etc.
In FY18, 83,730 water sample analyses were conducted in the County’s 57 WBIDs
(Water Body Identification) with 19 found to be impaired for various parameters.

Additionally, the County has three WBIDs that have TMDLs, (Total Maximum Daily
Load) above the amount of a specific pollutant allowed to be discharged into a water body
(Lake Trafford, Cocohatchee River, and Gordon River Extension).
They are also involved in the Red Tide issue and it is important to ensure any solutions to
the problem are science based as opposed to emotional. As an example, studies indicate
the red tide outbreaks are greater the year following a hurricane, however the reason is
undetermined at this point.
VII. Staff Reports
1. Expanded Revenue Report
The Committee reviewed the “Collier County Tourist Tax Revenue FY 18 TDC Revenue Report”
dated through September 30, 2018.
Mr. McAlpin reported that the BCC did approve the use of $250,000 Tourist Development
Council funds for use in marketing to address the red tide issue.
2. USACE Feasibility Study – Update
Mr. McAlpin reported:
That a planning meeting was held on October 24th with the USACE, who has approved a
$3M feasibility study in Collier County for a needs assessment on coastal planning.
The study is not intended to preempt the Coastal Resiliency Plan currently being conducted
by the County, but rather augment the work.
A follow up meeting will be held on November 7th to determine the ground rules for
developing the plan and will be attended by various interested agencies (Florida Fish and
Wildlife Conservation Commission, Florida Department of Environmental Conservation,
etc.).
The plan is anticipated to be developed over 18 months and would entail issuance of a 50
year grant to the County. A Perpetual Easement will be required in order for the County to
complete any necessary work on private property.
Turkey Bay Dredging
Mr. McAlpin reported:
The proposed dredging of 3 areas in the bay to improve navigation was approved by the
BCC.
The work is anticipated to remediate the issues for approximately 2 years and be paid out
of the General Fund with reimbursement due by the MSTU being formed to address the
issue over the long term.

October 12, 2018, from Humiston & Moore Engineers to update the 2018 Aerial Image Book and
complete the Wiggins and Doctors Pass monitoring reports under Contract No. 15-6382, authorize
the Chairman to execute the work order for a not to exceed amount of $15,898.25, and makes a
finding that this expenditure promotes tourism” dated October 25, 2018, for consideration. The
aerial imaging will be used to assist the County in planning beach projects.
Mr. Brown moved to recommend the Board of County Commissioners approve proposal dated
October 12, 2018 from Humiston & Moore Engineers to update the 2018 Aerial Image Book

Mr. McAlpin presented the Executive Summary “Recommendation to approve removal of dune
plantings from the approved temporary construction language for the Marco Island Central Beach
Regrade project and make a finding that this activity promotes Tourism” dated October 25, 2018
for consideration. He noted:
That a presentation was made to the Marco Island City Council regarding the proposed
project on October 1st.
Staff is recommending the dune plantings be removed from the standard easement
agreement executed with private property owners due to concerns over the planting
blocking views of the ocean.
The work is to address ponding of water on the beaches, not storm surge which will be
addressed in the next phase via the long term resiliency plan for the area.
Mr. Brown moved to recommend the Board of County Commissioners approve removal of dune
plantings from the approved temporary construction language for the Marco Island Central
Beach Regrade project and finds this activity promotes tourism. Second by Mr. Raymond.
Carried unanimously 8 – 0.

Chairman Penniman reported that a recent Urban Land Institute report finds every dollar spent in
beach resiliency work yields a benefit of six dollars.
Mr. Brown reported that this was his last meeting as a representative for the City of Marco Island as
he did not seek re-election to the Council.

1. Discussion and coordination of Sub-Committee input into roles and responsibilities with
respect to Coastal Water Quality issues:
Mr. McAlpin noted that he prepared a document for review under Item VIII.2 based on the
previous Subcommittee meeting and subsequent individual input from the Members.
2. Coastal Advisory Committee Request
Mr. McAlpin presented the document “The Coastal Advisory Committee is requesting that
Section 2-887. - Function, Powers and Duties of Ordinance 2001-3 and amended in Ordinance
2001-14 establishing the Coastal Advisory Committee to be amended”
The Subcommittee reviewed the document and recommended the following changes:
#1 - Line 3 to read – “The objective of this effort is to share information on common
problems,…”
#2 - Line 8 to read – “… and red tide and that affect the bays, estuaries, inlets and shoreline.”
#3 - Line 2 to read – “….capital and maintenance costs estimates…”

Ms. Penniman moved to approve the draft subject to the above referenced changes. Second by Mr.
Roddy. Carried unanimously 3 – 0.
Mr. McAlpin noted:
• That he will revise the draft based on the comments provided today and disseminate it to
Subcommittee Members for final individual comment and bring the item forth to the full
Coastal Advisory Committee at their next meeting.
• The Executive Summary accompanying the request will provide language indicating the
intention is for the Coastal Advisory Committee responsibilities include water quality.

Mr. McAlpin reported:
• That a meeting was held with the US Army Corps of Engineers on November 7th where the
scope of the plan they are funding was discussed.
• The goal of the plan is to provide solutions to protect upland structures from sea level rise and
storm surge and may include structural options.
• A conceptual plan is anticipated to be ready in 90 days with the final plan completed in one
year.
• There will be a public meeting held on December 6th to garner public input on the plan.

EXECUTIVE SUMMARY
Recommendation to approve a professional services Work Order with APTIM Environmental and
Infrastructure, Inc. for a not to exceed cost of $73,889.80 under Contract 15-6382 to support Collier
County during the preparation of the Feasibility Study performed by the United States Army Corps
of Engineers for the Collier County Hurricane and Storm damage Reduction (HSDR) project,
approve all Budget Amendments and make a finding that this item promotes tourism (Project 80366).
OBJECTIVE: To provide technical support to allow the U.S. Army Corps of Engineers (USACE) and
Collier County to cooperatively investigate long term federal shoreline protection within Collier County,
Florida.
CONSIDERATION: An April 30, 1992 resolution adopted by the Committee on Public Works and
Transportation, United States House of Representatives, in accordance with Section 110 of the River and
Harbor Act of 1962, Public Law 87-874, authorized a survey of the shores of Collier County, Florida and
adjacent shorelines, in the interest of hurricane protection, storm damage reduction, beach erosion control,
and other related purposes. The Bipartisan Budget Act of 2018 (BBA), Public Law 115 -123, enacted
February 9, 2018, authorized the Federal Government to conduct the study at full Federal expense to the
extent that appropriations provided under the Investigations heading of the BBA 2018 are available and use
for such purpose.
On September 11, 2018 the Board approved (Item 16A26) the submittal of an agreement between the
Department of the Army, US Army Corps of Engineers and Collier County for the Feasibility Shoreline
Protection Study. On October 9, 2018 an agreement was executed between the County and the USACE to
execute this study. This agreement will target the completion of the feasibility study within 3 years at a
total cost of no more than $3 million. After execution of the agreement, a Project Management Plan will
be developed and agreed upon by Collier County, FL and USACE.
APTIM Environmental and Infrastructure, Inc. along with Collier County staff will provide the professional
services for technical support, conceptual plan development and agency coordination to assure that Collier
County’s resiliency program, shoreline protection and storm surge reduction goals are incorporated
throughout this study and incorporated into the USACE preferred plan for agency approval. This activity
is anticipated to continue through the submittal of the USACE preferred plan which is anticipated to occur
in September 2019.
FISCAL IMPACT: Funding is available in TDC Fund 195 Project No 80366 to accomplish this project.
Grant Funding for this activity may be solicited through the Florida Department of Environmental
Protection.
ADVISORY COMMITTEE RECOMMENDATIONS: At the November 26, 2018 Tourist
Development Council meeting this item was recommendation for approval by a unanimous vote of 9 to 0.
The Coastal Advisory Committee (CAC) will review this item for recommendation for approval at their
December 13, 2018 meeting.

This letter is in response to Collier County’s (County) request for a proposal for Aptim Environmental &
Infrastructure, Inc. (APTIM) to perform consulting engineering tasks under the above referenced contract,
to support the County and the U.S. Army Corps of Engineers (Corps) during preparation of the Feasibility
Study for the Collier County Hurricane and Storm Damage Reduction (HSDR) Project.
APTIM will provide the professional services for technical support, conceptual plan development, and
agency coordination, as described in the scope of work attached as Exhibit A. Also included as
attachments are the Fee Proposal (Exhibit B), and the Rates Schedule (Exhibit C). We propose to perform
these services on a time and material basis not to exceed $73,889.80. APTIM will perform this work under
the terms and conditions of Contract No. 15-6382 dated June 9, 2015. Barring any unforeseen
circumstances, all work will be completed within 12 months of receiving the County’s Notice to Proceed.

INTRODUCTION
The purpose of this work is to support Collier County (County) throughout the U.S. Army Corps
of Engineers (Corps) Feasibility Study for the Collier County Hurricane and Storm Damage
Reduction (HSDR) Project. Aptim Environmental & Infrastructure, Inc. (APTIM) will provide the
professional services described below as required by Collier County during the first 12 months of
the Feasibility Process, through the Scoping phase and Alternative Evaluation Analysis phase,
until the Tentatively Selected Plan is identified.
SCOPE OF SERVICES
Task 1. Technical Support and Assistance
APTIM will provide historic Collier County beach nourishment reports and data to the Corps to
assist them in development of the Feasibility Study. It is assumed that this information will be
readily available from APTIM’s and the County’s files, as they are already being compiled for the
County’s Coastal Program History project. In addition to addressing the Corps’ data needs,
APTIM will familiarize Corps planning, engineering, and environmental staff on the Collier County
beach program since the 1990’s and the unique environmental setting that influences the coastal
protection approach. APTIM has technical experience in all aspects of the Corps planning
process, which we will use to advise the County on technical matters including: planning, design
and optimization criteria, parking, access, cost apportionment, project partnership agreements,
easements and other technical matters.
Task 2. Agency Coordination & Meetings
In support of the Feasibility Study process, APTIM will help coordinate, prepare for, and attend
planning meetings (also referred to as “charettes”) with County and Corps staff and stakeholders.
One APTIM representative will participate in these meetings, which are anticipated to be held
within Collier County at locations and on dates to be determined by County and Corps staff.
APTIM will also participate in regular Project Delivery Team (PDT) meetings via conference call,
as well as any other conference calls requested by the County and Corps. APTIM engineers and
biologists will assist the County and Corps with any coordination with local, state, and federal
agencies during the Feasibility Study process. This task may include one in person meeting in
Tallahassee with FDEP staff.
Task 3. Conceptual Plan Development
APTIM will support the County in meeting their coastal resiliency goals by contributing to the
conceptual plan development with the Corps. Our engineers, geologist and biologists will provide
technical analyses, plan formulation, engineering and scientific services to supplement the Corps
effort and technical review of Corps documents. This support will be directed towards assisting
in the development of a federal project that maximizes the County’s resiliency goals, identifies
and develops any components of their preferred resiliency program beyond that covered by the
Corps’ recommended project, and maximizes the cost effectiveness in implementing a combined
project.

EXECUTIVE SUMMARY
Recommendation to approve and authorize Staff to advertise an amendment to Ordi nance
No. 2001-3, creating the Coastal Advisory Committee, Section Two, the Function, Powers and
Duties of the Coastal Advisory Committee to provide Coastal Water Quality coordination,
education, oversight and outreach for all of Collier County including the City of Naples, the
City of Marco Island and Everglades City.
OBJECTIVE: To address recurring Coastal Water Quality issues within Collier County.
CONSIDERATION: The Coastal Advisory Committee is requesting that Section 2-887. -
Function, Powers and Duties of Ordinance 2001-3 and amended in Ordinance 2001-14 establishing
the Coastal Advisory Committee be amended to:
1.Provide Coordination, Education and Outreach on common, continuous and recurring
Coastal Water Quality issues that affect all of Collier County including the City of Naples,
the City of Marco Island and Everglades City. The objective of this effort is to share
Information on common problems, potential solutions, best management practices,
difficulties and successful solutions that will aid in overall community education,
knowledge, solutions and awareness of Coastal Water quality issues. Coastal Water
quality issues include but are not limited to high bacterial, fecal, nutrient, and toxic metal
levels; blue-green algae; and red tide that affect the bays, estuaries, inlets and shoreline.
Currently no Advisory Committee has oversight responsibility for Coastal Water Quality
in Collier County.
2.Report to the Board of County Commissioners specific and relevant issues of critical
importance that require attention and that if corrected will enhance and have a positive
impact on Coastal Water Quality.
3.Provide County support to evaluate potential solutions and develop capital and
maintenance cost estimates associated with increased enforcement, education and
maintenance.
4.Identify concerns and propose long term solutions and programs that address, for example:
•Uniform fertilizer ordinances and enforcement
•Nutrient levels in recycled and reclaimed water supplies
•Storm water out flows into the Gulf of Mexico
•Septic tank leachate into ground water, estuaries and waterbodies plus the effects
of septic systems on nitrogen in ground waters, estuaries and contiguous water
bodies.
5.Organize workshops with the Board of County Commissioners to define Water Quality
issues.
The intent of modifying the Function, Powers and Duties of the Coastal Advisory Committee is to
improve coastal water quality and promote tourism. However, specific expenditures must comply

with the rules and regulations governing the use of Tourist Development Tax funds for
expenditures to be made.
FISCAL IMPACT: No fiscal impact will result from this activity.

AN ORDINANCE OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, AMENDING ORDINANCE 2001-03, AS
AMENDED, WHICH CREATED THE COLLIER COUNTY COASTAL
ADVISORY COMMITTEE, BY AMENDING SECTION TWO,
FUNCTIONS POWERS AND DUTIES OF THE ADVISORY COMMITTEE,
TO ADDRESS RECURRING COASTAL WATER QUALITY ISSUES
WITHIN COLLIER COUNTY; PROVIDING FOR CONFLICT AND
SEVERABILITY; PROVIDING FOR INCLUSION IN THE CODE OF
LAWS AND ORDINANCES; AND PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, in cooperation with the City of Naples and the City of Marco Island, the Board
of County Commissioners (Board) adopted Ordinance No. 2001-03, creating the Collier County
Coastal Advisory Committee to assist with the establishment of unified beach erosion control and
inlet management programs and advise the Board and the Tourist Development Council (TDC) of
project priorities with respect to funding sources for restoration and protection of the Collier
County shoreline; and
WHEREAS, the Board desires to amend Ordinance No. 2001-03, as subsequently
amended, to address continuous and recurring coastal water quality issues that impact all of Collier
County, including the City of Naples, City of Marco Island, and City of Everglades City.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
SECTION ONE: AMENDMENT TO SECTION TWO OF ORDINANCE NO. 2001-03,
AS AMENDED.
Section Two of Ordinance 2001-03, as amended, is hereby amended as follows:
SECTION TWO: Functions, Powers and Duties of the Advisory Committee.
The functions, powers and duties of the Committee shall be to advise and make
recommendations to the Board of County Commissioners and the TDC on matters pertaining to
the following:
A. Development and implementation of a long-term beach erosion control program within
Collier County to include identification of beach segments with common erosion/accretion
histories, recommendations of beach management strategies for each segment, and development
of long-term strategies for areas of chronic erosion;

B. Planning and prioritizing of capital improvement programs related to coastal issues,
including recommending alternative funding sources for the development and implementation
of coastal management and erosion control projects (i.e., grants from the State of Florida Beach
Erosion Control Program and Federal navigation and coastal management projects);
C. Coordinating with regional and state-wide groups as may be necessary to further the
goals, and policies of Collier County;
D. Outlining of coastal zone management policies and construction procedures for beach
nourishment, sediment borrow site identification, inlet management plans, inlet improvement
projects, dredging, dredge spoil disposal site identification, coastal erosion trend evaluation,
coastal and estuarine habitat protection and restoration, and other similar activities; -and
E. Reporting on innovative proposals by the public and staff-.
F. Provide Coordination Education and Outreach on common continuous and recurring
Coastal Water Quality issues that affect all of Collier County including the City of Naples, the
City of Marco Island and Everglades City. The objective of this effort is to share Information on
common problems, potential solutions, best management practices, difficulties and successful

SECTION TWO: Conflict and Severability.
In the event this Ordinance conflicts with any other ordinance of Collier County or other
applicable law, the more restrictive shall apply. If any phrase or portion of the Ordinance is held
invalid or unconstitutional by any court of competent jurisdiction, such portion shall be deemed a
separate, distinct and independent provision and such holding shall not affect the validity of the
remaining portion.
SECTION THREE: Inclusion in the Code of Laws and Ordinances.
The provisions of this Ordinance shall become and be trade a part of the Code of Laws and
Ordinances of Collier County, Florida. The sections of the Ordinances may be renumbered or
relettered to accomplish such, and the word "ordinance" may be changed to "section," "article," or
any other appropriate word.
SECTION FOUR: Effective Date.
This Ordinance shall become effective upon receipt of notice from the Secretary of State
that this Ordinance has been filed with the Secretary of State.

13-6164, authorize the Chairman to execute the work order for a not to exceed amount of $158,695
and make a finding that this expenditure promotes tourism. (Project 195-90536)
OBJECTIVE: To provide for Collier County Beaches and Inlets Annual Monitoring for 2019 as required
by Florida Department of Environmental Protection permit requirements.
CONSIDERATIONS: This project will conduct the annual monitoring survey for Collier Beach
Nourishment Project consistent with the monitoring plan approved by the Florida Department of
Environmental Protection (FDEP) and include:
•The Naples region beaches made up of Vanderbilt, Pelican Bay, Park Shore and Naples beaches
(R-17 through R-84).
•Doctors Pass Erosion Control Structures.
•Marco Island South Beach (R-139 through R-148, G-1 through G-5, K-1 and K-2) and the pre
and post-construction survey for the Central Marco Beach Regrade project (R -130through
R-138).
•2019 Aerial Book Update and reports.
FDEP permits require that the survey work of this item be completed during the month of January 2018.
FISCAL IMPACT: Funds have been budgeted and approved for this activity in FY 2018/19 fund
195-90536 Tourist Development Tax. FDEP cost-share funding will be requested at a future date to
reimburse Collier County for a portion of the completed work.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan related to
this action.
ADVISORY COMMITTEE RECOMMENDATIONS: This item will be reviewed for
recommendation of approval by the Coastal Advisory Committee at their December 13, 2018 meeting.
The Tourist Development Council will not have a meeting in December 2018. This item will be
reviewed after-the-fact at the January 28, 2019 Tourist Development Council meeting to allow for
completion of the survey work during the month of January.

monitoring reports for 2019. The completion date for all work is estimated to be 270 days from
the date of the Notice to Proceed. Rectified aerial images acquired for 2019, provided by the
Collier County Property Appraiser's Office, are to be submitted to the DEP as part of the work
described below for all projects.
Task 1 Collier Beach- Scope of Work and Budget
Conduct the annual monitoring survey for Collier Beach Nourishment Project consistent with the
monitoring plan approved by the Department of Environmental Protection (DEP). This scope of
work consists of DEP monuments R-17 to R-84*. (78 profiles). A summary including beach
profiles will be issued to the County for the preliminary assessment of beach fill needs for Collier
County Beaches per the Design Standard beach width, established in 2003, and a complete
monitoring report is to be submitted to the DEP in compliance with the annual monitoring.

The ECL, latest MHWL, and vegetation line will be shown along with the distance from each to
the 2003 Baseline. A CD/DVD will be supplied containing the pdf file for the book and a total of
three hardcopies will be supplied.

In accordance with your request, Sea Diversified, Inc. (SDI) is pleased to submit the following proposal
for professional services. The scope of work shall include pre- and post -construction beach profile
surveys to support the South Marco Island Beach Regrade Project in Collier County, Florida. In
accordance with your e-mail request provided on November 16, 2018, the summary of scope shall
encompass the following:
General:
SDI shall provide supervision, field / office support staff and equipment to perform the scope of work
described, herewith. All work shall be conducted to the highest level of industry standards and under
the responsible charge of a Professional Surveyor and Mapper registered in the State of Florida. All
work shall meet or exceed the Standards of Practice (Standards) set forth by the Florida Board of
Professional Surveyors and Mappers in Chapter 5J-17, Florida Administrative Code, pursuant to
Section 472.027, Florida Statutes, and in compliance with the Bureau of Beaches and Coastal
Systems Monitoring Standards for Beach Erosion Control Projects, Sections 01000 and 01100
(Updated October 2014). If time permits, deviations from the scope of work shall be addressed via
formal approved addendum to the executed Agreement for Professional Services.
Horizontal and Vertical Data:
Horizontal Datum: Feet, relative to the Florida State Plane Coordinate System, East Zone, North
American Datum of 1983 (NAD83)
Vertical Datum: Feet, relative to the North American Vertical Datum of 1988 (NAVD88)
Horizontal / Vertical Control Verification
SDI will verify;tthe horizontal and vertical position of all found and used monuments for the survey.
Horizontal and vertical positions will be verified via Real -Time Kinematic GPS procedures. In the
event vertical obstructions prohibit the use of GPS, conventional methodologies will be employed.
Temporary control points (TBM's) will be set in the event a monument cannot be readily found. As
practical, the TBM will be set at the reference monument location. If the specified location is not
practical, the TBM will be set at a more suitable location either landward or seaward along the
specified profile azimuth. Humiston & Moore Engineers (H&M) shall be notified of any missing
monuments and shall be provided with the horizontal and vertical position of all TBM's.
Beach Profile Data Collection
Pre- and post -construction onshore beach profile data collection shall be performed at FDEP profile
control monuments R-130 through R-135 (including all the upland and tidal lagoons seaward of the
monument), R-135.5, R-136, R-136.5, R-137, R-137.5, R-138 through R-146, for a total of twenty (20)
beach profiles. Beach profile data collection shall extend seaward to approximate wading depth or as

required to overlap the project limits a minimum distance of twenty-five (25) feet. Profile data
collection shall extend landward to a minimum distance of twenty-five (25) feet beyond the project
limits and shall include any additional features of interest or pertinent to the project. Data collection
along profiles at control monuments R-130 through R-135 shall include all the upland and tidal
lagoons seaward of the monument.
Profile data will be collected using either conventional differential leveling or Real-time Kinematic
Differential Global Positioning techniques. Data points will be collected at a maximum interval of
twenty-five (25) feet and at all grade breaks (exceeding one -foot) and material changes along the
profile. The reference monument or baseline between monuments shall be recorded as range 0.0
along the profile with positive ranges extending seaward of the monument and negative ranges
extending landward of the monument.
Digital Ground Photography
During the course of field data collection, digital photographs shall be taken at approximate mid -
beach along each profile line. Three (3) photographs shall be captured, one each shore -parallel north
and south of the profile and one towards the monument location. An additional photograph of the ..4
monument or TBM shall be taken with sufficient clarity to read the monument stamping. Digital '-
images shall be provided to H&M on CD / DVD media in .jpg format at a minimum 640 x 480
resolution.
Data Processing and Final Deliverables
Upon completion of field survey activities, data will be edited and reduced to the project datum and
translated to an x,y,z, ASCII and FDEP format for submittal to H&M. H&M will be provided the
following deliverables:
1. Survey report certified by a Professional Surveyor and Mapper.
2. Description of all monuments and TBM's used for the survey, including identification,
stamping, coordinates, elevations and profile azimuths. Control description shall be
provided in both hardcopy and digital formats (ASCII and Excel), as applicable.
3. Final profile data in ASCII x,y,z format
4. Digital photographs in .jpg format with appropriate labeling
5. Metadata files
Cost:
Pre- & Post -Construction Onshore Beach Profiles (20 profiles): $ 12,550.00 Per Event
(one-time survey event, including mobilization, equipment data collection, processing & final deliverables)
Note: A discount of twenty percent (20%), can be applied to the Pre -Construction Survey Event, if
mobilization and data collection are conducted concurrent with the "Collier County 2019 Physical
Monitoring Survey" at South Marco Island.

Proceed date and the completion date for all work is estimated to be 240 days from the date of
the Notice to Proceed. Rectified aerial images acquired for 2019, provided by the Collier County
Property Appraiser's Office, are to be submitted to the DEP as part of the work described below
for all projects.
Task 1 Collier Beach- Scope of Work and Budget
Conduct the annual monitoring survey for Collier Beach Nourishment Project consistent with the
monitoring plan approved by the Department of Environmental Protection (DEP). This scope of
work consists of DEP monuments R-17 to R-84*. (78 profiles). A summary including beach
profiles will be issued to the County for the preliminary assessment of beach fill needs for Collier
County Beaches per the Design Standard beach width, established in 2003, and a complete
monitoring report is to be submitted to the DEP in compliance with the annual monitoring.

Task 2 Doctors Pass Erosion Control Structures - Scope of Work and Budget
Provide the annual monitoring report for the Doctors Pass Erosion Control Structures Project
consistent with the monitoring plan approved by the DEP. This scope of work is based on the
survey of DEP monuments R58A-400 south to R-64 (17 profiles) as described in Task 1. One
report is to be submitted to the DEP in compliance with the annual monitoring.

Pass borrow area. A report is to be submitted to DEP.

Task 4 2019 Aerial Image Book - Scope of Work and Budget
Prepare an aerial image book for the Collier County Beaches ranging from DEP reference
monument R-1 south to R-89 and from Hideaway Beach reference monument H-16 including the
entrance to Collier Bay south to DEP reference monument R-148 including Caxambas Pass. The
monument locations will be overlaid along with the names of existing structures as noted in the
2018 book. The rectified images will be the latest available from the County Appraiser's Office.
The ECL, latest MHWL, and vegetation line will be shown along with the distance from each to
the 2003 Baseline. A CD/DVD will be supplied containing the pdf file for the book and a total of
three hardcopies will be supplied.
