Attendance was called and a quorum was established. II. Carried unanimously 4 - 0. VI. Landscape Maintenance Report A. Landscape – Ground Zero Landscaping Mr. Gross reported on landscape maintenance as follows:  Bougainvilleas, Firebush and shrubs were pruned and sprayed with insecticide. MINUTES October 16, 2018 GOLDEN GATE MSTU 2/6  Conformance to County site line visibility standards dictated pruning height; shrubs will subsequently flush-out.  Medians appear to be dry, however plants are not stressed and irrigation is sufficient.  Mulching of the medians will be considered after completion of Stahlman-England’s irrigation project for conduit installation on Coronado Parkway and Hunter Boulevard.  Junipers will be pruned and weeds pulled on Tropicana and Sunshine Boulevards the week ending October 20, 2018. Mr. Schumacher will utilize a photograph the Alexander Palm damaged by an automobile at the intersection of Coronado Parkway and Hunter Boulevard and file an insurance claim if the replacement amount exceeds the $500.00 deductible. Mr. Schumacher will investigate presence of “Killer Bees” in the irrigation control valve box north of the bridge and recommend appropriate action. B. Irrigation System is functioning as intended; one head needs to be repaired. Mr. Sells investigated a water leak reported on Sunshine Boulevard as an M.S.T.U. and determined that it was not from the MSTU maintained irrigation system. Staff will report the leakage to the appropriate County department. VII. Landscape Architect’s Report – McGee & Associates Mr. McGee submitted the “Landscape Observation Report: - FY 17-18, October 2018” noting items highlighted in yellow in the monthly detailed report represent renovation recommendations for tree and shrub damage, much from Hurricane Irma. Quantities have been noted for replacements and restoration planting should be addressed under the new multi-year contract to ensure plants are covered by the County’s standard one-year warranty. The fertilization schedule was revised and application should be initiated at the commencement of the upcoming Green Effex contract. Mr. Schumacher will secure quotes from Green Effex for restoration planting subsequent to commencement of their contract. A. Tropicana Boulevard and Sunshine Boulevards Tropicana Boulevard  Turf and Juniper and Flax Lily beds contain large amounts of weeds.  Remove Holly tree at address 2836.  Water usage per Weather Trak data for September 2018 was 123,721 gallons. Sunshine Boulevard  Remove Tabebuia tree on Median #2 at address 2224.  18th Place SW: An auto accident damaged 10 – 15 plants. Recommend removing all Bougainvilleas and replanting median with Perennial Peanut “Ecoturf.”  A replacement program should be developed for areas of declined or missing turf throughout the medians.  Water Usage 129,852 gallons. MINUTES October 16, 2018 GOLDEN GATE MSTU 3/6 B. Coronado Parkway and Hunter Boulevard  Replace Oak tree on Hunter Median #6 destroyed by an auto accident.  Proposal requested for Alexander Palm and Juniper damaged by auto accident in Hunter Blvd. Median #1.  Perennial Peanut planting contain excessive weeds.  September water usage for both roadways, estimated at 89,602 gallons, is typical for period. C. Collier Boulevard Part A & B and Golden Gate Parkway - (These arterial roadways are maintained by the County) Commercial Land Maintenance has been awarded the County contract for this roadway.  Review detailed report for renovation recommendations to remediate damage from Hurricane Irma; a substantial refurbishment is recommended particularly south of Golden Gate Parkway.  Recommend replacement of Crown of Thorn, Medians #66 and #65 with Perennial Peanut.  Remove dead/brown foliage from Juniper plants on Medians #68 and #67. Recommend replacements.  Turf areas should be reviewed for weed control.  Monthly water use for September combined for Parts A and B is 86,145 gallons.   D. Golden Gate Parkway - (This arterial roadway is maintained by the County) Commercial Land Maintenance has been awarded the County contract for this roadway.    The grass on Golden Gate Parkway, west of Santa Barbara Boulevard, between the sidewalk and the street is being mowed.  Torpedo grass and broad leaf weeds in turf areas and beds need treatment.  Hand remove Torpedo grass (or treat) in Blueberry Flax Lily and Liriope beds throughout the medians.  Median #12: remove or treat weeds in the Perennial Peanut in front of the sign.  Water usage was 155,198 gallons. VIII. Project Manager’s Report A. Advisory Committee Appointments Approved at the October 9th BCC meeting:  Ron Jefferson The Board of County Commissioners appointed Mr. Jefferson to the Golden Gate Beautification M.S.T.U. for a four-year term commencing October 9, 2018.  Norma Lees-Davis The Board of County Commissioners appointed Ms. Lees-Davis to the Golden Gate Beautification M.S.T.U. for a four-year term commencing October 9, 2018. B. Budget Report Mr. Schumacher summarized the “Golden Gate MSTU Fund Budget 153” dated October 16, 2018 noting:  FY19 Ad Valorem property tax revenue budget is $406,400.00 and increase of 8.46% over FY18.  Total revenue FY19 is $934,025.00 including investment interest, transfers and contributions (minus a 5% reserve of $18,900). MINUTES October 16, 2018 GOLDEN GATE MSTU 4/6  FY19 planned Operating Expense Budget is $396,725.  Operating Expense commitments total $115,261.12 plus a reserve of $39,500.00 (reflected on Line 31, Improvements General) for final invoicing from Stahlman- England, Inc.  Items highlighted in Blue represent Purchase Orders requested or issued. A Notice-to- Proceed is sent to contractors when Staff receives the Purchase Order.  Hart’s Electrical carry over of $12,030.00 funded installation of two light poles with LED lamps. A new Purchase Order for FY19 electrical repairs will be issued.  Ground Zero Landscaping’s FY18 Purchase Order balance was carried over to ensure continuous service pending commencement of Green Effex’s contract.  Green Effex Purchase Order will be issued November 1, 2018.  No charge was assessed by Signs and Things for the new lanyard installation on the flag pole as the original installation was incorrect. The flag was also replaced.  Improvements General Fund of $471,900 (Line 31) is reserved to finance special projects subject to review and approval of the County.  Total available balance, less committed expenses, is $301,293.17.  FY-19 Ad Valorem Property Tax increased 8.46% over FY-18 to $406,373. C. Irrigation – Coronado & Hunter Conduits:  Stahlman-England Irrigation – Installation is underway. The conduit project is nearing completion.  HydroPoint control enclosure installed. A new HydroPoint control enclosure is installed and functioning. D. Grounds Maintenance  Green Effex awarded multi-year contract, Landscape & Irrigation, FY-19. Mr. Schumacher met with Green Effex Landscape Services management, who assured they are equipped to service the irrigation system as well as perform landscape maintenance. A Notice-to-Proceed will be issued to Green Effex to commence service November 1, 2018. Refurbishment of trees and plants damaged in Hurricane Irma will follow. Ground Zero Landscaping has agreed to continue servicing the Golden Gate M.S.T.U. until the Green Effex’s contract is in effect and Notice-to-Proceed is issued. E. Quotes & PO’s:  FY-19 Purchase Orders (PO’s) requested for all contracted services.  Issuance of PO’s & Notices-to-Proceed is pending. IX. Old Business A. Community Walkability Study – Presentation requested at the Nov-20 meeting. Brandy Otero, Senior Planner, Collier Metropolitan Planning Organization (MPO) has been invited to present the updated “Golden Gate City Walkable Community Study “report to the Committee at the November meeting. . MINUTES October 16, 2018 GOLDEN GATE MSTU 5/6 B. Canal Bridge Fencing (Golden Gate Pkwy) Mr. Schumacher noted Pam Lulich advised him that irrigating the area is not feasible. Options for the project will be explored at a future meeting. C. Santa Barbara and Golden Gate Refurbishment Status The October 17, 2017 minutes recapped the status of the County refurbishment project as follows:  Current irrigation in the vicinity cannot be “tapped” to water the area.  The project is being re-designed to accommodate tree placement thirty feet from the roadway to prevent potential blockage from downed trees in the future.  The new design specifications incorporate routing irrigation to the area, potentially a positive impact to M.S.T.U. assets.  The County is in the process of securing bids for the project. The Committee reconfirmed their desire to allocate funds to this project as well as landscaping of a vacant County-owned lot at Golden Gate Parkway and Collier Boulevard (951). Mr. Schumacher will research project plans and apprise the Committee of its status at a future meeting. X. New Business None XI. Public/Board Comments Median Signage Advertisements The Committee was advised to contact Road Maintenance and/or Code Enforcement regarding the removal of signs advertising services, i.e. “We Buy Cars,” on the medians. Arterial Roadway Landscaping The Committee asked about the County’s plan to landscape all the medians between Golden Gate Parkway and Green Boulevard, noting approximately two miles of medians have been planted. Mr. McGee noted the County can only landscape inside the medians on arterial roadways; irrigation is required. Inquiries can be made to the Road Maintenance Division on the County’s landscape plan for the area. XII. It is also recommended that all planting beds be reviewed with regards to the turf edges being too close to the plants causing a conflict to occur between the plants, mowers and edger’s. If the turf is too close then it is recommended to remove one or two strips of turf with a sod cutter so to expand the plant bed and create a open mulch area between the plants and turf. In some locations this type of turf removal may result in a turf area that is too small to mow between the back of curb and the plants. It is recommended that these small turf areas be removed entirely and the areas be mulched. There will also be areas between planting beds that will become smaller turf areas and it may be better to remove these small turf areas and expand the plantings from the existing beds to cover these areas where the turf is removed thus tying the planting beds together.
