ACTIVITIES REPORT
County EMS Collaboration — On September 25, 2018 I met with EMS Chief Butcher to discuss
several items; EMS incident prioritization, expendable medical supplies, ALS Interlocal Agreement
including swap program, Station 25, and ALS credentialing.

Disaster Funding — District Staff has been requested to participate in an effort to study current Federal
and State reimbursement processes resulting from large-scale events such as wildfire and hurricanes.
There is discussion within the Florida Fire Chiefs Association to establish an all -hazards reserve fund
to support local agencies efforts to seek reimbursement of costs associated with large-scale events.
Countnyide Fire Services — On September 27, 2018 I met with the County Manager to discuss the
Ochopee and FDOT fire service agreements. Discussion on Ochopee agreement included the 2019
expiration and current DOT funding discussion included transfer of assets and legislative efforts to
secure future funding.
Personnel — All current apprentice employees have been updated on the SAFER grant and process to
transition their positions to full-time. A District Memorandum was published outlining the tentative
schedule to implement the additional employees. Six current Apprentice employees will transition to
full-time on or about January 7, 2019. Eight new full-time and nine apprentice employees will attend
new employee orientation beginning January 7 and begin shift assignments on or about February 18,
2019.
New Apparatus — — Five new fire apparatus arrived the week of September 24. In -servicing and
training are currently under way. Staff has identified November 1" to begin placing units in-service.
It is anticipated apparatus will be assigned to the following stations; 22, 23, 70, 71, and 25. Engine
25 will most likely be stored at Station 72 until Station 25 is placed in-service. Staff is discussing
options to utilize the apparatus sparingly as part of the I-75 response strategy, limiting the use of
L-71.
Station 90/Boat 90 — After several weeks of maintenance and service the vessel has been returned to
service. All necessary repairs to the dock, lift and boat, resulting from Hurricane Irma have been
completed.

Similarly, the majority of repairs to Station 90 are complete. Crews have been of great assistance in
completing the interior painting and finish work.
Gasoline Fuel Tender - Staff has completed specifications and purchasing requirements for the
approved gasoline fuel tender trailer. Once the order is confirmed with the vendor it is expected to
arrive in six to eight weeks.
Self -Contained Breathing Apparatus — The District received 25 new SCBA previously approved by
the Board. The addition of these SCBA's will provide for a rotation of older units from front-line
apparatus, resulting in an increase number of reserve units as well as the air and light truck.
FDOT MM 63 Fire Station Funding — District and County staff met this month to formulate this
year's legislative strategy. The County will maintain this item as their number one priority however,
the Fire District will take lead on the effort. Staff also met with State Representative Rommel to
discuss his support of the Bill.
Labor/Management — As a result of recent Board direction staff held two half-day sessions to work on
specific language to address specific Board direction. Labor and management parties have scheduled
formal workshops to work cooperatively on staffing issues
Ochopee Fire District Management Agreement — District and County staff recently met to discuss the
current agreement that expires next year. There is preliminary staff agreement to begin working on a
new extension of the Agreement.
Florida Forest Service Federal Surplus Program — The District has been notified a previous request to
acquire three Federal Light Military Tactical Vehicles (LMTV) has been granted. Included are two 1
-ton and one 5 -ton vehicles. Staff will travel to Lake City in the near future to inspect the vehicles
and provide a final recommendation to Staff and Board. If received, the apparatus will be repurposed
for wildland firefighting and disaster responses involving high-water events.
2018 FEMA Assistance to Firefi4,,hters Grant Program - The 2018 AFG application period opened
Monday, September 24, 2018 and will close on Friday, October 26. The AFG program provides funding
for critically needed resources to equip and train emergency personnel to recognized standards, enhance
operations efficiencies, foster interoperability, and support community resilience. Staff is assessing
options including self-contained breathing apparatus and personal protective bunker gear; both of which
are included in the 2018-2019 proposed budget.
Healthcare Open Enrollment — The District's healthcare plan was successfully renewed. Initial quote
indicated a 9% increase, staff and the broker were successful in negotiating a 3.9% increase. Open
enrollment was conducted for all employees.

International Fellowship Program — The program formally concluded with a graduation ceremony held on
October 2, 2018. The program was considered very successful by many who participated. The District
has submitted an informal request to be considered to host a future program.
National Fallen Firefighter Memorial Weekend — Deputy Chief Low and Driver/Engineer Gill travelled to
Emmitsburg, Maryland to participate in this year's program. This is DC Low's second year serving as an
escort. This is D/E Gills first time attending the event.
