A. Call to Order.
The meeting was called to order by Dr. Frank Nappo, CRA Chair at 8:44 a.m.
B. Prayer and Pledge of Allegiance.
Dr. Nappo led the Pledge of Allegiance and James Sainvilus opened the meeting with a prayer.
C. Roll Call and Announcement of a Quorum.
Christie Betancourt opened roll call.

D. Introductions.
CRA Chairman Dr. Frank Nappo introduced himself and welcomed all to the meeting. All other board
members introduced themselves to the members of the public. All public present introduced themselves.
E. Approval of Agenda.
Dr.Frank Nappo presented revised agenda to the board for approval.Agenda was approved as presented.
Action: Mr. Estil Null made a motion for the CRA to approve the Agenda as presented. Mr. Ski
Olesky seconded the motion and it passed by unanimous vote 6-0.
F. Approval of Consent Agenda.
Staff presented board with the May 16,2018 CRA Regular Meeting Minutes,June 1,2018 CRA Special
Meeting Minutes, CRA Manager's Report, MSTU Project Manager's Report, Budget, and upcoming
Community Meetings.

Action: Mr. Ski Olesky made a motion for the CRA Advisory board to approve the Consent Agenda
as presented. Mr. Estil Null seconded the motion and it passed by unanimous vote. 6-0.
G. Announcements.
1. Communications Folder
Staff reviewed the communications folder with the board and members of the public. The folder
has the public notice for this meeting, CRA/MSTU 2018 Calendar, and flyers for upcoming
community events.
2. Public Comment speaker slips
CRA staff reiterated the public 3-minute speaker slip policy. The board will give more time if they
feel it necessary.
3. CRA&MSTU Advisory Board Meeting Calendar(Enclosure 7)
Upon reviewing the calendar board and staff agreed to not meet in July and August unless a priority
item came up.
After much discussion board agreed not to meet in July and August and to move the November 21, 2018
CRA Regular meeting to a Joint CRA &MSTU Meeting to be held on November 28, 2018
H. CRA New Business.
1. Collier County Museum—Theresa Schober(Time Certain 8:45 a.m.) (Enclosure 8)
Staff provided handouts of a Longhorn Custom Bike Rack for board to review. Ms. Theresa
Schober, Immokalee Museum Manager gave a brief introduction and background history of the
Cattle Drive Event that the museum is hoping to grow every year. The museum will be installing
two Longhorn bike racks that can hold four bikes each at Roberts Ranch. Theresa would like to
know if the CRA and MSTU is interested in placing some along the Main Street route the Cattle
Drive takes. She would like for the CRA&MSTU Advisory Boards to support her idea and fund
the install along the Main Street area.
There was discussion on the color,protective coating,placement, and if FDOT would support the
racks along a state road. Board said they would support the idea and said they would like to see
other types of racks in different areas of Immokalee. For instance, at Lake Trafford maybe install
an alligator bike rack. The board also discussed adding murals to utility boxes around town and
use a local arts council group to implement the program. Something similar to the Wynwood Area
in Miami.
After much discussion CRA Advisory Board members present supported the idea of having the Longhorn
Bike Racks as shown on Enclosure 8 installed on the Main Street route the Cattle Drive takes. The CRA
board would like more information regarding custom color,protective coating and if the rack is supported
by Florida Department of Transportation since it will be installed on the Right of Way of a State Road.
2. Immokalee Fire Department—Chief Choate
Chief Michael Choate passed out a handout to all board members, public and staff present. He
reviewed with the board the proposed non-ad-valorem fire fee that would be on the primary ballot
in August.

He said that in April, the Immokalee Board of Fire Commissioners voted unanimously to place a
referendum question on the August 2018 Primary ballot asking voters of the Immokalee Fire
Control District(Towns of Immokalee and Ave Maria) to allow the Fire District to collect a non-
ad-valorem fire fee — ($369.00 per residential units, $0.40 per sq. ft. non-residential units, and
$237.00 per parcel on vacant land).
The referendum will be up to vote on August 28, 2018 and if it does not pass the Immokalee Fire
Department will have to lay-off employees and closing the Fire Station on Carson Road and Lake
Trafford and would have to be under Collier County Fire Department.
He encouraged anyone who wanted to learn more about the initiative attend town hall style
meetings they will host over the next two months. If you would like more information please

3. Immokalee Signage—Kyle Kemmish, Traffic Operations (Time Certain 8:45 a.m.)
Kyle Kemmish with Traffic Operations introduced himself and spoke about what his crew is doing
in the Immokalee Area. He said that Irma damaged about 16,000 signs within the Collier County
area, so it will take a while to address all the signs. He has only two trucks currently working on
sign repairs in the county. He said that they are working hard to address priority areas with signs
that were bent, broken, or knocked out of place due to Irma. Mr. Kemmish also said that private
businesses and roads are the responsibly of the property owner. He would like for the CRA &
MSTU to continue to send pictures and location of signs that pose a danger to the residents.
After much discussion CRA staff suggested that Traffic Operations staff put a report of all top
priority list of signs that need repair in the Immokalee area.
I. CRA Old Business.
1. Immokalee Stormwater Master Plan update
Michele Mosca provided board with updates on Pond Sites and other Capital Project Planning
within the Immokalee area. She discussed closing of the pond site near Arrowhead will be close at
the end of July mid-August . She also said that the pond site south of Weeks Terrace property is
moving forward to vote by church congregation. Michele wants for the MSTU to help fund for
swales, convey,paved roads, and listing of private roads. She said that the property on South Lake
Trafford Road was a donation from Southwest Florida Water Management District of the County
(BCC anticipated to accept parcels at their September or October meeting). They are also building
sidewalks on North side of Lake Trafford, Carson Road, and Immokalee Drive.
Madison Avenue area pond site is not for sale at this time, but staff will continue to work with
property owner on the potential future acquisition; Stormwater staff will coordinate with
Transportation Planning staff and CRA staff to install needed stormwater infrastructure and
sidewalks along the north side of Lake Trafford Road, West of the Elementary School. Donation

of the land by the SFWMD for a pond site adjacent to Lake Trafford and the CRA's receipt of
$175,000 from the State may allow the project to move ahead sooner that was originally anticipated
and the Stormwater Master Plan with revised modeling for the Madison Avenue area to be
completed by the end of August and final text revisions to the Stromwater Master Plan to be
completed within a few months.
If there is a drainage problem they can talk to MPO Plan & Transportation, CRA, or MSTU for
any drainage control. Michele said that the county for The Tiger Grant is working on a schedule
depends on the public and timeline will share with CRA&MSTU boards at the next meeting.
2. Immokalee Area Master Plan update
Anita Jenkins, Principal Planner discussed with the board and members of the public Version 2 of
the LAMP handout with policies, goals, and objectives. Anita also provided board with updated
maps of Immokalee Sidewalk plans and Neighborhood. IAMP is preparing documents for staff to
a transmittal on July 26th before the hearing.
3. Immokalee Zocalo Plaza update
James Sainvilus, Project Manager reviewed his report with board members and public. He also
told the members about putting enough lights to light up the Zocalo Plaza. They already have
censor light when people pass thru the plaza, the lights turns on automatically. He is meeting with
Park Maintenance staff to discuss areas of concerns. James wants lights to be beaming the Palm
Trees and in different colors. He also talked about re-evaluating the irrigation pipes to see what is
wrong because the bill is too high.
James Sainvilus presented and reviewed Simmonds Electrical of Naples Quote #1815331 for
improvements to the Immokalee Zocalo. Improvements include Lighting to the Band Shell stage
and the Trellis area. Total cost is estimated at $3,730. He also talked about additional quotes for
additional lighting and signs at the Zocalo Plaza(operation hours and about putting plants to live
it up.).
Dr. Nappo want the Zocalo Plaza to be lighted up nicely so it would attract when the locals and
outside travelers come into Immokalee.
After much discussion board requested staff get more estimates and to choose a vendor and not to
exceed the amount of$3,730.
Action:Ms.Andrea Halman made a motion for CRA Advisory Board to spend up to$3,730.00 for Lighting
improvements at the Zocalo. Mr. Ski Olesky seconded the motion and it passed by unanimous vote. 5-0.
4. Code Enforcement updates
Code Enforcement—Cristina Perez,Code Enforcement Supervisor presented board members and
public with the open code cases for the month of May. Ms. Perez discussed what code
enforcement is doing to improve on the file cases and reporting process. She also said that they
want to educate the residents of Immokalee in the future on how to get rid of hazardous materials
in a safe manner.

Cristina talked about yard debris and having another clean-up day in July 14, 2018 in the
Arrowhead area. She said that they have three investigators in the Immokalee Area and introduced
them. Cristina also talked about having another shred day on the Estates in Golden Gate and is
working on an "Operation Medicine Cabinet in Immokalee talking with the Sherriff Department
will let us know when they can arrange with time and date.
5. Office of Business &Economic Development(OBED)
Lincoln Price with Office of Economic&Business was concern with the fees that the residents of
Immokalee and Ave Maria had to pay to keep the Immokalee Fire Department running and how it
would affect them. He also talked about the progress with the Accelerator Program and how great
the program is working.
6. Other Agencies

Dear Community Members,
In April, the Immokalee Board of Fire Commissioners voted unanimously to place a referendum
question on the August 2018 Primary ballot asking voters of the Immokalee Fire Control District
(Towns of Immokalee and Ave Maria) to allow the Fire District to collect a non-ad-valorem fire
fee - ($369.00 per residential units, $0.40 per sq. ft. non-residential units and $237.00 per parcel
on vacant land)
We believe this approach addresses a multitude of District and community needs and will allow
the District to begin laying the foundation to sustain and grow along with our community. The
current tax structure does not allow the District to address/support the growth in the District.
IF PASSED FAVORABLY-Fire Fee Will Allow The District To Do The Following.
1. Keep and Maintain Current Number of Firefighting Staff
2. Improve Safety for Our Citizens and Firefighters
3. Modernize Ageing Fire Trucks and Properly Maintain Them
4. Begin to Modernize/Harden Fire Stations (bring up to Hurricane standards)
5. Slowly Increase Staffing Levels(gradually over next 5 years)
6. Update Critical Communication Technology
IF FIRE FEE'S FAIL—The Following Risk Exist:
1. Lay Off Firefighting Staff
2. Close a Fire Station, Increasing The Risk For Citizens and Remaining Staff
3. Increased Fire Insurance Premiums(58%estimate on$100,000.00 home)
4. Increase Response Times, Dramatically Increasing the Risk to Citizens
5. Maintenance Cost on Fire Trucks Will Continue to Increase Due to Ageing Fleet
6. Remaining Fire Stations Will Continue To Be Unsafe To Shelter firefighters During
Hurricanes
