EXECUTIVE SUMMARY
Recommendation to approve the ten (10) year update to the Barefoot Beach Preserve Park
Land/Use Management Plan with the Florida Office of Environmental Services, acting as agent for
the Board of Trustees of the Internal Improvement Trust Fund.
OBJECTIVE: To approve the ten (10) year update to the Barefoot Beach Preserve Park.
CONSIDERATIONS: In 1990, the Board of County Commissioners (Board) entered into an Agreement
with the Board of Trustees of the Internal Improvement Trust Fund of the State of Florida to lease, for
fifty (50) years, 156 acres of environmentally sensitive land adjacent to the 186 acres owned by Collier
County. Pursuant to the Agreement, Collier County is required to provide a ten (10) year update to the
October 27, 2008 Plan. Amendments to the 2018 Plan include:
1) Arthropod Control Plan: Collier County Parks will be notified by the Collier County Mosquito
Control District when the Preserve is treated for mosquitoes.
2) Removal of the back-bay pier from the planned improvements found in the 2008 land
management plan.
3) Development of a shorebird monitoring protocol plan.
FISCAL IMPACT: There is no Fiscal Impact associated with this Item.
GROWTH MANAGEMENT IMPACT: Barefoot Beach Preserve Park is inventoried in the Collier
County Annual Update and Inventory Report (AUIR).
ADVISORY BOARD RECOMMENDATION: The Collier County Parks and Recreation Advisory
Board approved the plan update at their regularly scheduled meeting on September 19, 2018. The
Division of State Lands, Office of Environmental Protection, acting as agent for the Board of Trustees of
the Internal Improvement Trust Fund approved the plan update on October 15, 2018.
LEGAL CONSIDERATIONS: This Item is approved as to form and legality and requires majority vote
for approval. -CMG

conservation properties that are 160 acres or less. It is intended to address the requirements
of Chapter 253.034, 259.032 and rule 18-2.021. Attachments to, or expansion of this form
