EXECUTIVE SUMMARY
Recommendation to award Invitation to Bid (ITB) Solicitation No. 18-7444, Construct an RV Site
at Pepper Ranch, for the construction of a Recreational Vehicle (RV) Site and associated amenities
at Pepper Ranch to EBL Partners, LLC, in the amount of $77,498.16, and authorize the Chairman
to execute the attached construction agreement.
OBJECTIVE: To construct an RV Site at Pepper Ranch.
CONSIDERATION: In January 2016, the County began considering the development of an RV pad at
Pepper Ranch that would provide a residential presence at Pepper Ranch Preserve; primarily to provide an
onsite resource for campers and for mowing and maintenance of common areas. The proposed RV pad
will provide a temporary residence for the park’s caretaker. Previously, an existing cottage on site was
utilized as the temporary residence for the caretaker, however, the cottage is uninhabitable and is slated
for future demolition.
On August 1, 2018, the Procurement Services Division issued ITB Solicitation No. 18-7444, Construction
of an RV Site at Pepper Ranch, to 17,863 vendors. Vendors downloaded one-hundred-eight (108) bid
packages, and the County received four (4) bids by the September 11, 2018 deadline, as summarized
below.

The Project bid upon is to construct an RV Site at Pepper Ranch, which includes a new well, new septic
system, a concrete vehicle pad, an RV power pedestal, electric service, and associated sitework. Alternate
#1 is to add an aluminum roof structure over the water treatment system. Alternate #2 adds an LED light
fixture and pole.
Staff reviewed the bids received and determined that EBL Partners, LLC is the lowest responsive and
responsible bidder. Staff is recommending that the contract be awarded to EBL Partners, LLC, for the
Base Bid amount of $73,228.16, plus Alternate #2 in the amount of $4,270, for a total contract amount of
$77,498.16. The Base Bid amount plus Alternate #2 is slightly lower than the Engineer’s estimated
Opinion of Cost. Staff currently recommends not awarding Alternate #1.
FISCAL IMPACT: Funding in the amount of $82,000 is available and appropriated for this project,
Project No. 80231 within Conservation Collier Capital Fund (179).
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan from this
action.

Dear Mr. Flanagan:
Q. Grady Minor & Associates, P.A. (GradyMinor) has completed our review of the quotes submitted
for the above referenced project and we are pleased to provide the following award recommendation.
We contacted the references provided in the bid package by EBL Partners, LLC and found that EBL
past related work experience was performed well. We recommend EBL Partners, LLC, to be awarded
the project including the Base Bid and Alternate #2 as the lowest bidder. It appears Alternate #1 can
be procured separately at a later date for a lower cost based on the other bids and our previous estimate.
The bid documents submitted by the contractor appear to show that the contractor understands the
project. The bid submitted is about 1% different from our engineer’s estimate.
Based on the above information, GradyMinor recommends EBL Partners, LLC be awarded the
project in the amount of $77,498.00 for the Base Bid plus Alternate #2.
