Agenda 11/13/2018 Item #16A2411/13/2018 EXECUTIVE SUMMARY Recommendation to approve and authorize the Chairman to execute Amendment No. 1 to Contract No. 17327 with Florida Fish and Wildlife Commission for the removal of derelict vessels in the waterways of Collier County. (Project No. 33577) OBJECTIVE: To obtain approval of Amendment No. 1 to Contract No. 17327 with Florida Fish and Wildlife Commission (FWC) for the removal of derelict vessels in the waterways of Collier County. CONSIDERATION: The FWC provides grants through the Derelict Vessel Removal Program to assist local governments in removing derelict vessels that put public safety and the health of the County’s marine and surrounding waters at risk and are listed on the Statewide At-Risk and Derelict Vessel Database. The Board of County Commissioners authorized the submittal of a grant application to the Derelict Vessel Removal Program on 6/12/2018 Item 16.A.16 and the subsequent acceptance of the grant award on 9/11/2018 Item 16.A.29. The grant award, as is, requires that the vessel s be removed and all evidence and receipts sent to FWC on or before 11/23/2018. Collier County solicited bids for a contractor to remove the derelict vessels. The chosen contractor was not able to mobilize and remove the vessels in time to meet the 11/23/2018 deadline. Amendment No. 1 to Contract No. 17327 extends the performance timeline of the grant to 4/30/2019. FISCAL IMPACT: The contract amount remains at $31,875 within Growth Management Grants Fund (711), Project 33577. There is a 25% required match in the amount of $10,625. The lowest responsive bidder came in at $49,999 to remove the vessels total cost of the project is $49,999. Source of match and additional funds are boat registration fees and are available within the Boater Improvement Fund (303). GROWTH MANAGEMENT IMPACT: There is no impact to the growth management plan related to this action. LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote for Board action - JAB RECOMMENDATION: To approve and authorize the Chairman to execute Amendment No. 1 to Contract No. 17327 with the Florida Fish and Wildlife Commission for the removal of derelict vessels in the waterways of Collier County.
