EXECUTIVE SUMMARY
Recommendation to approve the selection committee ranking for RPS #18-7448 for “Verification
Testing for Golden Gate Blvd. Design-Build” (Phase II), and enter into negotiations with the top
ranked firm of Johnson Engineering, Inc., for Project No. 60145, and in the event that an
agreement cannot be reached with that firm, to continue negotiating with the remaining firms in
ranked order to obtain a proposed agreement, which will be brought to the Board consideration at
a subsequent meeting.
OBJECTIVE: To obtain professional verification testing services by the Transportation Engineering
Division, Growth Management Department for the Project.
CONSIDERATIONS: Golden Gate Boulevard will be widened from two lanes to four lanes from 18th
Street to Everglades Blvd. The Transportation Engineering Division is seeking a firm that can provide
verification testing services for the Project. The verification process compares test data to determine
compliance with the contract requirements.
On, July 25, 2018, the Procurement Services Division issued a notice of Request for Professional Services
#18-7448 Verification Testing for Golden Gate Boulevard Phase II. The County notified 8,388 firms, 58
firms downloaded the bid information and staff received four proposals by the August 28, 2018
submission deadline. All four firms were found to be responsive and responsible. The Selection
Committee met on September 18, 2018, scored the proposals and shortlisted the below listed firms to
move on to present oral presentations.
On September 28, 2018, the Selection Committee reconvened for the oral presentations and arrived at the
below listed final ranking:

Staff is recommending that the Board direct staff to negotiate with the top ranked firm, Johnson
Engineering, Inc., and if an agreement cannot be reached with that firm to continue negotiating with the
remaining firms in ranked order.
FISCAL IMPACT: Funds in the estimated amount of $300,000 are available in gas taxes and/or impact
fees. There is no incremental maintenance cost associated with this action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval. -SRT
GROWTH MANAGEMENT IMPACT: The Project has no impact on the Growth Management Plan.
RECOMMENDATION: That the Board of County Commissioners authorizes staff to negotiate with
the top ranked firm, Johnson Engineering, Inc., for RFP #18-7448 “Verification Testing for Golden Gate
Blvd. Design-Build,” and in the event that an agreement cannot be reached with that firm, to continue
negotiating with the remaining firms in ranked order, so that a proposed agr eement can be brought to the
Board for consideration at a subsequent meeting.

INTRODUCTION
As requested by the Transportation Engineering Division (hereinafter, the “Division or Department”), the Collier County Board of
County Commissioners Procurement Services Division (hereinafter, “County”) has issued this Request for P rofessional Services
(hereinafter, “RPS”) with the intent of obtaining proposals from interested and qualified Consultants in accordance with the terms,
conditions and specifications stated or attached. The Consultant, at a minimum, must achieve the requirements of the
Specifications or Scope of Work stated.
BACKGROUND
The Collier County Transportation Department will be constructing the Golden Gate Boulevard Improvement Project #60145 Phase
II, between 20th Street Northeast and Everglades Boulevard in late 2018. The project is scheduled to take two years. The Co unty
will be the CEI (Construction Engineering Inspection) on this project, but will require outside support to perform some of the
Verification Testing and lab testing.
TERM OF CONTRACT
The contract term, if an award(s) is/are made is intended to be for current needs only.
Prices shall remain firm for the initial term of the awarded contract.
Surcharges will not be accepted in conjunction with this award, and such charges should be incorporated into the pricing structure.
DETAILED SCOPE OF WORK
Collier County is seeking the services of an Engineering Testing Firm or CEI to perform Verification Testing. Verification i s a
process of comparing test data for determination of compliance with the contract requirements. This will be performed at the plant
and in the field on split samples or independently obtained samples depending on the particular material specifications. The firm
must be familiar with the FDOT Standard Specifications for Road and Bridge Construction, 2018, and in particular Section 105,
Contractor Quality Control General Requirements. The firm must provide FDOT certified personal and facilities to provide all
necessary inspection to assure effective Quality Control of the operations related to materials acceptance. This includes bu t is not
limited to sampling and testing production, storage, delivery, construction and placement. Ensure that the equipment used in the
production and testing of the materials provides accurate and precise measurements in accordance with the applicable
Specifications. Maintain a record of all inspections, including but not limited to, date of inspection, result of inspection , and any
subsequent corrective actions taken.
