Agenda 11/13/2018 Item # 5B11/13/2018 EXECUTIVE SUMMARY Presentation to provide information on the implementation of the county -wide “Alert Collier” emergency notification system initiative, which establishes a system of communications and warnings to ensure that the county’s population is notified of developing emergency situations. OBJECTIVE: To provide an introduction to the “Alert Collier” emergency notification system initiative. CONSIDERATIONS: In 2016, the Florida Legislature approved a multi-million-dollar, multi-year contract managed by the Florida Division of Emergency Management to mandate to local County Emergency Management programs the implementation of all or parts of a mass -wire and wireless notification system. This system is provided by the global software company, Eve rbridge®. The Everbridge® System, termed as “Alert Florida” at the state level, is capable of rapid notification via land- line phone, smart phone, email, and text to provide a community-wide or area-specific alert, warning, or message. Thousands of calls, texts, and emails can be placed within minutes to deliver emergency messages. In the spirit of consistency with the state initiative, the Everbridge® platform is being marketed, at the local level, as the “Alert Collier” Emergency Notification System. In addition to providing public notifications, Alert Collier can host mass group calls for multiple purposes. We will be implementing call groups for situations such as EOC staffing, mass casualty incident management, Special Needs Client notification, first responder special team recalls, and county employee recalls and messaging. The contractual terms of the state agreement include that the white page-published phone numbers will be updated at least bi-annually at no charge to the county, which will provide a comprehensive and updated directory without any additional cost or workforce for this hosted solution. Cellular notifications, email, and texting capability will require a resident to opt-in, which will be available via a web presence in Collier County, as well as links and statewide marketing by the Florida Division of Emergency Management. In all cases, the cost of hosting and the cost of local updates are borne statewide by the Florida Division of Emergency Management and the designated legislative funding. Emergency Management has briefed the Sheriff and representatives from the City of Naples, the City of Marco Island, and the Naples Airport Authority on this initiative. The City of Naples and the City of Marco Island have indicated to us that it is their preliminary plan to use their current Code Red® system until the end of their respective current contract period and tentatively plan to join our initiative next year. The Sheriff has designated a senior member of the 911 Center to work wit h us to ensure close coordination on all mass notifications. A briefing will be scheduled with Everglades City in the immediate future to make this notification system available to them. All agencies that have been briefed are supporting this initiative in accordance with our intentions as we further individual mutually agreeable Standard Operating Guidelines and Memorandums of Understanding where needed. FISCAL IMPACT: There is no fiscal impact is associated with this executive summary. GROWTH MANAGEMENT IMPACT: There are no Growth Management Impacts associated with this executive summary.
