MINUTES
I. Call to Order
The meeting was called to order at 4:28 P.M. by Ms. Spencer. Attendance was called and a
quorum was established.

IV. Approval of Agenda
Ms. Spencer moved to approve the Agenda of the Golden Gate Advisory Committee as presented
Second by Ms. Rogan. Carried unanimously 4 - 0.
V. Minutes
A. Approval of Minutes: June 19, 2018
Ms. Spencer moved to approve the minutes of the June 19, 2018 meeting as presented

VI. Landscape Maintenance Report
A. Landscape — Ground Zero Landscaping
Mr. Gross reported on landscape maintenance as follows:
• Stake braces were removed from trees on Hunter Boulevard.
• Bougainvillea shrubs were pruned and vines removed.
• All roadways were sprayed with herbicide.
• Vegetation around the solar powered Piccolo irrigation control station on Coronado
Parkway Median #7 was pruned.
• Debris was removed on roadways.
B. Irrigation — Hannula Landscaping & Irrigation (not attending).
Mr. Sells reported well water usage on Tropicana and Sunshine Boulevards was high due to
an increase in manual water flow as a result of inaccurate feedback from Hannula's irrigation
checks.
Mr. Schumacher will interface with Green Effex in the future to ensure checks are accurate
and irrigation is functioning as intended.
VIL Landscape Architect's Report — McGee & Associates
Mr. McGee submitted the "Landscape Observation Report: - FY 17-18, September 2018 noting
items highlighted in yellow in the monthly detailed report represent renovation recommendations for
tree and shrub damage resulting from Hurricane Irma. Quantities have been prepped for
replacements and restoration planting should be addressed under the new multi-year contract to
ensure plants are covered by one-year warranty.
Mr. Schumacher will secure quotes from Green Effex at the commencement of their contract.
A. Tropicana Boulevard and Sunshine Boulevards
• Primary concern is weeds; herbicide treatment required.
• Water usage: Tropicana Boulevard - 185,870 gallons for August 2018.
Sunshine Boulevard - 258,200 gallons for August 2018.
B. Coronado Parkway and Hunter Boulevard
• Spray weed material.
• August water usage for both roadways, estimated at 135,502 gallons, is typical for period.
C. Collier Boulevard Part A & B and Golden Gate Parkwav - (These arterial roadways are
maintained by the County)
Commercial Land Maintenance has been awarded the County contract for this roadway.
• Review detailed report for renovation recommendations to remediate damage from Hurricane
Irma; a substantial refurbishment is recommended.
• Monthly water use for August combined for Parts A and B is 72,252 gallons.
D. Golden Gate Parkway - (This arterial roadway is maintained by the County)
Commercial Land Maintenance has been awarded the County contract for this roadway.
• Golden Gate Parkway, west of Santa Barbara Boulevard, between the sidewalk and the street
requires mowing. Al s. Spencer will contact Travis Gossard, Director, Road Maintenance

Division & Landscape Operations, and request maintenance be performed on a consistent
basis.
VIII. Project Manager's Report
A. Advisory Committee Application — Ron Jefferson (re -appointment)

Mr. Jefferson expressed his desire to be reappointed to the Committee noting he has consistently
participated in the Committee's activities over the past three years.
Ms. Rogan moved to recommend the Board of County Commissioners reappoint Mr. Jefferson
to the Golden Gate M.S.T. U. Advisory Committee for a four year term commencing October 7,
2018. Second by Ms. Holmes. Carried unanimously 4 - 0.
Norma Lee -Davis
Ms. Lee -Davis shared her interest in serving as a member of the Golden Gate M.S.T.U.
Advisory Committee.
Ms. Rogan moved to recommend the Board of County Commissioners appoint Ms. Lee -Davis
to the Golden Gate M.S.T. U. Advisory Committee for a four year term commencing October
2018. Second by Ms. Holmes. Carried unanimously 4 - 0.
B. Budget Report
Mr. Sells summarized the "Golden Gate MSTUFund Budget 153 " dated September 18, 2018
noting:
• FYI Ad Valorem property tax revenue budget is $376,900.00 of which $360,906.43 has
been collected.
• Total revenue FYI is $735,800.00 including investment interest, transfers and
contributions (minus a 5% reserve of $18,900).
• FY18 planned Operating Expense Budget is $340,800. Current commitments total
$112,625.01; expenditures $132,208.97. $91,966.02 remains available for expenses.
• Improvements General Fund of $345,200 (Line 31) is reserved to finance special projects
subject to review and approval of the County.
• Operating funds not expended as well as funds committed but not spent will be "carried
over" to the FY -19 budget.
• Total available balance, less committed expenses, is $301,293.17.
• FY -19 Ad Valorem Property Tax increased 8.46% over FY -18 to $406,373.
C. Irrigation — Coronado & Hunter Conduits:
• Stahlman-England Irrigation — Installation is underway.
With 99% of the conduit installed it is anticipated the new system will be functional in
three to four weeks. Upon installation and testing of the new irrigation controller the
Motorola Piccolo's will be removed.
D. Grounds Maintenance
• Green Effex awarded multi-year contract, Landscape & Irrigation, FY -19.
Green Effex Landscape Services was the lowest bidder to the County's Invitation to Bid
(ITB) Landscaping & Irrigation Contract request for the Golden Gate Beautification

M.S.T.U. and, according to County practice, was awarded a three year contract with
option for two one year renewals.
The Contract will be presented to the Board of County Commissioners for approval. The
Purchase Order will be reflected in the FY -19 budget.
The County has requested Ground Zero Landscaping continue servicing the Golden Gate
MST. U until notified Green Effex's contract is in effect and Notice -to -Proceed is
issued.
• Irma Stump Removal completed.
Removal of thirty-six (36) stumps remaining from trees damaged by Hurricane Irma has
been completed by Hannula Landscaping. The work was performed on a per unit basis
and funded by an outstanding balance on Hannula's Purchase Order.
The Committee will determine replacements options in six to twelve months.
E. Quotes & PO's:
Quote requested for Structural Tree Pruning on four (4) roadways.
Staff recommends general pruning be done in January — February 2019.
PO issued to Hart's Electrical for (2) replacement Lumec Lamp Posts.
A Purchase Order in the amount of $12,030. was issued to Hart's Electrical for
installation of two (2) lamp posts on Sunshine and Tropicana Boulevards. On receipt of
an invoice from Hart's Electrical an insurance claim for reimbursement to the M.S.T.U.
will be filed. A $500 deductible applies to each lamp post (total $1,000).
IX. Old Business
A. Community Walkability Study — Brandy Otero — Golden Gate City Community will not be
left out of the Tier 1 plan.
The final version of the "Golden Gate City Walkable Study "scheduled for release in
Fall 2018 will be presented to the Committee at a future meeting.
B. Canal Bridge Fencing (Golden Gate Pkwy)
This project will be reviewed at a future meeting.
C. Stormwater Drainage Project
The Golden Gate City stonnwater improvements project for the northwest quadrant has an
estimated completion date of October 2018.
Design issues for Coronado Parkway and Hunter Boulevard necessitates the project go out to bid
a second time.
The Committee requested an update on the quadrant schedule for stormwater improvements.
Santa Barbara and Golden Gate Refurbishment Status
The October 17, 2017 minutes recapped the status of the County refurbishment project as
follows:
• Current irrigation in the vicinity cannot be "tapped" to water the area.

The project is being re -designed to accommodate tree placement thirty feet from the
roadway to prevent potential blockage from downed trees in the future.
The new design specifications incorporate routing irrigation to the area, potentially a
positive impact to M.S.T.U. assets.
The County is in the process of securing bids for the project.
The Committee reconfirmed their desire to allocate funds to this project as well as landscaping of
a vacant County owned lot at Golden Gate Parkway and Collier Boulevard (951).
Mr. Sells will apprise Mr. Schumacher of the Committee's interest in the landscaping projects
and check on the status of the Santa Barbara Refurbishment.
X. New Business
Mr. Sells will review operation of the flag pole interior lanyard and check flag and sign lights. Signs
and Things, the contractor responsible for the installation, will be contacted to repair the lanyard if it
is not functioning properly; lights will be repaired.
XI. Public/Board Comments
Election of Officers for the Golden Gate Beautification Advisory Committee will be held when the
Committee is fully constituted.
There being no further business to come before the Committee, the meeting was adjourned
by the Chair at 5:20 P.M.
