I. Call to Order and Pledge of Allegiance
Chairman Lewis called the meeting to order at 3:00 PM.
A quorum of four was present. The Pledge of Allegiance was recited.
II. Attendance

III. Approval of Agenda
Mr. Lewis moved to approve the Agenda of the Radio Road Beautification M.S.T.U. as presented.
Second by Ms. Schoenfelder. Carried unanimously 4 - 0.
IV. Approval of Minutes – June 11, 2018
Mr. Lewis moved to approve the minutes of the June 11, 2018 meeting as presented. Second by
Ms. Carella. Carried unanimously 4 – 0.
V. Landscape Maintenance Report – Robert Kindelan, Commercial Land Maintenance
Mr. Kindelan updated the Committee on landscape maintenance as follows:
• Medians landscaping was trimmed; firebush will be pruned to height compatible with
perimeter plants.
• Asian Jasmine on the residential side will be hand weeded.
• Perennial Peanut is thriving and weed free.
• Chinch bugs in the grass will be treated.
• The irrigation pump was damaged, possibly by lightning. New surge protection was
installed.
• Stakes on Black Olive trees must be reviewed for removal and/or rebanding.
Mr. Sells and Mr. Kindelan will tour the community to determine the procedure for
protecting trees replanted and staked after Hurricane Irma. CLM will provide a quote based
on the plan adopted and perform the service on Mr. Sells Notice-to-Proceed.
• Radio Road is a County maintained arterial roadway. Plant material on the side of the road
was trimmed; side row mowing in the Berkshire Lakes area between the street and sidewalk
is done every two to three weeks in summer.
• Visibility is hindered on the south turn lane entering Windjammer Village. Mr. Sells will
notify Pam Lulich, Manager, Landscape Operations, to direct CLM to prune the plant
material to conform to County site line height standards for turn lanes.
Mr. Sells directed CLM to cut back plant foliage on Median #3 to enhance visibility from the turn lanes
feeding Santa Barbara Boulevard.

A. Landscape Architect’ Report – Harry Sells
The Committee reviewed Windham Studio’s quarterly Maintenance Report recommendations for
Radio Road and Devonshire Boulevard dated September 7, 2018 noting repetition of comments.
Devonshire Boulevard
Irma tree and plant replacements will be phased in as directed by the Committee.
Mr. Sells suggested landscaping Median #3 with Gold Duranta Mound in the center and Perennial
Peanut on the perimeter to enhance visibility and reduce sight line issues created by the re-design of
the turn lanes onto Santa Barbara Boulevard.
The Committee discussed Windham Studio’s report, agreed it was not beneficial and decided to
retain a Landscape Architect on a specific project basis.
Mr. Lewis motioned to terminate the work order for Windham Studio, Inc. effective September 29,
2018. Second by Mr. Dopko. Carried unanimously 4 – 0.
Radio Road Maintenance Report
Pam Lulich, Manager Landscape Operations, provided a weekly landscape recap report covering
the period of May 1, 2018 to August 28, 2018 for Radio Road, an arterial roadway maintained by the
County.
Landscaping and curbing of this roadway was financed by the M.S.T.U., consequently the County
apprises the Committee of landscaping maintenance to protect the M.S.T.U.’s investment and ensure
the roadway is kept in good condition.
Committee discussion noted the following:
• The format is different from previous reports.
• CLM’s “Temporary Contract” with the County for service limits side mowing of the
roadway to every three weeks.
• The report is beneficial, and the Committee would like to continue to receive it.
Mr. Sells will contact Pam Lulich, inform her the Committee prefers the former report style, and
update members on the status at a future meeting.
VI. Project Manager Report – Harry Sells
A. Budget Reports September 10, 2018
Mr. Sells distributed the “Radio Road MSTU Funds 158 Budget for September 10, 2018 for
information purposes highlighting as follows:
• $119,774.18 of the FY18 property tax revenue budget of $124,400.00 has been collected.
• 2018 Operating Expense budget is $160,300 of which YTD commitments total $26,442.52;
expenditures total $99,061.23.
• Uncommitted Operating Expense funds available are $31,196.25.
• Estimated Cash balance including unspent Commitments totals $799,124.02.
• General Funds for improvements are available to fund special projects or operating expense
shortages if a budget amendment is approved by the Board of County Commissioners.

B. Marlene Sherman Sun Set Request
Ms. Sherman requested the Board of County Commissioners (BCC) “Sunset” the Radio Road
Beautification MSTU (Ordinance 96-94) and related ordinances at the BCC meeting on
June 12, 2018.
The BCC directed the MSTU to continue with the “M.S.T.U. Community Outreach Plan” which
defines a list of initiatives performed on an annual basis.
The Sun Set request may be reviewed by the BCC in the future pending evaluation of the “Outreach
Plan.”
C. Community Outreach
Mr. Sells reviewed the “MSTU Community Outreach Plan” outlining the public outreach efforts to
provide information and solicit input from tax paying residents noting:
• Monthly Meetings – Ongoing and open to the public the second Monday of each month.
• Community Surveys – A survey is scheduled for distribution in peak season with the goal of
yielding a higher return rate and more accurate consensus of property owner’s opinions.
• Public Meetings – HOA meeting presentations will be conducted by Staff and Committee
members.
• Comprehensive Mailings – Fliers, Newsletters and Surveys.
• Newspaper Guest Commentary- publication of articles directed by Staff to disseminate
information to the public.
Staff reported the collection of residents email contact information from the survey results enables
them to distribute an update of activities and projects.
D. Status of Irrigation System and Controllers
The well and mixing chamber pumps on Radio Road are powered by an “open delta” three phase
transformer. This type of transformer is very susceptible to voltage spikes.
Mr. Sells initiated the following actions to repair the damaged irrigation system:
• The variable frequency drive was replaced.
• The surge protectors were replaced.
• An isolation transformer has been ordered and will be installed upon receipt.
• Funds are available in the budget to finance the project.
E. Rich King Entryway
The “Rich King Greenway Entryway” project to refurbish the Greenway entrance, approved by
Board of County Commissioners on June 11, 2013, is postponed. Plans are finalized and funding
is available for the project.
F. Request for Street Lighting San Marcos Blvd.
Mr. Sells distributed an email response to the Outreach Survey from Carly Gibb requesting the
committee consider installation of street lights and sidewalks on San Marcos Boulevard citing
safety concerns.
The current Ordinance 96-94 does not provide for street light installation and the request would
require Board of County Commissioner approval. He will confirm that the suggestion is from a
Radio Road M.S.T.U. homeowner/taxpayer and develop information on the requested project.

All project requests from Radio Road M.S.T.U. property owners are submitted to the Advisory
Committee for review. If the project conforms to the Ordinance statutes and is deemed viable, the
Advisory Committee presents it to the Board of County Commissioners for consideration.

Mr. Sells provided an overview of the M.S.T.U.’s duties and responsibilities’ noting:
• It is a County taxing authority for all property owners within the defined boundaries.
• The boundaries run from the canal south of Golden Gate Parkway to Davis Blvd. between
Airport Pulling Road and Santa Barbara Blvd.
• Monies can be expended on any project for equal benefit of those within the M.S.T.U.
• The original purpose of the M.S.T.U. was to landscape Radio Road and the corresponding
medians.
• Currently the responsibility has been shifted to the landscaping on Devonshire Blvd.
• Meetings are publicly noticed on the County website and the local newspaper.
