A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA,
SUPPORTING THE CITY OF NAPLES STATE
APPROPRIATION REQUEST FOR THE NAPLES BAY RED
TIDE SEPTIC TANK MITIGATION PROJECT.
WHEREAS, the City of Naples (City) and Collier County (County) have partnered to
convert septic tanks to a centralized sanitary sewer system to improve water quality by reducing
nutrient loading in the sensitive, impaired waters of the Gordon River Extension that flows into
Naples Bay and enters the Gulf of Mexico; and
WHEREAS, although Karenia Brevis (red tide) blooms naturally offshore, once close to
the coastline, many scientists believe that the red tide blooms may use both human-contributed
and natural nutrients as fuel; and
WHEREAS, the project would remove nutrients and other pollutants generated from 366
septic tanks in a low to moderate income neighborhood which historically floods; and
WHEREAS, to minimize disruption to the area, as the construction of the sanitary sewer
collection system is occurring, the County will make stormwater management improvements on
multiple streets between Goodlette Frank Road and U.S. 41; and
WHEREAS, the joint project is located in unincorporated Collier County but within the
water and sewer service area of the City of Naples; and
WHEREAS,the City has established a Special Assessment District to assess the property
owners for the septic tank abandonment and service to central sewer; and
WHEREAS, the City is requesting a legislative appropriation to subsidize the cost of the
project in order to lower the final assessments to this low to moderate income neighborhood.
NOW, THEREFORE, BE IT RESOLVED BY BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, to support an application by the
City of Naples for up to $1,200,000 in State appropriations for the Naples Bay Red Tide Septic
Tank Mitigation Project.

RESOLUTION NO. 2018 - 1 9 4
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, SUPPORTING REQUESTS BY THE
CITY OF EVERGLADES CITY FOR FUNDING OF A TEMPORARY
WASTEWATER BYPASS PLANT AND DESIGN AND CONSTRUCTION
OF A NEW WASTEWATER SYSTEM.
WHEREAS, the City of Everglades City's wastewater treatment plant is in a state of
disrepair and needs replacement; and
WHEREAS, on September 10, 2017, Hurricane Irma caused extensive damage to
Everglades City and to the wastewater system; and
WHEREAS, Everglades City is a party to a consent order issued by the Florida
Department of Environmental Protection (FDEP) concerning the operation of the wastewater
system and its non-compliance with various environmental rules and other requirements of FDEP;
and
WHEREAS, the wastewater plant is located at the intersection of the environmentally
sensitive Ten Thousand Islands/Everglades National Park and the Big Cypress National Preserve;
and
WHEREAS, Everglades City intends to request State appropriations for a temporary
wastewater bypass plant, apply for United States Department of Agriculture disaster assistance
grants for wastewater systems, and submit an Action Plan for consideration of funding by the
Community Development Block Grant—Disaster Recovery(CDBG-DR)program for wastewater
system replacement; and
WHEREAS, currently, Collier County is assisting Everglades City via a Technical
Assistance Interlocal Agreement.
NOW, THEREFORE, BE IT RESOLVED BY BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, to support an application by the
City of Everglades City for up to$5,000,000 in State appropriations for the Everglades City utility
wastewater bypass plant to protect environmentally sensitive public lands and waterways, an
application for disaster assistance grant funding from the USDA, and an Action Plan for
consideration of funding by the CDBG—DR program for wastewater system replacement.

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, SUPPORTING THE UNIVERSITY OF
FLORIDA INSTITUTE OF FOOD AND AGRICULTURAL SCIENCES
SOUTHWEST FLORIDA RESEARCH AND EDUCATION CENTER
STATE APPROPRIATION REQUEST FOR IRRIGATION AND
DRAINAGE SYSTEM IMPROVEMENTS.
WHEREAS, the Southwest Florida Research and Education Center (SWFREC), part of
University of Florida Institute of Food and Agricultural Sciences (UF/IFAS),was established as a
UF support facility in 1958 and became a OF/IFAS research and education center in 1986 after the
agricultural industry in Southwest Florida convinced the State that the region needed its own center
to serve the region's unique agricultural and natural resources needs; and
WHEREAS,the research,education,and extension activities at SWFREC continues to be
an economic engine for the region and the State; and
WHEREAS, the SWFREC serves the entire State, focusing on Collier, Lee, Charlotte,
Hendry,and Glades counties,which produce almost 25%of Florida's citrus and nearly 80%of the
tomatoes and other fresh vegetables sold during the winter to U.S. markets; and
WHEREAS,the SWFREC is a valuable regional portal providing technology and science
regarding the management of water, environmental issues, and natural resources critical to the
economic development of the region and State; and
WHEREAS,outdated,manual irrigation and drainage system technology that is frequently
in disrepair cannot adequately control water during the low and high rainfall periods resulting in
the repeated loss of experimental data from drought and flooding conditions and leading to a
reduction in plant growth,yield, drop of fruit, and death of the study plants; and
WHEREAS, this outdated, manual irrigation and drainage system hampers agricultural
research and education and limits the goal of improved water quality and quantity in Southwest
Florida by preventing replication of environmental conditions of grower clientele that have
automated systems for water control.
NOW, THEREFORE, BE IT RESOLVED BY BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, to support an application by the
Southwest Florida Research and Education Center for up to$1,250,000 in State appropriations for
irrigation and drainage system improvements.
