Collier ('aunty has been working with FEMA and their national service provider (Michael Baker Jr., Inc.)
for the past six years to develop the detailed scientific information for preparation of a new digital flood
insurance rate map (DFIRM) that incorporates both coastal surge and rainfall- induced flooding risk
analyses. As that effort is nearing completion, a schedule has been prepared for the public release of the
Preliminary DYIPM and the subsequent 90 -day period of time for submittal of comments, protests and
appeals.
Chu current schedule is for a series of public meetings to be held in Collier County each evening from
August 16 20, 2010, for the public to get their first look at the Preliminary I)FIRMs. Mid - August is not
a good time to conduct public meetings in Collier County. Many year -round residents are out of town oat
final vacation trips just prior to the start of the school year and out -of -state property owners generally
don't start relarning to their winter homes in Collier County until October.
Based upon the information provided to Baker by the County's consultant, there appear to be vast
differences in the number of properties to be located within the Special Flood Hazard Area when
comparing the currently effective FIRM with the proposed Preliminary DFIRM. It is very important for
our local property owners to be available to learn about the changes. As government officials, we skive
to be open and responsive to the interests of our constituents. We do not want to create any situation
where it appears that an issue of this magnitude was taken through the public review and comment period
when there would be the fewest number of people available to see it.
In discussions held between Our Collier County staff and FFMA staff who are actively working on
completing the development of the Preliminary DFIRMs, it has been mentioned that delaying the public
viewing and comment period from August until September dices not work well for FGMA. 1 here are end -
