Backup Documents 12/13-14/2011 Item #11CAl C-12 �4mrrllSSlOJ��' 0i�Cl' EXECUTIVE SUMMARY Approve a request by North Naples Fire Control and Rescue District that allows it to provide Advanced Life Support non - transport services outside NNFD's boundaries when responding to: (1) emergency 911 calls; (2) calls made pursuant to the terms of automatic aide agreements; or, (3) calls made pursuant to the terms of the Collier County Fire Chiefs Local Mutual Aid Agreement, dated January 25, 2011, and authorize the Chair to sign a letter approving same. OBJECTIVE: To authorize North Naples Fire Control and Rescue District (NNFD) to provide Advanced Life Support (ALS) non - transport service outside its boundaries within Collier County. CONSIDERATIONS: On February 8, 2011, the Board of County Commissioners (Board) issued North Naples Fire Control and Rescue District (NNFD) a Certificate of Public Convenience and Necessity ( COPCN) that allows it to provide ALS non - transport services within its boundaries. From time to time, NNFD is requested to respond to: (1) emergency 911 calls; (2) calls made pursuant to the terms of automatic aide agreements; or, (3) calls made pursuant to the terms of the Collier County Fire Chiefs Local Mutual Aid Agreement, dated January 25, 2011. This item is intended to allow NNFD to provide ALS non - transport services outside its boundaries until such time as the COPCN expires on February 27, 2012. The Collier County Medical Director's Common Medical Protocol will continue to be used for the provision of these services as required in the current COPCN. Emergency Management Services staff is presently reviewing NNFD's application for renewal of its COPCN that, if approved by the Board, would authorize it to provide ALS -non transport services outside of NNFD's boundaries. This item is expected to be considered by the Board in January 2012. Emergency Management Services staff is in support of this request. The Collier County Fire Chief's Association is also in support of this request. FISCAL IMPACT: None. GROWTH MANAGEMENT IMPACT: None. Tober, MD, FACEP, Medical Director, Collier County A AT commissioner Coletta: aer Mr. Feder's request, I am providing you with information for your use egarding the request by James Stoner of FL Lauderdale, that the County file ind formally record a maintenance map of Mamie Street (private), wherein the . Dunty would accept it for maintenance and it would become a public street hereby keeping certain parcels from becoming land - locked, from the intersection )f Chokoloskee Drive to the terminus located at the Smallwood Store, the reason wing because the County has maintained this road in the past. Staff has esearched past records /documents and found no official evidence where the Zounty was ever offered, requested, nor accepted dedicated ROW for this street. Ne offer the following bullet points for consideration: • Mamie Street is a private street and maintenance was performer) as a courtesy, by the County, at previous direction and has continued to date. The decision to maintain even though a private street was probably based upon earlier cases where this service was performed to address public health and safety. Please understand that there are liability issues involved with the County being asked to accept Mamie Street for ROW purposes. The County would have to bring the street up to County standards in order for acceptance, which would incur significant expenditures on the part of the County, as it would involve stormwater /drainage improvements, water retention studies and issues, and the actual widening of the street if permits could be obtained. It would be hard to justify these costly improvements when what we are dealing with is basically a private drive of benefit to just a few residents. • If the issue is pushed, staff will recommend that the continued, "As Is" courtesy maintenance of Mamie Street be stopped, because it will place the County in a position of legal liability, or significant unfounded expense because this is a substandard roadway.
