The purpose of this modification is to move $21,500.00 of funding from Modification 4
(FY 09) for the McIlvane Marsh Preserve to the Railhead Scrub Preserve Phase II. This
modification also extends the Period of Performance and revises the Reporting/Delivery
Requirements on the agreement.
I. Article VI, PERIOD OF PERFORMANCE, is revised to read:
The Period of Performance for this agreement is extended until 30 September 2016..
2. Article XII., REPORTING/DELIVERY REQUIREMENTS is revised to read:

An annual Federal Financial Report (Standard Form 425) shall be
submitted within 90 calendar days after the agreement year (i.e. 12 months
after the approved effective date of the agreement and every 12 months
thereafter until expiration date of the agreement.) Recipient shall submit
an original to the Service Administrative Officer and a copy to the Service
Project Officer.

Final
A final Federal Financial Report (Standard Form 425) shall be submitted
within 90 calendar days after the expiration date of the agreement or
termination of support. Recipient shall submit an original to the Service
Administrative Officer and a copy to the Service Project Officer.
3. The Agreement has been expanded to include a seventh project, exotic invasive plant
removal within the Railhead Scrub Preserve Phase II (Exhibit A — Project Plan & Maps).
The amount of $21,500.00 originally reserved for McIlvane Marsh Preserve will be
targeted to restoring 55 acres of pine flatwoods, xeric oak scrub, cypress, and wet prairie
habitat on the Railhead Scrub Preserve Phase II.
All other terms and conditions remain unchanged.

1. Planned Work:
The 55 acre Railhead Scrub Preserve Phase II (Railhead South) contains the following ecosystem
types: pine flatwoods, xeric oak scrub, cypress, and wet prairie. Pine flatwoods and xeric oak
scrub comprise most of Railhead South.
Invasive plants, including downy rosemyrtle, melaleuca, Australian pine, Brazilian pepper, and
lygodium are present throughout all the ecosystems of Railhead South. Contractors will be hired
to conduct non - mechanical, hand cutting/backpack spraying treatments of the exotic plants within
Railhead South. Follow -up treatments will occur quarterly for the first year, bi- annually for the
second year, and annually every year thereafter.
2. Contributions of the Parties:
The Service will be responsible for contracted labor for initial treatment of exotic plant species
within 55 acres of Railhead Scrub Preserve Phase II during the fall or winter of 2011.
Collier County will be responsible for contracted labor for maintenance treatment of exotic plant
species within 55 acres of Railhead Scrub Preserve Phase II until 2017.
3. Estimated Costs:

4. Work Schedule:
Initial work associated with this habitat restoration project is expected to be completed in
approximately 2 years from the modification date. The landowner is responsible for obtaining
any necessary permits prior to the start of the project. The landowners will not begin work until
consultation under the Endangered Species Act (i.e. informal Section 7 consultation) has been
completed. The Landowner will notify the Service upon completion of the project.

Although not required by this Agreement, the Service hopes that the landowner, where
appropriate, will help make others aware of the need for exotic species control, the importance of
preservation of natural areas, and the potential for support provided through the Partners for Fish
and Wildlife Program.
5. Part of Larger Agreement:
This Project Plan is agreed upon between the Cooperator(s) and the representative of the U.S.
Fish and Wildlife Service and, before it is carried out, it will be incorporated in a Wildlife
Cooperative Extension Agreement to be signed later.
