Hurricane Irma-Recovery 2018
Collier Schools-Interlocal Agreement
DAN E. SUMMERS, DIRECTOR, CEM, FPEM
COLLIER COUNTY BUREAU OF EMERGENCY SERVICES AND EMERGENCY MANAGEMENT
Interlocal Agreement…
Previous Interlocal Agreement between Collier County BCC
and District Schools of Collier County, served us well for over a
decade AND met all FEMA requirements.
Months following Hurricane IRMA, FEMA ruled that School
Districts’-Statewide; including retro-active reimbursements
back to Hurricane Matthew, were not eligible for direct FEMA
assistance for shelter cost reimbursement.
FEMA understood Florida Statue that clearly provides for
County Emergency Management agencies to utilize public
schools and universities for sheltering, but it does not provide
sufficient clarity to allow the Districts’ to be direct applicants
with FEMA.
FEMA Reimbursement…
