list of the items that my staff has pulled together for 2011 and 2012, but we are still reviewing 2010 to see what is
missing within that year. Please let us know if you have any questions.

Many of these items are after - the -fact grant submittals and /or agreements and we would like to have the follow -up
documents, such as acceptance, award letters, etc. to make the item more complete. Most seem to be applications, so if
they were awarded to the Immokalee CRA, then that would need to be included as part of that record for that (BCC as
the) CRA agenda item. Our office is responsible to maintain that record.
We'll send you 2010 missing documents as soon as we can get that review completed.

After careful consideration and review of the submitted information, we were unable to
take favorable action on your Rural Business Enterprise Grant pre- application. The
specific reasons for our decision are as follows:
RD Instruction 1942 -G states that the proposed project must not duplicate
economic development activities for the project area. After review of the
submitted information, we could not conclude'this would be the case. It appears
that Collier County CRA is already providing these services under another name
— Immokalee Business Development Center, administration and instructors are
already on staff and have already launched the Entrepreneur School with the
second session beginning this month.
• RD Instruction 1942 -G states that grants may be made only when there is a
reasonable prospect of success and that the applicant should be operating with a
sound financial base. After review of the submitted information, we could not
conclude this would be the case. The narrative indicates that Collier County
CRA's primary source of revenues for the operation of the IBDC has been from a
CDBG for the last two years and this funding source will not be renewed. There
is no evidence of continued sustainability of the project as it appears that it is
very dependent on grand funding.
• RD Instruction 1942 -G states that RBEG funds cannot be used for the grantee's
own operations /working capital as it would constitute a pass through grant which
is not an allowable purpose for the RBEG program. It appears from the narrative
and budget that the grantee intends to use the funds to continue paying for
overheard /working capital of the current project and current staff.
