Agenda 10/09/2018 Item #16D 110/09/2018 EXECUTIVE SUMMARY Recommendation to approve the conveyance of a Raw Water Utility Easement along the eastern edge of the Gordon River Greenway to the City of Naples. OBJECTIVE: To grant the City of Naples a Raw Water Utility Easement over a parcel of County- owned land necessary to construct operate and maintain reclaimed water system infrastructure. CONSIDERATIONS: In 2006 Collier County granted a perpetual, non-exclusive easement along the eastern edge of the Gordon River Greenway property to an adjoining property owner for, among other things, utility facilities. This easement was subsequently amended and expanded in 2009 and 2014. The City of Naples now wishes to obtain a Raw Water Utility Easement over the same area. In the spring of 2017, the City of Naples experienced a deficit of approximately three (3) million gallons per day (MGD) of canal water to supplement the City’s reclaimed water system due to a severe drought. The deficit led to the concept of complementing the canal pumping system with water from the City’s raw water well fields that supply water for the potable water system. The goal is to provide up to three (3) MGD of raw water to the reclaimed water system. The proposed system is similar in nature to the County’s Mule Pen supplemental irrigation water supply facility. An 18” raw water pipeline, metering station, and associated appurtenant facilities are proposed to be constructed in the proposed easement by the City. FISCAL IMPACT: The total cost for recording the Raw Water Utility Easement will not exceed $37. Funds in the amount of $37 will be paid by the City of Naples. GROWTH MANAGEMENT IMPACT: There are no Growth Management impacts associated with this action. LEGAL CONSIDERATIONS: The attached Raw Water Utility Easement has been approved for form and legality and requires a majority vote for approval. -JAB RECOMMENDATION: To approve the attached Raw Water Utility Easement along the eastern edge of the Gordon River Greenway; authorizes the Chairman to sign the a ttached Raw Water Utility Easement; and directs the County Manager, or his designee, to record the Raw Water Utility Easement in the Public Records of Collier County, Florida.
