EXECUTIVE SUMMARY
Recommendation to approve an agreement for $318,142 with Quality Enterprises USA, Inc.,
pursuant to Annual Contract “14-6212 Bridge Repairs and Maintenance,” for repairs on Bridge
030149 (Bluebill Avenue over Naples Park Canal), Project Number 66066.
OBJECTIVE: To obtain construction services for repairs on Bridge 030149 (Bluebill Avenue over
Naples Park Canal).
CONSIDERATIONS: As part of the Statewide Bridge Inspection Program, the Florida Department of
Transportation (FDOT) inspection reports for Bridge 030149 (Bluebill Avenue over Naples park Canal)
outline numerous items that need repair including several spalled areas, cracking, pile corrosion and
delamination. These items, along with others mentioned in FDOT reports, need to be repaired to extend
the useful life of the bridge.
On July 21, 2016, Collier County issued a Notice to Proceed (NTP) to American Consulting Engineers
(ACE) of Florida, LLC, for Bridge Repair Plans and Post Design Services on Bridge 030149. The
consultant delivered a set of plans and specifications for the repairs of the subject bridge.
On May 23, 2018, Collier County’s Road Maintenance Division issued Request for Quote (RFQ) No.005
to the two (2) awarded Contractors under Contract “14-6212 Bridge Repairs and Maintenance.” Both
Contractors submitted bids by the June 1, 2018 due date. The results below include the total base bid plus
the $20,000 project allowance.
1. Quality Enterprises USA, Inc. bid $318,142
2. Wright Construction Group, LLC. bid $320,192
ACE’s estimate of probable construction cost was $183,623. ACE was asked to review the bids and
provide an explanation of the 57% price difference. AEC found that the Maintenance of
Traffic/Mobilization line item accounted for the significant difference in its estimate and the bids. The
Engineer of Record feels that the bidders’ prices for Maintenance of Traffic and Mobilization is based on
the location of the bridge and access to performing the repairs. Staff performed a bid analysis based on
Statewide Average Unit Prices and estimated a construction cost of $271,384.89.
Staff is recommending the award of this contract to the lowest bidder Quality Enterprises USA, Inc., as it
is unlikely that a public bid would bring significantly lower prices.
FISCAL IMPACT: Funds in the amount of $318,142 will be funded with gas taxes within the Road
Construction Fund 313, in the Bridge Project No. 66066.
The completed project can be expected to have the following operational and maintenance impacts:
Maintenance costs are expected to be incurred for the existing structure per FDOT and Collier County
Road Maintenance specifications and guidelines.
GROWTH MANAGEMENT IMPACT: The project is in conformance with the goals and objectives of
the Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval. -SRT
