EXECUTIVE SUMMARY
Recommendation to approve Change Order No. 1 for Johnson Engineering, Inc., for the “Sunshine
Blvd. from 17th Ave. SW to Green Boulevard” LAP project, for the design of sidewalk and
pedestrian bridge improvements in the amount of $27,604 (Project No. 33505).
OBJECTIVE: To approve Change Order No. 1 to Johnson Engineering in the amount of $27,604,
needed to cover the cost of a bridge hydraulic recommendation analysis for the pedestrian bridge,
consisting of a bridge hydraulic and scour analysis report and a canal topographic survey. Additional
time of 150 days is proposed to allow the consultant to assist, perform the analysis, certify and closeout
the LAP design project, and will also allow review time for FDOT.
CONSIDERATION: The proposed pedestrian bridge involves the re-use of an existing 3-span
prefabricated steel truss bridge taken from a previous pedestrian bridge location on Vanderbilt Drive. The
original scoping of the pedestrian bridge design work anticipated that the longer bridge center span would
be located outside the top of the canal opening. During the 60% design review phase, FDOT provided
comments requesting assurance that no adverse impact will be created by the proposed bridge in terms of
water surface rise and anticipated scour which requires a bridge hydraulic analysis to be performed.
Furthermore, an existing SFWMD and County canal maintenance ramp is present at the proposed location
which will be eliminated because of this pedestrian bridge. To address any future road improvements
and current sight distance concerns, the proposed bridge alignment will result in the bridge support
pilings installed on the slopes of the Green Canal within the high-water level elevation.
On March 28, 2017 (Agenda item 16A2), the Board of County Commissioners (Board) approved a
contract with Johnson Engineering, Inc., for Engineering and Design Services for LAP funded projects.
This project has two components, a sidewalk and a pedestrian bridge. The County issued the purchase
order for that work on October 19, 2017. As stipulated in contract number 15-6471, Exhibit IV, Section
8, work order assignments more than $200,000 shall be approved by the Board of County
Commissioners. Change Order No. 1 increases the project cost by $27,604, or 15% percent of the original
total of $184,124, for a new total of $211,728.
FISCAL IMPACT: The total increase to the award amount is $27,604 for a new total work order award
of $211,728.00. Funding is currently available within the Growth Management Transportation Capital
Fund 310. A budget amendment is necessary to appropriate funds for the project. Source of funds is
Transportation Capital Fund 310.
GROWTH MANAGEMENT IMPACT: This project is consistent with the Transportation Element of
the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval. -SRT
RECOMMENDATION: To approve Change Order No. 1 to Work Order No. 4500182655 for the
“Sunshine Blvd. from 17th Ave. SW to Green Boulevard” LAP project awarded to Johnson Engineering,
Inc., which increases contract time by 150 days and the contract amount by $27,604, for a revised total
contract amount of $211,728; authorize the Chairman to sign the attached Change Order; and authorize
any, and all, budget amendments that may be required to carry out the collective will of the Board.
