proxy respondent.
June 30 - The operation called "Vacant Delete Check" (V DC) began in the field, i.e. Enumerators received their
assignments and began doing the work door to door.
Wed., July 14 - The AMFO (Assist. Manager Field Operations) came to our Crew Leader meeting with hundreds of EQs
(Enumerator Questionnaires) from the previous day's work, and (verbally) told the FOS and Crew Leaders to ERASE
AND CHANGE Vacant-UHF (Usual Home Elsewhere/Seasonal) to Vacant-Regular on all of the EQs where a proxy had
given the information. The FOS and Crew Leaders complained because of the extra work, because it didn't "make sense."
and because the EQs were already certified and signed by the Enumerators and Assistant Crew Leaders! The AMFO
insisted we follow orders. Furthermore, all Crew Leaders were (verbally) told by the AMFO to instruct all Enumerators in
the field, starting immediately, to mark EQs as Vacant-Regular when the respondent is a proxy who says the address in
question is "seasonal."
Thurs., July 15 - All Crew Leaders relayed the AMFO's instructions to all Enumerators in the field.
Thurs" July 15 - A conference call was announced for Friday at 1:30 p,m,
Fri" July 16. 1:30 p,m. - Conference call included the RT. LCOM, AMFO, 7 FOSs and 35 CLs. Additional (verbal) rule
was given on phrasing Question S2 so as to get a "No" answer every time the Enumerator talks with a proxy. Objections
to this rule which contradicted our official Manual, were met with raised voices. and a threat to one's job if they did not
comply. We were informed of a meeting to be held on Monday at 10:00 a.m.
Fri., July 16 - There were so many EQs being erased and changed, I counted the day's workload and noted these
statistical figures. Total of294 EQs that day; 54% of them were changed:

On this day, there were originally 171 Vacant-Seasonal (58% of the total workload), and 52 Vacant-Regular. After
changing the EQs as instructed by the "new rule," there were only 12 Vacant-Seasonal (only 4% ofthe workload), and
/59 had been changed to Vacant-Regular, This huge change was very disturbing as the Manual has strict warnings of
fines and imprisonment for "falsifying data," and we had nothing in writing to prove the origin of the "new rule."
Sat., July 17 - To follow the chain of command, I wrote an Info-Comm (memo) to my FOS detailing my concern about
erasing/changing finished EQs according to the "new rule" and that the "new rule" forced our Enumerators to mark
Vacant-Regular instead ofVacant-UHE when a proxy respondent clearly stated it was a "seasonal" home. I attempted to
include some of the above statistical data in the memo. I asked the FOS to deliver my memo to the LCO.
Sat.. July 17 - Again, to follow the chain of command, 1 wrote a second lnfo-Comm (memo) to my FOS detailing my
concern about the "new rule" regarding always marking Question S2 "No" when a proxy is the respondent. I asked the
FOS to deliver my memo to the LCO.

Mon., July 19 - The AMFO, 7 FOSs, and 35 CLs met in Naples, When the topic of the "new rules" and how to answer
Question S2 came up, many questions, comments and objections came trom the group. My FOS said he was not willing to
turn in altered EQs until we have these rules in writinf{, An argument ensued between the FOS and the AMFO, and the
AMFO indicated that he was aiready working on the FOS's termination. By the end ofthe meeting, the AMFO told the
group that "We'll have something in writing this afternoon."
Tues., July 20 - My FOS met with all his CLs, and he had a one-page document from the LCO (Local Census Office in
Fort Myers) regarding the "new rules," but it was not an official document, had no date, and no signature. The FOS was
summoned to the LCO and subsequently terminated. The FOS whose job had been threatened on the conference call, was
also tenninated.
Wed., July 21 -I wrote a three-page letter to the LCOM and cc'd the Regional Director ofthe Atlanta Office. [Never got
a response to it.] Also that day, I made an initial comment on the web site of the Office oflnspector General about the
situation. Later in the day, was in touch with an OIG agent, and I sent a copy of my three-page letter to him.
Thur., July 22 - We got a new FOS. He also told us to continue with the "new rule" and there were many EQs affected by
the change, so again I counted: 0f349 EQs that day (there were an exceptional number of "deleted" addresses in the
batch that came from a torn-down trailer park), 122 EQs were erased/changed trom Vacant-Seasonal to Vacant-Regular-
35% of the total workload, Additionally, there was no way of knowing how many more of the EQs were wrong because of
the "new rule" that the Enumerators had to answer Question S2 as "No" when speaking with a proxy, which automatically
rendered the final result Vacant-Regular.
Fri., July 23 - Due to orders from Atlanta (via Washington?) both the FOSs who had been fired got their jobs back.
Sat. July 24 - Thankful to have my FOS back and procedures put back to normal as the Manual dictates, and under the
impression that we would have the opportunity to correct the EQs still in our possession, I wrote a thank you letter to the
Regional Director in Atlanta and cc'd the Assistant Director. I also asked him how we would be able to correct or re-do
the thousands ofEQs that had already been shipped to Indiana. [Never got a response to my correspondence.]
Sat., July 24 - Found out from Crew Leaders in other districts, and confinned through my FOS that the other districts
were continuing to follow the "new rule" and had not been told to go back to the original procedures. It would be at least
Monday before they could be informed by the LCO in a meeting to ignore the "new rule" and go back to correct procedures.
July 24 - Aug. 10 - Throughout the remainder of the VDC operation - especially during the last big rush at the end of the
operation when I sometimes checked the work of Enumerators trom other crews - EQs continued to be submitted to me
incorrectly because Enumerators were confused by the changing rules, It is impossible to determine how many EQs
might have been completed incorrectly if Enumerators were still asking Question S2 to solicit a "No" answer.
Aug. 10 - My last day of work with the U.S. Census was August 10 when I turned in all the bags and materials from my
crew. (LCO did not contactlhire me for the final operation of the 2010 Census, and by that time, I was ok with that
decision.) The two FOSs who had previously been tenninated and re-hired were also not called for the final operation,
CONCLUSION:
Due to the "new rules," there were nearly 600 workers forced to erase/change EQs, or record information differently than
the respondent stated, or ask Question S2 in such a way that ONLY a "No" response could be given by a proxy
respondent. I had only two opportunities to compile data on the number of EQs being affected by the "new rules" and saw
that (159 EQs) 54% one day and (122 EQs) 35-plus% another day had heen changed. If our district was typical, then an
average of 140 EQs per day, multiplied by 7 districts, for a minimum of 14 days equals 13,769 altered EQs. My
understanding was that there were approximately 28,000 EQs in the VDC operation. If the percentages were to hold true
throughout the VDC operation in SW FL, there could have been 9,800 to 15,100 EQs changed. One big "unknown," is
that field operations personnel have no way of knowing whether any EQs were being changed in the office prior to July
13. If everything was correct for the first two weeks, then these estimates could be significantly adjusted downward.
However, the problem is, there is no lvay afknowingfor certain the number (~f incorrect EQs that were suhmitted with
wronf{ data, because the sample statistics are not broad enough to prove the total. Therefore, we are left wondering what
truly happened to the statistics of Southwest Florida.

I have no way of getting legal clarification on "Post Employment
Restrictions Under 18 USe. 207" for the 2010 Census. The document we
received upon termination of employment states:
"The law (18 U,S.e. 207) places certain restrictions on post employment
activities of former federal employees, The penalties for violating the
provisions of the law are criminal in nature, The post employment
restrictions are basically as follows: (1) A lifetime bar from
representing any other person before the United States in any particular
matter involving specific parties in which you participated personally and
substantially as an official.... "
It goes on, but I'm not even sure what the first paragraph means, so
that's enough for me to be cautious about the broad phrase "any particular
matter involving specific parties in which you participated..." If
somebody in Federal govt gets their feathers ruffled, no puny county
commissioner can offer "protection" for me!

Amid recently released 20 10 census data came an alarming headline: Nearly 20 percent of homes in
the state are silting vacant.
The exact numberlur the state is actually closer to 18 percent, and here in Pasco the rate is 17.2
percent, or 39.316 housing units,
This news, of eourse, is disconcerting tor any homeowner. Such a largc backlog of empty homes
eertainly can't be good lur those looking to sell or fur already baltered home values, I
But. after a closer look, the vacaney rate data may not be as grim as it seems. say some who work in
real estate.
"This is an incomplete and misleading statistic," said Stan Geberer, an associate at Fishkind &

For the U.S. Census Bureau's purposes, a "housing unit" is a single-family house, townhouse, mobile
home or trailer, apartment, group of rooms or a single room that is occupied as a separate living
quarters.
The problem with the big, banner headline declaring the state's vacancy rate is that the number
includes homes that aren't actually vacant, Geberer said.

The census counts seasonal, recreational and occasional-use homes in its initial vacancy data, said
Melissa Kresin, a census researcher. More detailed data that will break down the vacancy number by
homes for sale or for Tt.'Ilt and those that are fur occasi()nal, recreati()nal or seasonal use will be

For some historical perspeclive, however, consider the filII owing data that is already available.
The 2000 eensus showed a total ofl73,7l7 housing units in Pasco, ()fwhich 26,151 iUiU or 15
percent iJ)"IIJ were vacant. Of the vacant units, however, 14,915 were for seasonal, recreational or
oecasional use. Suhtracting the seasonal, recreational or occasional use properties puts the vacancy
rate at 6.5 percent.

By 2005, the American Community Survey showed 15 pereent of housing units in Pasco were
vacant, but aller subtracting seasonal, recreational and occasional units, thc total was closer to 7
percent. One caveat, the Census Bureau's ACS is an annual, ongoing survey ofa sample of the
population, while the census looks at the entire population.
In 2009. the ACS showed the vacancy rate at 23 percent, but atl4 percent aflereliminating seasonal,
recreational and occasional homes.
For comparison's sake, in 2005 the state's vacancy rate after eliminating the seasonal, recreational or
occasional homes was 7 percent; in 2009 it was 12 percent.

Pasco's bump from 2005 to 2009 is, of course, related to the housing bust, be it homeowners going
into foreclosure, short-selling or simply abandoning their homes, or people having to leave the area to
find jobs as construction slowed, said Michael Slatcr, president of Tampa-based Triad Research &
Consulting, a real estate market research and economic consulting firm.
While it vvill be a little while before we know from the census how many Paseo properties are used
lor winter getaways and how many are truly vacant. it is true there are plcnty of homcs languishing
on the market. Just ask any local Realtor.
"Thcre are definitely more of them out there. I see them more in areas where the market really
boomed, like Wesley Chapel, southern Land 0' Lakes and parts ofLut7," said Jane Mooney,
president of the East Paseo Association of Reahors and a Realtor ,vith Century 21 13 ill Nye Realty.
Those homes in foreclosure or going through a short sale ilL: Ii when the bank agrees to sell a
property for less than what is owed on the mortgage il bring down the priees of all homes,
Mooney said.
Working through that inventory won't be a quiekjob, Slater said, but interestingly enough, he said
he's seeing some glimmers of optimism in Pasco if just not for the single-family home market.
He's working on four feasibility studies for apartmcnt projects in the county; in the past eight years,
he had worked on only three.
"The environment for new apartments is very positive," he said.
"There are m~ior institutional builders all looking at Pasco."
