Dear Board of County Commissioners
I am compelled to write to you expressing our concerns at the prospect of losing yet another piece of paradise for the
convenience of one entity by infringing on the peace of many long time residents while creating an even bigger and
riskier traffic nightmare.
Specifically the Seed to Table CPUD (PUDZ-PL20170003766) and Seed to Table Commercial Subdistrict
(PL-20170003768/CPSS-2018-1)
The intersection of lmmokalee Rd and Livingston Rd is already a big challenge and adding a cutover from the proposed
employee parking lot/CAT park& ride to Seed to Table Market will only add more backups&traffic congestion at the
intersection. Pedestrian traffic will have an even bigger challenge trying to cross Livingston.

Seed to Table claims there won't be any pedestrians to worry about because they'll provide a shuttle for their
employees at shift changes, but what about the safety of those employees that are running early or late as well as the
Cat riders that want to grab a Dunkin Donut?
Seed to Table has proposed a gate access for the Cat Bus from Piper at the entrance to the FPL sub station putting new
volumes of bus traffic on that residential street. The Willoughby Acres area is heavily populated and only has 2 exits out
to Immokalee Rd and that's just going to add to the congestion.
The actual parking lot proposed by Seed to Table is to have a 6 foot concrete wall all the way around with a 15 foot
border of trees and plants outside the wall and low level (10ft) lighting. Those of us that have property butting up to this
area are very concerned we'll lose the use of our lanais and pools due to the loss of the woods that help buffer the noise
of Livingston traffic as well as the privacy they provide and none of us want our backyards lit up like a stadium. We also
fear that this area will become a haven for undesirable activities since it's not monitored.
We're all very concerned that this lot is going to devalue our properties. If I were looking to buy and this parking lot
butted up to my property, I'd be looking elsewhere-somewhere with some trees for birds and greenspace for nature.
We are all wondering what ever happened to the Greenway Path and why we continue to pave over paradise.
We're hoping this gives you some perspective of our views and that you'll vote AGAINST this whole thing.

It has been quite a while since we have spoken, I hope all is well. On behalf on Zoning, I am going to provide information
regarding the status of the applications for Seed to Table, and NIM information.
From your original email, I am addressing Question 2 (NIM Schedule) and Question 5 (Notification to Surrounding
Communities) related to PL20170003768 (GMPA for Seed to Table) and PL20170003766 (PUD Rezone for Seed to Table).
Both Seed to Table Applications (GMPA and PUDZ) are in the very early stages of review, in fact, staff completed its first
review on both applications in early April. The County received the initial PUD Rezone (PL20170003766)submittal on
March 6, 2018, and staff completed the first review on April 3, 2018 with rejections, and the County received the GMPA
submittal on March 6 and completed a first review on April 12 with rejections. Staff(all who had rejection comments)
and the applicant met following the first review, a courtesy meeting allowed for all petitions. At that time, Utilities and
the Applicant discussed potential changes regarding the involvement of Tract U (Utilities Tract), as noted, in the first
Review Comments Letter dated April 4, 2018 for PL20170003766 (Seed to Table PUDZ).
LDC 10.03.05 does require both petitions hold a NIM (a joint NIM is permitted).The Applicant will likely wait to schedule
a NIM once the Applicant and Utilities Team confirm potential changes and/or confirm there are no changes to both the
PUDZ and GMPA applications.
It is possible the applicant may have contacted the developments mentioned in your question 5, but at this time,the
County has not issued any public notifications. LDC 10.03.06.B.1 and B.2 requires Collier County to advertise public
hearings regarding "Ordinance or resolution for a rezoning, a PUD amendment, or a conditional use." Once the
applications have been reviewed and also approved by staff, staff will look at the public hearing calendar and related
advertising deadlines to meet 10.03.06 requirements for public advertisement and notification of the public hearings.
LDC requires the Applicant to advertise the NIM.

Good morning Jeff. Agenda Item 16.A.1 for the May 8, 2018 BCC meeting caught my eye. As an initial thought/concern,
(and I may have additional concerns later) I am curious how the proposed Ground Lease does not fall under the
provisions of Section 125.35, F.S.:
125.35 County authorized to sell real and personal property and to lease real property.—
(1)(a) The board of county commissioners is expressly authorized to sell and convey any real or personal property,
and to lease real property, belonging to the county,whenever the board determines that it is to the best interest of
the county to do so,to the highest and best bidder for the particular use the board deems to be the highest and best,
for such length of term and such conditions as the governing body may in its discretion determine.
I did not see any language in Section 125.045, F.S. that would provide for an exemption from the bidding requirements
of Section 125.35, F..S., unless it is asserted that the modest rent of$1,000/year is an "economic development
incentive" of a "below market rate lease" (see 125.35(5)(a); yet not noted in the materials); and even in that instance I
do not see an exemption from the bidding requirements. If I have missed such an exemption I stand corrected.

The lack of industrial zoned land and the possibility of developing a portion of the half section the county bought for the
landfill several years ago. It is between White Lake Corporate Park and the landfill. Maybe in conjunction with the
proposed new sports park...
The last large industrial site in coastal collier county is just to the east of Airport Road and will soon be gone. 9 acres to
13.5 acres contiguous . Before the "great depression"the county looked at buying for the utility department and other
departments but had no money,

'Golden Gate Estates.' The governmental facilities which can be constructed upon Trust Lands, or proceeds
from the sale of Trust Lands, shall be used for fire protection facilities, police facilities, public schools, libraries,
and recreational facilities, as well as any equipment necessary for the operation of these facilities.
The Randall Curve Parcels and Deed Restrictions
Parcel A is a 9.12 acre parcel located in Golden Gate Estates Unit 22. Statutory Deeds dated June 25, 2002,
and Corrective Deed dated July 25, 2006 from Collier County, a political subdivision of the State of Florida, by
its Board of County Commissioners, acting in their capacity as Trustee of the GAC Land Trust to Collier County,
a political subdivision of the State of Florida. The property is in Transportaton's inventory and under its

jurisdiction. The property is being utilized for storm water retention. The current zoning desgination is
Estates.
Parcel B is a 47.57 acre parcel located in Golden Gate Estates Unit 22. Statutory Deeds dated November 16,
2005 and Corrective Deed dated July 25, 2006 from Collier County, a political subdivision of the State of
Florida, by its Board of County Commissioners, acting in their capacity as Trustee of the GAC Land Trust to
Collier County, a political subdivision of the State of Florida for and on behalf of the Parks and Recreation
Division of Collier County (hereinafter referred to as "the Parks Division"). The property is in the Parks
Division's inventory and under its jurisdiction. The current zoning designation is Estates.
The Statutroy Deed included verbiage that states that:
1) The land (Parcel B) shall be utilized solely for the primary purpose of providing a neighborhood park in
Golden Gate Estates;
2) The Parks Divison may exchange Parcel B for other like property or properties where the land exchange
would allow the Counthy to assemble other properties that may be better suited for the development of a
park facility within the Orange Tree area, provided that this exchange of land will meet the primary purpose
of providing a neighborhood park;
3) The Parks, Division and any subsequent owners participating in any such land exchanges, shall be required
to submit all plans to the Golden Gate Estates Land Trust Committee to ensure that the proposed
development is complementary and esthetically pleasing to the immediate surrounding Orange Tree
community; and
4) In the event that Parcel B ceases to be utilized by the Parks Division in accordance with the aforementioned
restrictions and limitations, the County would deed the land back to the GAC Land Trust. Should the
County wish to sell the property, the Land Trust would be asked to authorize the sale with the proceeds
being directed to the development of the reigional park. The ultimate authority to sell or hold the property
rests with the Board of County Commissioners.
Park Uses/Alternative Uses:
The Parks Division evaluated the use of the parcels under its jurisdiction as a potential site for a community or
regional (rather than neighborhood) park. After careful review of the site, staff learned that:
• A portion of the area was "wet" (i.e.; underwater much of the year).
• The site was not best suited for the larger, more intensive community or regional park level of service. This
was in part due to the fact that the site was on the opposite side of Immokalee Road from where most of the
future residential growth was (is)to occur (e.g.; Orange Tree, Waterways). This would result in pedestrians,
cyclists and motorists having to cross an increasingly-busy Immokalee Road to reach a park entrance at this
location.
In light of these considerations, staff began looking at other sites for the new regional park and eventually
partnered with the Public Utilities Department on a plan to jointly develop land owned by the County
Water/Sewer District located east of the County Fairgrounds and behind Palmetto Ridge High School. The
Parks Division paid for the portion of the land designated for the park with impact fees. In addition, an
adjacent 90 acre lake area was deeded to the County and assigned to the Parks Division to be part of the
regional park. .
Given these events, the "Randall Curve" property is no longer needed by the Parks and Recreation Divison.
There were previous discussions for other potential uses of the property such as a location for a bus barn to
support the CAT Division, bus barn for the School Board District, and to use a portion of the lands to support

other Transportation needs related to roadway development at this intersection. As of this writing, no firm
plans have been established and no sites have been selected for any of those projects. The County Attorney's
Office has advised that Parcel B can be sold and the proceeds can be applied to the development costs for the
new regional park. Because the aforementioned statutory deed limits the use of parcel B to the development
of a park, the County Attorney's Office does not believe that it would be appropriate to change the zoning to a
different use for the sole purpose of selling the property.
