PETITION FOR THE INSTALLATION OF A TRAFFIC SIGNAL AT THE INTERSECTION OF 6B- i — Cbr►�. i�b e wov`1'eno HIGHWAY 41 /BAREFOOT WILLIAMS ROAD IN EAST NAPLES, COLLIER COUNTY, FLORIDA We, the Residents of Hitching Post Cooperative Mobile Home Park, Hitching Post RV Park, Tall Oaks I `� Manufactured Home Park, and Business Owners /Tenants of Hitching Post Plaza, do hereby request and petition the State of Florida Department of Transportation, and Officials of Collier County, to rectify the lack of a Traffic Signal at this extremely busy and dangerous intersection of HWY 41. In addition to all of the traffic into and out of these communities and businesses, the entrance /exit to the County's Eagle Lakes Park is also at this intersection, opposite Barefoot Williams Road. We find it difficult to understand how Public Officials at the State and County level can allow this dangerous situation to continue. There have been at least two accidents at this intersection the past few weeks. How many have to be injured and /or killed at this intersection before action is taken to erect a traffic signal ?? We would be glad to assist in any way that we can to get this traffic signal erected promptly!! Prepared By: Tindale- Oliver & Associates, Inc. 3 Collier County: Master Mobility Plan http://www.colIiergov.net/Index.aspx?page=2961 Transportation Piaht'l g New Master Mobility Plan This project is possible due to the receipt of an Energy Efficiency and Conservation Block Grant provided by the United States Department of Energy, the grant was created as a result of the American Recovery and Reinvestment Act (ARRA) of 2009. Over the past ten years Collier County has seen a dramatic swing in land development demands that has put a tremendous strain on resources and finances. The County implemented growth management initiatives and financial plans that took into account significant back log needs while contending with a record setting demand for infrastructure and services. The environment created a very reactive mode to managing our needs. The Transportation Planning Department, in coordination with the Comprehensive Planning Department, is now looking at a proactive way of managing the ultimate build out mobility needs of the county. The MMP will focus on demand management and early coordination rather than trying to finance mobility based on existing land use regulations. From a business perspective, reducing the physical demand for infrastructure is a far more practical approach than supporting mobility via continuous expansion planning and the need for increasing revenues such as impact fees, taxes, tolls and ad valorem. Approved HB 697 and proposed federal legislation all require local comprehensive plans to include a section in the traffic circulation element that indirectly reduces greenhouse emission through direct reductions in Vehicle Miles Traveled (VMT). The MMP focuses on several factors that would meet the compliance standards from HB 697. The Transportation Planning Department was also a successful recipient of a Department of Energy (DOE) grant that was approved by the BCC on June 9, 2009 as item 10E. The attached project charter provides a description of the concepts outlined within the MMP. The project charter has been endorsed by each Division Administrator and upon approval of the charter by the BCC, the project will be set in motion. The MMP will coordinate all the data from the East of 951 Horizon Study, the East of 951 Bridge Study, the Interactive Growth Model, the Long Range Transportation Plan, the Rural Land Stewardship Area update and all long range plans from each division and key stakeholders with consideration from each reviewing /permitting agency and environmental /agricultural advocacy groups. The MMP will be a single unified planning document that will provide a concise and practical guide to how we achieve mobility for people, goods and services while protecting habitat, environmentally sensitive land and agriculture with the primary focus of reducing VMT through demand management and coordination of purpose. The MMP will revolve around the following master plans and concepts: u,5 QInfrastructure Master Plan that provides direction on infrastructure, reducing redundancies and Increasing synergy with the goal of reducing VMT. / Land Use Master Plan that strategically locates public services as well as private residential, commercial and industrial development with the goal of reducing VMT. The MMP will culminate with the adoption of the above plans and agreements with a concise set of objectives and policy recommendations that would manage the implementation. The updated objectives and policy recommendations will be an Integral part of the EAR process scheduled through Comprehensive Planning for the spring of 2011. Project Activity 6: Collier County Master Mobility Plan (MMP) This project involves the development of and consensus for what will be called the "Collier County Master Mobility Plan" (MMP) . This plan will .guide the need and location of land use, public services (libraries, EMS, schools, etc) , multi -modal transportation and various infrastructures while protecting environmentally sensitive land and habitat. The MMP is intended to be a concise and practical plan that will manage growth in a sustainable, financially feasible and environmentally responsible manner. ,In addition, implementation of the early results of the plan such as local street network connectivity, signal timing and other regional significant projects will be completed within the term of the grant. The MMP will help guide Collier County through its next phase of growth efficiently and effectively. The investment in transportation, environmental protection, and other infrastructure will provide long -term economic and environmental benefits. Transportation facility investments and subsidies are justified in that they will stimulate economic development by: • Increasing and improving cost- effective, environmentally responsible transportation options. • Result in more cost effective transportation facility and service investments. • Increase transport system efficiency (reduces total costs or increase total benefits). • Reducing resource costs, such as the amount of fuel consumed per unit of transport, and the amount of land devoted to transport facilities. • Significantly reduce vehicle miles traveled. The savings that results when motorist reduce mileage are widely distributed throughout the economy. Although the job creation numbers provided are for the term of project only, the implementation of the MMP is expected to create and retain 100+ jobs that are sustainable through economy through the creation of needed infrastructure improvements, development of public, residential, commercial, and industrial establishments. The major benefit of implementing the MMP is a reduction of vehicle Miles Traveled. Motor vehicles are significantly responsible for air pollutant damages, including human health, ecological and esthetic degradation. Tailpipe emissions are pollutants released directly from vehicle exhaust pipes. Life cycle emissions include both tailpipe emissions and indirect emissions from fuel extraction and refining and distribution, vehicle manufacturing, and construction of facilities for transportation. unlike physical improvements, the plan's regulatory component will dramatically reduce vehicle miles traveled. Over 41,000,000 vehicle miles are traveled per year in Collier County. A conservative estimate of a 1OW reduction equates to 4,100,000 miles reduced. At the current price of gasoline and average gas mileage this equates to over $645,000 a year. This will be seen slowly at first but the savings are in perpetuity, Immediate savings will be seen in signal timing, (funded) local network enhancements and transit subsidies. The total project requires $473,476 from grant funding and is supported by $175,000 in developer contributions. Once implemented, the annual cost savings will exponentially rise after a year one savings of approximately $645,000 due to the anticipated increase in population and energy cost. The total project cost is $473,476. Approximately $17,351 of the "administrative costs" are being allocated to this project for a total EECBG request for this project of $490,827. This will minimize the overall development footprint and need for associated infrastructure which will also help preserve agricultural lands, habitat and the watershed. Tindale Oliver and Associates, Inc. (TOA) is currently under contract to complete Phase II of the MMP. Phase II will include the culmination of the data collected in Phase I into GIS layers depicting the changes anticipated to guide the need and location of land use, public services (Govt., EMS, Schools, Parks, etc), multi -modal transportation and infrastructures while protecting environmentally sensitive land, habitat and agricultural land with the primary purpose of reducing Vehicle Miles Traveled (VMT). The completion of Phase II will also result in Memorandums of Understanding (MOU's) with county stakeholders setting forth the goals to achieve in order to obtain the vision set forth in the MMP. AIM Engineering & Surveying, Inc. (AIM) is under contract to provide traffic modeling that will be required for TOA to complete Phase II of the MMP. The Consultant will work with both TOA and AIM during Phase II in order to identify what changes to the GMP and LDC will be required to meet the goals of the MMP. A public meeting will be held to present the Consultant's recommended changes to the GMP to the public. The Consultant will be required to actively participate in the presentation, The Consultant shall prepare project hand -outs, including comment cards, for distribution at the meeting. All presentations, media releases, and legal and display advertisements shall be prepared by the Consultant and reviewed and authorized by the County. A black- and - white, one eight (1 /8th) of -a -page display advertisement announcing the meeting shall be prepared and submitted to the County for approval. The Consultant shall publish the advertisement in the area newspapers having the largest daily circulation. Advertising costs are the responsibility of the Consultant, and shall be considered a reimbursable expense. Notification shall be made by the Consultant to elected and appointed officials and other stakeholders identified during Phase II, by e-mail (or letter in the absence of a valid e-mail address) no later than two weeks prior to the meeting. 6C-cR 1 Page 3 of 4 February 9, 2011 Reference: Contract 09 -5262 Prior to the meeting, the Consultant shall brief the County Staff who will be on hand during the meeting to make sure the staff is up to date on the project and understands the MMP well enough to discuss it with the public and answer questions. Meeting setup and take down shall be handled by the Consultant staff members familiar with the equipment and the facilities available at the workshop site. Conducting the meetings will involve knowledgeable Consultant staff and shall require enough staff members to handle the public anticipated for the meeting. Although the meeting may be scheduled for a certain time period, staff shall be available for some time before and /or after those set hours in order to maintain public contact, availability for media interviews, etc. Following the public meeting at which the Consultant recommendations are presented, the Consultant and County Staff will review the oral and written comments received during the presentation, and identify which recommendations require further consideration, and subsequently which recommendations will be presented to the BCC for consideration as potential GMP amendments. Task C — Develop Language for LDC and Present to_ the _Public Simultaneous with the work identified in Task B, the Consultant will identify each section of Collier County's Land Development Code where potential changes will be necessary to implement the amendments identified in Task B once approved. Conceptual narratives will be prepared to describe any changes to the LDC that might be needed subsequent to the GMP amendments; specific LDC language changes will not be prepared unless the LDC changes can be implemented without the need for supporting GMP amendments. The consultant will be responsible to review the information provided for accuracy and quality for utilization in future presentation or documents. Work on Task C will be presented at the same public meeting as the GMP recommendations. I live at the north end of Vanderbilt Beach and I am a board member of the Vanderbilt Beach Residents Association. I question the excessive planned height of this building. I've heard that FEMA requires that the building be at a greater elevation than the existing bathroom building. At the same time, I've seen the plan for the bathroom facility at the North end of the beach near the Wiggins State Park entrance showing a one -story ground level building. Why would there be a difference in the FEMA requirement at two ends of the same beach? One possiblility is that the elevations vary. On March 5th my husband used the altimeter feature on his GPS to compare the elevations at both locations. 1) South: floor of bathroom at top of ramp: 13 feet ground level at bottom of ramp: 10 feet 2) North: sand: 4 feet (less than 1/2 the elevation of South) The FEMA preliminary DFIRM Viewer Map shows the South facility is in a zone labeled VE 13. VE means the area has a 1 % chance of being flooded by storm surge created by wind - related events (hurricanes and tropical storms.) Special floodplain management requirements apply in V Zones. One states that all buildings must be elevated on piles or columns so they don't flood. The 13 that follows the VE designation is the Base Flood Elevation. Therefore, 13 feet above sea level is the elevation FEMA requires. Since the present facility is 13 feet above sea level, additional height for a new facility is not required by FEMA. C 8 A However, there is a FEMA compliance problem in the North bathroom facility plan. That location straddles the line between zone AE 12 and VE13. Zones beginning with A are areas where flooding is likely to occur because of a rain event and /or coastal flooding. According to FEMA's definition "Communities in zone AE must require that all new construction have the lowest floor elevated to or above the Base Flood Elevation." Twelve feet is the base flood elevation and ground level is 4 feet. To be in compliance, that bathroom facility should be elevated 8 feet above ground level. In conclusion, 1) Both the South and North facilities should provide adequate, modern, well- maintained bathroom facilities that meet FEMA height requirements. 2)To comply with FEMA, the bathroom facility at the south end of Vanderbilt Beach does not have to be any higher that the present one. 3) The footprint at each facility should be as small as possible to prevent removal of the established vegetation that helps reduce beach erosion. However, we have decided not to submit a formal response the referenced RFP. This difficult decision is in part based on the narrow scope of the RFP which indicates that the county wishes to hire a consultant to pursue a specific plan already filed with the Florida Department of Environmental Protection (DEP), in response to which the DEP indicated that they will not recommend favorably on permit issuance. In fact the state further suggested that the county ... "assess fully the further commitment of financial resources for design dependent on permit issuance." Our firm has a great deal of experience in the development and implementation of inlet management strategies in southwest Florida, and the pursuit of the design referenced in the RFP does not appear to be an appropriate professional approach that will achieve the goal of the county; to reduce long -term inlet management costs and extend the life of the maintenance dredging cycle. Vanderbilt Beach Bathroom and Concession Facility Mary McLean Johnson President, Mangrove Action Group Resident of Pelican Bay The Mangrove Action Group is a nonprofit organization that seeks to foster stewardship and environmental awareness to preserve and protect mangrove ecosystems and the associated natural shoreline of Collier County. Our primary focus is Clam Bay, but we have also been following the proposat for construction of the Vanderbilt Beach Bathroom and Concession facility to the immediate north. We are very concerned that the footprint of this facility would encroach into the natural duneiine seaward of the Coastal Construction Control Line on the west, and that on the east, it would not observe the required setback from the preserve of 25 feet, but would leave only a 10 -foot setback. Further, the 3,800 square foot size and 30 foot height of the facility would be obtrusive in the context of the naturai, unspotted stretch of beachfront thatts one of the hallmarks and most attractive features of Vanderbilt Beach. We recognize the need to provide larger and better maintained bathroom facilities for this heavily used public park, site. however, we urge the County to seek the necessary FEMA variances so that this facility can be built at ground level, thereby improving accessibility as well as bringing down the roofline. We also urge that the facility be restricted to restroom facilities, without extensive; decking, viewing platforms and side ramps, so that the footprint can be significantly reduced to meet the limitations of the site and existing set -back requirements. Please note the three horizontal wood fenders on each side of the bridge segment under the aluminum drawbridge. All of those fenders should be parallel to each other and to the water surface. The ones on the east side (nearer the mangroves) are parallel to the water surface (at least reasonably horizontal). The ones to the west are not reasonably horizontal. That's because the piles at that one end rotted out where a splice was done in the middle of the water column . One pile leans noticeably. There's a large concrete - filled corrugated metal collar at the water line of that pile and the metal around the collar is beginning to corrode. Also please refer to the attached pile splice drawing. It appears to me that when they were driving the pile, it apparently wasn't long enough, so they spliced another pile on to it. The type of splice they used is indicated on the attached drawing on figures 1, 2, and 3. They sawcut longitudinally down the center axis and then halfway through the pile from either side (figure 1). They do the same with the pile extension (figure 2) and then install through bolts with washers to hold the splice together. The end product looks like what's in figure 3. 1 think they did this with, at least, all four piles that support both ends of the drawbridge. The problem with this splice method is that the Chromated Copper Arsenate preservative doesn't penetrate to the center of the pile so the sawcut left the heart of the pile exposed to marine organisms. It rotted out. About 4 or 5 years ago (maybe more) the rotting was so bad that I could stick my hand into the middle of the splice and open it up and wave it around. The through bolts were totally corroded through. The pile was headed toward the type of failure shown in figure 4. Parks and Rec had noticed the settlement of the deck and were monitoring it. A fellow engineer, Terry Kepple, and I were a little more concerned and we investigated the pile and found the condition shown above. We canoed that area almost weekly for years. We called it to the county's attention and their solution was the collar. We were told that the collar was temporary for a couple of years and that a permanent fix would be planned and done. It has been a few years, and I have a few concerns. The drawbridge acts as a pile driver against the piles under its west end support. The constant impact loading of the fully loaded trams over the duration of years puts forces on the collar and splice. It is not a stationary load. If you look at figure 4 on the attached drawing... picture two wedges sliding past eac o�eat's an efficient way to multiply the force exerted on a member. I worry that we can't see what's going on inside the collar and under the collar. I see money being spent for new projects and wonder why money can't be allocated to a permanent repair for this project. When they did the repair they didn't jack the bridge level. They didn't plumb the pile.. They didn't take the bows out of the cross bracing. They just put on a collar. As a constituent and a member of the public who kayaks and canoes under this bridge on a regular basis, I'd like to know if the proper repair and /or replacement of this bridge is on anyone's to -do list. Please note the three horizontal wood fenders on each side of the bridge segment under the aluminum drawbridge. All of those fenders should be parallel to each other and to the water surface. The ones on the east side (nearer the mangroves) are parallel to the water surface (at least reasonably horizontal). The ones to the west are not reasonably horizontal. That's because the piles at that one end rotted out where a splice was done in the middle of the water column . One pile leans noticeably. There's a large concrete - filled corrugated metal collar at the water line of that pile and the metal around the collar is beginning to corrode. Also please refer to the attached pile splice drawing. It appears to me that when they were driving the pile, it apparently wasn't long enough, so they spliced another pile on to it. The type of splice they used is indicated on the attached drawing on figures 1, 2, and 3. They sawcut longitudinally down the center axis and then halfway through the pile from either side (figure 1). They do the same with the pile extension (figure 2) and then install through bolts with washers to hold the splice together. The end product looks like what's in figure 3. 1 think they did this with, at least, all four piles that support both ends of the drawbridge. The problem with this splice method is that the Chromated Copper Arsenate preservative doesn't penetrate to the center of the pile so the sawcut left the heart of the pile exposed to marine organisms. It rotted out. About 4 or 5 years ago (maybe more) the rotting was so bad that I could stick my hand into the middle of the splice and open it up and wave it around. The through bolts were totally corroded through. The pile was headed toward the type of failure shown in figure 4. Parks and Rec had noticed the settlement of the deck and were monitoring it. A fellow engineer, Terry Kepple, and I were a little more concerned and we investigated the pile and found the condition shown above. We canoed that area almost weekly for years. We called it to the county's attention and their solution was the collar. We were told that the collar was temporary for a couple of years and that a permanent fix would be planned and done. It has been a few years, and I have a few concerns. The drawbridge acts as a pile driver against the piles under its west end support. The constant impact loading of the fully loaded trams over the duration of years puts forces on the collar and splice. It is not a stationary load. If you look at figure 4 on the attached drawing... picture two wedges sliding past eac o�eat's an efficient way to multiply the force exerted on a member. I worry that we can't see what's going on inside the collar and under the collar. I see money being spent for new projects and wonder why money can't be allocated to a permanent repair for this project. When they did the repair they didn't jack the bridge level. They didn't plumb the pile.. They didn't take the bows out of the cross bracing. They just put on a collar. As a constituent and a member of the public who kayaks and canoes under this bridge on a regular basis, I'd like to know if the proper repair and /or replacement of this bridge is on anyone's to -do list.
