As a concerned citizen, and in behalf of the citizens of Golden Gate Estates and Collier County,
I have filed a Public Petition to speak before the Collier Board of County Commissioners at their meeting
on March 8th, 2011.
The Reason I am Requesting to Speak:
* To expand the Public Involvement Plan and increase transparency in the development of the
Collier County Master Mobility Plan.
* To allow citizens to understand and evaluate the economic impacts of proposed changes to the
Growth Management Plan and Land Development Code prior to adoption hearings.
The Action I am requesting from the Board of County Commissioners:
1.) Open all meetings between Collier County Staff, paid consultants, and "stakeholder" groups to the public.
2.) Openly and Publicly disclose the financial interests of all parties.
3.) Require a Financial Impact Analysis prior to the execution of any Memorandum of Understanding
( MOU's ) or policy that will obligate or commit public funds.
Your support through attendance at this meeting will help to insure that the development of language
and proposed changes to our Growth Management Plan and Land Development Code will be developed
through an open and honest process.

Data Plans Review Technical Memorandum
INTRODUCTION
Collier County is pursuing the development of a Master Mobility Plan, the goal of which is to guide the
coordinated development of land use, public infrastructure /services, and private development while
protecting environmentally - sensitive land and habitats throughout the county. As a precursor to
development of the Master Mobility Plan, Collier County is compiling an inventory of the data, plans,
and documents that will be available for the data analysis phase of the Master Mobility Plan, as many of
these plans and programs will help formulate the framework of the Master Mobility Plan. As such, at
the request of Collier County, Tindale- Oliver & Associates, Inc. (TOA) has prepared this technical
memorandum summarizing the available planning documents and programs related to this effort.

SUMMARY TABLE AND DOCUMENTATION OF REVIEW:
Table 1 provides a summary of key concepts, data, and resources available to support the Master
Mobility Plan, as well as key implications for the master mobility planning process related to each
document or program reviewed. Implications for the Master Mobility Plan focus on relation of the
document or program in relation to the key outcomes of the Master Mobility Plan, which include:
• A coordinated approach to managing growth across land use, public infrastructure and services,
and private development.
• A Mobility Master Plan that will result in a more efficient and cost - effective transportation
system by improving environmentally - responsible transportation options and significantly
reducing the number of vehicle miles traveled (VMT).
• Memorandum(s) of Agreement that reflect buy -in for the implementation of actions that
support the coordinated approach.
• Future land use, infrastructure, and services that support self- sufficient communities
throughout Collier County.
Appendix A of this document provides a more detailed summary of the plan and /or program reviewed,
along with potential implications for each plan and /or program with regard to the development of the
County's Master Mobility Plan.
This document accompanies the "Data Collection Technical Report" developed as part of the Data
Collection Phase of the Master Mobility Plan and which documents the infrastructure, land use,
transportation /mobility, and infrastructure data available for review and analysis during development of
the Master Mobility Plan. Available data identified in the "Data Collection Technical Report" have been
formatted and packaged into a Geographic Information Systems (GIS) database for use during the
development of the Master Mobility Plan.

Master Mobility Plan
This project is possible due to the receipt of an Energy Efficiency and Conservation Block Grant
provided by the United States Department of Energy, the grant was created as a result of the American
Recovery and Reinvestment Act (ARRA) of 2009.
Over the past ten years Collier County has seen a dramatic swing in land development demands that
has put a tremendous strain on resources and finances. The County implemented growth management
initiatives and financial plans that took into account significant back log needs while contending with a
record setting demand for infrastructure and services. The environment created a very reactive mode to
managing our needs. The Transportation Planning Department, in coordination with the Comprehensive
Planning Department, is now looking at a proactive way of managing the ultimate build out mobility
needs of the county. The MMP will focus on demand management and early coordination rather than
trying to finance mobility based on existing land use regulations. From a business perspective,
reducing the physical demand for infrastructure is a far more practical approach than supporting
mobility via continuous expansion planning and the need for increasing revenues such as impact fees,
taxes, tolls and ad valorem.
Approved HB 697 and proposed federal legislation all require local comprehensive plans to include a
section in the traffic circulation element that indirectly reduces greenhouse emission through direct
reductions in Vehicle Miles Traveled (VMT). The MMP focuses on several factors that would meet the
compliance standards from HB 697. The Transportation Planning Department was also a successful
recipient of a Department of Energy (DOE) grant that was approved by the BCC on June 9, 2009 as
item 10E. The attached project charter provides a description of the concepts outlined within the MMP.
The project charter has been endorsed by each Division Administrator and upon approval of the charter
by the BCC, the project will be set in motion. The MMP will coordinate all the data from the East of 951
Horizon Study, the East of 951 Bridge Study, the Interactive Growth Model, the Long Range
Transportation Plan, the Rural Land Stewardship Area update and all long range plans from each
division and key stakeholders with consideration from each reviewing /permitting agency and
environmental /agricultural advocacy groups.
The MMP will be a single unified planning document that will provide a concise and practical guide to
how we achieve mobility for people, goods and services while protecting habitat, environmentally
sensitive land and agriculture with the primary focus of reducing VMT through demand management
and coordination of purpose. The MMP will revolve around the following master plans and concepts:
u,5 QInfrastructure Master Plan that provides direction on infrastructure, reducing redundancies and
Increasing synergy with the goal of reducing VMT.
/ Land Use Master Plan that strategically locates public services as well as private residential,
commercial and industrial development with the goal of reducing VMT.
Mobility Master Plan that incorporates multi -modal transportation alternatives with the goal of
reducing VMT.
Wildlife Crossings and Habitat Preservation Master Plan that identifies environmentally sensitive land,
habitat and agricultural land that will give credibility and support to the infrastructure and mobility
needs.
,�J! Signed MOU's (Memorandum of Understanding) that define, validate and document the commitments
1 hand expectations of Collier County Government agencies, primary stakeholders and outside agencies.
The MMP will culminate with the adoption of the above plans and agreements with a concise set of
objectives and policy recommendations that would manage the implementation. The updated
objectives and policy recommendations will be an Integral part of the EAR process scheduled through
Comprehensive Planning for the spring of 2011.

Collier County held on Thursday, May 13, 2010 the first Master Mobility Plan workshop. Over 100 people
attended this event.
The successful event included a guest appearance by Mr. Tom Murphy, a senior resident fellow,
ULI /Klingbeil Family Chair for urban development. Mr. Murphy is the former mayor of Pittsburg.
Presentations materials from the workshop are available for download. You can also view the taping of
the workshop on the County's government channel CTV Channel 97 which is accessible via the County's
website.

Collier County will utilize its EECBG formula funding to fund a mixture of lighting and electrical
improvements, mechanical improvements, renewable energy and planning initiatives.
Project Activity 6: Collier County Master Mobility Plan (MMP)
This project involves the development of and consensus for what will be called the "Collier County
Master Mobility Plan" (MMP) . This plan will .guide the need and location of land use, public services
(libraries, EMS, schools, etc) , multi -modal transportation and various infrastructures while
protecting environmentally sensitive land and habitat. The MMP is intended to be a concise and
practical plan that will manage growth in a sustainable, financially feasible and environmentally
responsible manner. ,In addition, implementation of the early results of the plan such as local street
network connectivity, signal timing and other regional significant projects will be completed within
the term of the grant.
The MMP will help guide Collier County through its next phase of growth efficiently and effectively.
The investment in transportation, environmental protection, and other infrastructure will provide
long -term economic and environmental benefits. Transportation facility investments and subsidies are
justified in that they will stimulate economic development by:
• Increasing and improving cost- effective, environmentally responsible transportation options.
• Result in more cost effective transportation facility and service investments.
• Increase transport system efficiency (reduces total costs or increase total benefits).
• Reducing resource costs, such as the amount of fuel consumed per unit of transport, and the amount
of land devoted to transport facilities.
• Significantly reduce vehicle miles traveled. The savings that results when motorist reduce mileage
are widely distributed throughout the economy.
Although the job creation numbers provided are for the term of project only, the implementation of the
MMP is expected to create and retain 100+ jobs that are sustainable through economy through the
creation of needed infrastructure improvements, development of public, residential, commercial, and
industrial establishments.
The major benefit of implementing the MMP is a reduction of vehicle Miles Traveled. Motor vehicles are
significantly responsible for air pollutant damages, including human health, ecological and esthetic
degradation. Tailpipe emissions are pollutants released directly from vehicle exhaust pipes.
Life cycle emissions include both tailpipe emissions and indirect emissions from fuel extraction and
refining and distribution, vehicle manufacturing, and construction of facilities for transportation.
unlike physical improvements, the plan's regulatory component will dramatically reduce vehicle miles
traveled. Over 41,000,000 vehicle miles are traveled per year in Collier County. A conservative
estimate of a 1OW reduction equates to 4,100,000 miles reduced. At the current price of gasoline and
average gas mileage this equates to over $645,000 a year. This will be seen slowly at first but the
savings are in perpetuity, Immediate savings will be seen in signal timing, (funded) local network
enhancements and transit subsidies. The total project requires $473,476 from grant funding and is
supported by $175,000 in developer contributions. Once implemented, the annual cost savings will
exponentially rise after a year one savings of approximately $645,000 due to the anticipated increase
in population and energy cost.
The total project cost is $473,476. Approximately $17,351 of the "administrative costs" are being
allocated to this project for a total EECBG request for this project of $490,827.

Collier County has requested the services of a WilsonMiller, Inc., (herein after referred to as the
"Consultant ") to provide assistance in the development of potential amendments to the Growth
Management Plan (GMP) and the Land Development Code (LDC) based upon evaluation of the
various elements of the Master Mobility Plan (MMP). The MMP is intended to be a concise and
practical plan that will manage growth in a financially responsible manner with the ultimate goal of
reducing vehicle miles traveled which will reduce carbon emissions. This will minimize the overall
development footprint and need for associated infrastructure which will also help preserve
agricultural lands, habitat and the watershed.
Tindale Oliver and Associates, Inc. (TOA) is currently under contract to complete Phase II of the
MMP. Phase II will include the culmination of the data collected in Phase I into GIS layers depicting
the changes anticipated to guide the need and location of land use, public services (Govt., EMS,
Schools, Parks, etc), multi -modal transportation and infrastructures while protecting
environmentally sensitive land, habitat and agricultural land with the primary purpose of reducing
Vehicle Miles Traveled (VMT). The completion of Phase II will also result in Memorandums of
Understanding (MOU's) with county stakeholders setting forth the goals to achieve in order to
obtain the vision set forth in the MMP.
AIM Engineering & Surveying, Inc. (AIM) is under contract to provide traffic modeling that will be
required for TOA to complete Phase II of the MMP.
The Consultant will work with both TOA and AIM during Phase II in order to identify what changes
to the GMP and LDC will be required to meet the goals of the MMP. The Consultant will develop
recommendations for potential amendments to the Collier County GMP and identify what changes
to the LDC might be needed based upon the data collected in Phase I of the MMP and the data
utilized in the preparation of MOU's in Phase II.

The following is a summary of tasks to be performed by the Consultant for the development of the
recommendations:
Task A — Data Collection
The Consultant will coordinate and consult with TOA, AIM, and County Staff during Phase It to
indentify the information needed from Phase I and Phase II of the MMP that will assist the
Consultant in identifying opportunities for potential amendments to the GMP and LDC that will
meet the ultimate goals set forth in the MMP. The Consultant will participate in Phase II to the
extent necessary to ensure consistency between the work performed in Phase II and Phase III.
Task 8 — Develop Laneua¢e for GMP and Present to the Public
The Consultant will be responsible to develop revised language for potential changes to each
element of Collier County's GMP affected by the vision set forth in the MMP and the
understandings contained in the MOUs.
The Consultant will be responsible to review the information provided for accuracy and quality for
utilization in future presentation or documents.
A public meeting will be held to present the Consultant's recommended changes to the GMP to the
public.
The Consultant shall attend the public meeting and prepare appropriate displays or wall graphics
and /or electronic projections for use during the meeting. The Consultant will be required to
actively participate in the presentation,
The Consultant shall prepare project hand -outs, including comment cards, for distribution at the
meeting. All presentations, media releases, and legal and display advertisements shall be prepared
by the Consultant and reviewed and authorized by the County.
A black- and - white, one eight (1 /8th) of -a -page display advertisement announcing the meeting shall
be prepared and submitted to the County for approval. The Consultant shall publish the
advertisement in the area newspapers having the largest daily circulation. Advertising costs are
the responsibility of the Consultant, and shall be considered a reimbursable expense.
Notification shall be made by the Consultant to elected and appointed officials and other
stakeholders identified during Phase II, by e-mail (or letter in the absence of a valid e-mail address)
no later than two weeks prior to the meeting.

Prior to the meeting, the Consultant shall brief the County Staff who will be on hand during the
meeting to make sure the staff is up to date on the project and understands the MMP well enough
to discuss it with the public and answer questions.
Meeting setup and take down shall be handled by the Consultant staff members familiar with the
equipment and the facilities available at the workshop site.
Conducting the meetings will involve knowledgeable Consultant staff and shall require enough staff
members to handle the public anticipated for the meeting. Although the meeting may be
scheduled for a certain time period, staff shall be available for some time before and /or after those
set hours in order to maintain public contact, availability for media interviews, etc.
Following the public meeting at which the Consultant recommendations are presented, the
Consultant and County Staff will review the oral and written comments received during the
presentation, and identify which recommendations require further consideration, and
subsequently which recommendations will be presented to the BCC for consideration as potential
GMP amendments.
Task C — Develop Language for LDC and Present to_ the _Public
Simultaneous with the work identified in Task B, the Consultant will identify each section of Collier
County's Land Development Code where potential changes will be necessary to implement the
amendments identified in Task B once approved. Conceptual narratives will be prepared to
describe any changes to the LDC that might be needed subsequent to the GMP amendments;
specific LDC language changes will not be prepared unless the LDC changes can be implemented
without the need for supporting GMP amendments.
The consultant will be responsible to review the information provided for accuracy and quality for
utilization in future presentation or documents.
Work on Task C will be presented at the same public meeting as the GMP recommendations.
Deliverables
The consultant will deliver to the County a report detailing the specific recommendations for
changes to Collier County's GMP and LDC as described in Tasks B & C.
Duration
The Consultant shall meet and /or communicate with TOA, AIM and County Staff as required for
this project.

The consultant will meet with County staff at project kick -off to develop a schedule for each Task.
Task A and B and C of the scope of work will require deliverables be provided to the County no
later than June 30, 2012.
Consultant /Subconsultant Services
Contract 09 -5262, Article 10, Section 10.1 requires "prior written approval of the Owner" (Collier
County) before services are provided by anyone other than those employed by Consultant. As part
of the services requested by the County to be performed under this Task Work Order, Consultant
will employ the services of an additional subconsultant as follows:

Compensation
A man -hour estimate for the above Scope of Services has been prepared for the sole purpose of
establishing the maximum upset limit for this Task Work Order and is shown in Attachment A —
Man -Hour and Cost Estimate Summary. The Consultant will provide detailed billings with all
invoicing to substantiate that the fees are in accordance with the Master Contract. The Consultant
will also provide written progress reports that describe the services provided for this Task Work
Order. Progress reports will be submitted to the Collier County Transportation Planning
Department concurrent with the monthly invoice. The Collier County Transportation Planning
Department will determine whether the work accomplished is of sufficient quality and quantity by
comparing the reported time and materials against actual work accomplished.
