The twenty-four district medical ell:illnin~rs serve staggered terms and are aPl'oipted each time for il period of three years. The Medical Examiners (::ommission recommendsroutin~ reappointriJent of the incumbent through written surveys obtained from each local county commission, law enforcement agencies, state attorney, public defender, funeral homes and m.edical community, as outlined in ] ]G-5,004 of the Florida Administrative Code, . I was first appointed District Medical Ell:aminer by Governor Martinez in December ]991 to complete Dr. David Engstrand's term, following his untimely. death, I have been reappointed every term thereafter. This le1:ler serves as my official notification to seek reappointment for the position of District Medical Examiner. Medical examiner services are provided 24 hours, 365 days a year and are required by Florida Statute406. As Chief Medical Examiner, I provide forensic investigations, autopsies, scene investigations, court testimony, determination and implementation of pOlicies and procedures, management of personnel and all other admillistrative duties. My staff includes the Deputy Chief Medical Examiner, two investigators, two autopsy technicians and a part-time internal operations manager. In 2010, the caseload .increased approximately 12% from 2696 to 3023 cases, The breakdown is as follows: 213 autopsies, 221 ell:ternal examinations, ?examinations of non-human remains, 379 declined jurisdictions (investigations of cases not brought into the facility) and 2,203 cremation authorizations. . . The Medical E><aminers. Office provides on-site forensic anthropology services for our county and for a number of ather medical examiner offices. Florida Gulf Coast University graduate students assist the forensic anthropologist with these examinations and, in turn, we provide the space, tools and materials to carry out this work, Dental examinations performed by forensic odontologists on-site assist law enforcement with identifications and bite mark analyses. Local high school students are also provided the opportunity to learn anatomy, physiology and pathology through our internship program. Throughout the years, I have fostered a professional relationship with our local law enforcement, as well as state and private attorneys in an effort to continue to improve death investigations. We have provided trailling opportunities for nursing, radiology and emergency services personnel. In 16f 3 2001, I.created the Florida Unidentified Decedents Database to assist in the identification ofal! unidentified human remains f~und in Florida. The website has been instrument~l in identifYing 13 decedents to date, far exceeding the number of identifications by established federal criminal databases. This accomplishment led to an .invitation to be part of the group of professionals involved in President Bush's initiative to address the problem of the missing and unidentified in our country. I am a founding board member of Drug Free Collier, an organization comprised of community andgovernmentleaders, teachers and parentsunited in the effort to reduce the markedly increasing youth drug and alcohol abuse problem in Collier County, 1 am also the immediate past~president of the Florida Association MMedical Exaniiners,respcmsibIe for developing the guidelines which are incorporated into law by reference'and provide practice standards for Florida's medical examiners, The organization also addresses professional and administrative issues. The District Twenty Medical Examiners are involved in various other orgimizations and initiatives such as the Child Prote"ction Team, the Consumer Product Safety Commission, the county's. health department initiative for bioterrorism and pandemic readiness, monthly interagency homicide meetings, involvement iq eye, organ and tissue donations and currently serve as a Collier Health Services board member. In ] 995, my associate, Dr. Borges, and I began the task of designing a new, state-of-the-art medical examiner facility, which was inaugurated in March of 1998 and has been used as a model for design and construction of other medical examiner offices in Florida. Coburn, M.D. as the District 20 Medical Examiner. CONSIDERATIONS: The gubernatorial appointment term of the District 20 Medical Examiner will expire on July 1. 201 I. The Medical Examiners Commission has requested the Board of County Commissioners (Board) to indicate its concurrence or non-concurrence with the reappointment of Dr. Coburn. A copy of the Medical Examiners Commission correspondence and the ballot are attached for your reference. Emergency Management staff fully supports this routine reappointment. FISCAL IMPACT: None.
